Attackers were exploiting two critical Citrix NetScaler vulnerabilities before Citrix released updates on September 27, 2026. Mandiant and Google Threat Intelligence Group (GTIG) found the campaign involving CVE-2026-88772 had been underway since at least early September; Citrix also reported active exploitation of CVE-2026-88771. Government and financial organizations were among the likely targets, alongside organizations in other sectors. Administrators should update affected appliances and investigate for compromise: patching does not necessarily remove access or persistence established beforehand.
What happened in the NetScaler attacks?
Mandiant and GTIG reported identifying active, in-the-wild exploitation of CVE-2026-88772 in late September. Their investigation indicated the campaign had been active since at least early September. Separate government advisories provide additional lower bounds: Australia’s Australian Cyber Security Centre (ACSC) advised reviewing for compromise since at least September 4, while Finland’s National Cyber Security Centre (NCSC-FI) reported intrusions before Citrix issued updates on September 27. These dates come from separate investigations; they do not establish a definitive first date of exploitation.

The affected products are Citrix NetScaler ADC and NetScaler Gateway appliances. The U.S. Cybersecurity and Infrastructure Security Agency (CISA) described CVE-2026-88771 and CVE-2026-88772 as critical zero-days capable of independently enabling remote code execution and confirmed active exploitation globally. Citrix’s September 27 update is the key patching reference; administrators should use the vendor’s bulletin for the full version matrix, including FIPS and NDcPP variants. Mandiant and GTIG’s September 29 analysis, ACSC’s alert, updated October 3, and CISA’s September 27 alert describe the campaign and response.
What did attackers do after gaining access?
Mandiant characterized CVE-2026-88772 as an authentication bypass that caused an unhandled termination of the NetScaler Packet Processing Engine (NSPPE), giving attackers initial root-level access. Its analysis identified a PHP web shell named WHIPSHOT and a Python tunneler named SLAPSHOT. The tunneler could proxy traffic into internal networks; in at least one intrusion, the actor used it for internal reconnaissance and credential theft.

This means an exposed appliance can be a path toward connected systems, not just an isolated edge-device problem. Investigation should account for possible activity inside the network and changes made on the appliance.
How should NetScaler administrators respond?
- Apply Citrix’s security updates promptly. Check the exact appliance model, software release, and variant against Citrix’s security bulletin; Singapore’s Cyber Security Agency (CSA) lists thresholds including NetScaler ADC and Gateway 14.1-73.37 and 13.1-64.23, but those examples are not a substitute for the complete vendor matrix. - Review for compromise before and after patching. Where feasible, preserve and examine available logs and evidence before updating, then review device logs, vendor indicators of compromise, accounts, scheduled tasks, services, and administrative changes. An update closes the vulnerability but may not remove an attacker foothold created before patching.
- Preserve forensic evidence if compromise is suspected. CISA cautions that updates can reduce forensic visibility and advises checking for indicators before patching where possible. Plan for operational impact: CISA notes that updates may be complex and can require downtime.
- Contain the appliance and scope connected systems. Singapore CSA recommends isolating affected appliances and investigating possible lateral movement. Finland’s NCSC-FI advises changing administrative passwords if compromise is suspected and determining whether the appliance was used to reach internal systems. Follow your incident-response process to assess business impact and coordinate isolation.
Is there a separate SAML issue?
Yes. In an October 3 update, Australia’s ACSC flagged a newly identified issue affecting deployments that use SAML authentication. The alert says this issue is understood to be separate from CVE-2026-88771 and CVE-2026-88772. Administrators should consult the ACSC and Citrix guidance for their configuration rather than treating the SAML issue as evidence that it is part of this zero-day campaign.

How many organizations were affected?
The government and primary threat-intelligence advisories cited here do not establish a verified campaign-wide victim count. SecurityWeek reported several estimates from named sources: Mandiant CTO Charles Carmakal referred to “dozens of organizations”; Kevin Beaumont estimated more than 100 victim organizations; and Palo Alto Networks estimated roughly 50,000 potentially exposed NetScaler instances. These are attributed estimates, not a confirmed count of compromised organizations. Carmakal also warned that broad, opportunistic exploitation by multiple threat actors was expected in the near term, as reported by SecurityWeek on September 30, 2026.
