GPS vs. Wi‑Fi vs. Cellular Location: How Android Finds Your Position

Android usually does not locate your phone with GPS alone. Its fused location system can combine satellite signals, nearby Wi‑Fi networks, cell towers and device sensors, then return the best estimate available for the app’s requested accuracy, your permissions and the surrounding environment. GPS is often the most precise outdoor source; Wi‑Fi and cellular data can make location work indoors or where satellites are blocked; and using more precision or more frequent updates generally consumes more battery.

What Android means by “location”

When an app asks for your position, Android’s Fused Location Provider evaluates the location sources available at that moment instead of exposing a simple “GPS mode” or “Wi‑Fi mode” switch. It may use one source, several sources together, or change sources as conditions change. The result depends on satellite visibility, nearby wireless signals, cell-network information, supported sensors, device software, permission settings and the app’s request.

Android’s official description is explicit: “Fused Location Provider. This API combines signals from GPS, Wi-Fi, and cell networks, as well as accelerometer, gyroscope, magnetometer and other sensors.” That is why two apps can receive different locations at the same time: they may request different priorities, have different permissions or process the same estimate differently.

GPS: satellite-based positioning

How GPS gets a fix

The phone’s GNSS receiver listens for timing signals from navigation satellites and calculates a position from the signals it can use. A clear view of the sky normally gives the receiver its best opportunity to obtain a precise fix without relying on local Wi‑Fi databases or cell-tower information.

Where GPS works well

  • Open outdoor areas with a broad view of the sky.
  • Driving, hiking and other activities where satellite visibility remains consistent.
  • Situations in which nearby wireless-network data is unavailable or outdated.

Why GPS can struggle

Satellite geometry, atmospheric conditions, receiver design and signal blockage all affect the result. Concrete buildings, underground spaces, roof structures, dense tree cover and narrow urban streets can weaken or obscure signals. Reflections from buildings can produce a position that jumps or appears offset even when the receiver has technically obtained a fix.

GPS does not automatically mean “precise.” A weak or obstructed satellite signal can be less useful than a good Wi‑Fi or cellular estimate, so Android may blend those inputs or favor them temporarily.

Wi‑Fi: nearby networks as location clues

Ordinary Wi‑Fi-assisted location

Android can use nearby access points as recognizable location clues. The phone does not need to join a network for the radio environment to be useful; available network identifiers and signal observations can be matched with location information maintained by the device or its location service. This is particularly helpful indoors, where satellite signals are absorbed or blocked.

Ordinary Wi‑Fi location is not the same thing as measuring an exact distance to an access point. Its quality depends on how many networks are visible, how stable their mapped positions are, the device’s support and the location service’s available data. A busy office or shopping center may provide many clues, while a new building or a rural area may provide few.

Wi‑Fi RTT is a specialized feature

Wi‑Fi Round Trip Time (RTT) is a separate ranging capability. With compatible hardware, software, access points and permissions, the phone can measure the time taken for signals to travel to suitable access points and back. Android documentation says that measurements from three or more compatible access points can be used for multilateration, typically producing accuracy within 1–2 meters.

That 1–2-meter figure applies to supported Wi‑Fi RTT multilateration, not to ordinary Wi‑Fi-assisted location and not to every Android phone. RTT must be supported by the handset and the access points, enabled by the relevant settings and allowed by the app. Most apps that simply request a location are not automatically performing RTT measurements.

Cellular location: broad positioning from towers

Cellular positioning uses information about the cell towers serving the phone and nearby towers. The network can often identify the phone’s general area even when GPS has no usable view of the sky and no mapped Wi‑Fi networks are available.

Cell estimates are context- and network-dependent. Tower density, terrain, carrier deployment and the phone’s connection all affect the result. Urban areas with many towers can provide a smaller area estimate than remote regions with widely spaced towers. Android’s documentation describes low-power requests as relying largely on cell towers and returning coarse, city-level precision; that is a description of the request style, not a universal accuracy guarantee for every carrier or location.

Sensors fill gaps and stabilize movement

Android can also use the accelerometer, gyroscope, magnetometer and other supported sensors. Sensors do not replace a global reference such as satellites, a mapped Wi‑Fi network or a cell tower. Instead, they help estimate movement between fixes, recognize changes in direction and smooth transitions when a primary signal is briefly unavailable.

For example, a phone may retain a reasonable route estimate while passing under a short tunnel, then correct the track when GPS or network information becomes available again. Sensor quality varies by device, and accumulated sensor error means that dead-reckoning alone cannot provide unlimited accurate positioning.

How the fused provider chooses and combines signals

App requests are priorities, not source switches

An app tells Android what it needs, usually by selecting a priority that balances accuracy, update frequency and power. A high-accuracy request makes GPS more likely and can use more battery. A balanced-power request is likely to use Wi‑Fi and cellular positioning. A low-power request largely relies on cell towers and accepts a much coarser result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These priorities are hints rather than guarantees. Android may return a network-based position for a high-accuracy request while a satellite fix is unavailable, or include GPS in a balanced request when conditions make it practical. The provider continually reassesses the available inputs.

Location Accuracy can combine device and network data

On supported devices, Android’s Location Accuracy feature uses available Wi‑Fi access points, cell towers, GPS and device sensors to estimate a position faster and more accurately, especially where GPS is obstructed. Google says it periodically collects information about nearby sensors and wireless signals to contribute to crowdsourced signal-location databases. That description applies to supported Android configurations and does not mean every device uses Google Play services or sends every location estimate to Google.

Why the same phone can report different values

  • An app requesting a city-level position may receive a coarse network estimate while a navigation app requests a more precise, frequent stream.
  • One app may have precise permission while another has only approximate permission.
  • The phone may move from an open outdoor area into a building, causing the provider to change the mix of satellite, Wi‑Fi, cellular and sensor inputs.
  • Manufacturer software, supported radios and local signal databases differ between devices and regions.

GPS, Wi‑Fi and cellular compared

Source Primary signal Best conditions Typical limitations Power implications
GPS Satellite timing signals Open sky outdoors Blocked or reflected signals indoors, underground or among tall buildings; satellite geometry and atmospheric conditions matter High-accuracy, frequent fixes can cause significant drain
Ordinary Wi‑Fi Nearby access-point observations and mapped network data Buildings and dense areas with known access points Depends on visible networks and the quality of their mapped positions; not an exact distance measurement Often useful for balanced requests, with lower power needs than continuous high-accuracy GPS
Wi‑Fi RTT Round-trip ranging to compatible access points Supported indoor deployments with three or more suitable access points Requires compatible phone, access points, software, settings and permissions; not the default Wi‑Fi method Measurement frequency and app design determine power use
Cellular Serving and neighboring cell towers Areas with usable network coverage Usually coarse; tower spacing, terrain and carrier network design change the result Low-power requests rely largely on this source

What Android’s documented accuracy figures actually mean

Official Android documentation publishes several reference figures, but each applies to a defined estimate or request type. They are not guarantees for every phone, location or moment.

Documented figure Scope and qualification
About 3 square kilometers (about 1.2 square miles) Android Developers’ 2026 description of an approximate-location estimate from LocationManagerService or FusedLocationProvider. It describes an area, not a universal radius.
Usually within about 50 meters (160 feet), sometimes within a few meters (10 feet) or better Android Developers’ 2026 description of precise estimates from LocationManagerService or FusedLocationProvider. Actual results vary with device, environment and time.
Typically 1–2 meters Android’s current Wi‑Fi RTT documentation for multilateration using measurements from three or more compatible access points. It does not describe ordinary Wi‑Fi location.
Approximately 100 meters Android’s current description of the expected precision for balanced-power requests. It is a request-level description, not a guaranteed field result.
Approximately 10 kilometers Android’s current description of low-power requests, which largely use cell-tower positioning. Terrain, tower spacing and network conditions can produce different outcomes.

Why location works indoors or between tall buildings

Indoors

Walls and roofs can attenuate satellite signals until the GPS receiver cannot maintain a reliable fix. Nearby Wi‑Fi access points may still be visible, and cell towers generally continue to provide a broad area estimate. Sensors can help maintain continuity while Android changes providers. The result may be less precise than an outdoor satellite fix, but it can arrive faster and remain usable.

Dense urban areas

High-rise buildings can block direct satellite paths and reflect signals, creating an “urban canyon.” A large number of Wi‑Fi networks and cell towers may give Android alternative clues, although reflections and rapidly changing radio conditions can still produce jumps.

Rural or remote areas

Open sky can favor GPS, but sparse towers and few mapped Wi‑Fi networks reduce the value of network positioning. If satellite reception is temporarily blocked by terrain or vegetation, the fallback estimate may be noticeably coarser.

Permissions and controls: what an app is allowed to receive

Approximate versus precise app permission

Android lets the user grant an app approximate or precise location. On Android 12 and later, the permission dialog and settings expose this accuracy choice. If approximate access is granted, the app receives an approximate result even when it requested fine or precise permission. An app cannot turn an approximate grant into a precise one by changing its request alone.

Foreground and background access

Background location is a separate permission consideration. An app that needs location while you are not actively using it must meet Android’s background-access rules and obtain the additional permission where required. Granting precise foreground access does not automatically authorize unrestricted background tracking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

App permission is different from device-wide Location Accuracy

The app-level permission controls what a particular app may receive. The device-wide Location Accuracy setting controls whether Android may use wireless signals and sensors to improve location estimates. Changing one does not automatically change the other. A precisely permitted app can still receive a weaker result when Location Accuracy is disabled or when the environment provides poor signals.

Does turning off GPS stop apps from knowing your location?

Not necessarily. Android can use Wi‑Fi, cellular information and sensors when satellite positioning is unavailable or disabled. To prevent ordinary apps from receiving location through Android’s location APIs, use the device-wide Location switch and review each app’s permission. The exact behavior and available controls vary by Android version and manufacturer, and emergency or system functions can have separate rules.

How to review Android location settings

Menu names vary by manufacturer and Android release, but these paths cover the controls most users need.

  1. Open Settings and select Location. Turn the main Use location switch on or off to control device-wide access.
  2. Open App location permissions (sometimes shown as App permissions) and choose an app. Select Allow only while using the app, Ask every time, Don’t allow or the available background option.
  3. When offered an accuracy choice, select Precise or Approximate. On Android 12 and later, this preference can be changed after the initial permission prompt.
  4. Open Location Services and look for Location Accuracy or Improve Location Accuracy. This is the device-wide control for combining wireless signals and sensors; its label and availability vary.
  5. If an app supports a map or navigation mode, check its own update, battery or accuracy settings as well. Android’s provider can only work within the app’s permission and request.

Accuracy versus battery: choosing the right behavior

Higher requested precision, more frequent calculations and lower delivery latency generally require more radio and sensor activity. Android characterizes high-accuracy requests as potentially causing significant battery drain. Balanced-power requests trade some precision for lower consumption, while low-power requests accept a much coarser result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For turn-by-turn navigation, fitness tracking or geofencing that needs a tight boundary, precise access and frequent updates may be justified. For weather, local content or an occasional city-level check, approximate or balanced-power access can be sufficient. The most efficient design is to request the accuracy and update interval that the task actually needs, then stop updates when the task ends.

Practical troubleshooting when location is wrong or slow

The position is far away

  • Move outdoors or near a window to give the receiver a clearer satellite view.
  • Check that the app has the intended approximate or precise permission.
  • Verify that device-wide Location is on and review the Location Accuracy setting.
  • Allow a short period for Android to combine new satellite, Wi‑Fi, cellular and sensor observations instead of judging the first estimate.

The position works outside but not indoors

This pattern usually indicates blocked satellite reception. Confirm that Wi‑Fi is enabled if you want Android to use nearby networks as clues, and check whether the building has usable cellular coverage. Indoor precision still depends on the available signals; ordinary Wi‑Fi does not guarantee meter-level positioning.

The location keeps jumping

Reflected satellite signals, a changing Wi‑Fi environment, weak tower geometry or sensor error can all produce movement in the estimate. Keep the phone unobstructed, allow the provider to gather several readings and avoid interpreting a single low-confidence point as a definitive position.

Battery drains during tracking

Reduce update frequency or use a balanced-power priority when the app permits it. Revoke background access for apps that do not need continuous tracking, and stop navigation or fitness recording when finished. Disabling all location services is a blunt solution that also removes useful low-power and indoor estimates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to remember

  • Android location is commonly a fused estimate, not a GPS-only reading.
  • GPS favors open skies; Wi‑Fi and cellular signals can help indoors and in built-up areas.
  • Wi‑Fi RTT is a specialized, supported ranging feature and should not be confused with ordinary Wi‑Fi location.
  • Accuracy figures such as 3 square kilometers for approximate access, about 50 meters for many precise estimates, 1–2 meters for supported RTT and roughly 100 meters or 10 kilometers for documented request classes carry specific qualifications.
  • App permission, background access, the device-wide Location switch and Location Accuracy are separate controls.
  • Requesting more precision and more frequent updates generally costs more battery, so the best setting is the least demanding one that satisfies the task.
