The move redirects future ad support from Republican Michael Whatley toward Republican Sen. Roger Marshall; it does not establish that Republicans have formally abandoned Whatley or that North Carolina’s Senate race is over.
What changed in the Senate Leadership Fund’s ad plans?
Senate Leadership Fund (SLF) had planned another $18 million in North Carolina advertising reservations for the coming month, according to AdImpact reservations reported by The Associated Press on October 2, 2026. AP said the group was putting that future spending on hold. The reservations were planned ads, not money already spent.
SLF had already spent about $32 million in North Carolina, AP reported. CBS News, citing Federal Election Commission filings, reported that the group’s North Carolina spending this year exceeded $30 million. Those figures describe money spent, not the paused reservations.
In Kansas, SLF reserved advertising to support incumbent Republican Sen. Roger Marshall against Democratic nominee Adam Hamilton. AP, citing AdImpact, reported nearly $8.2 million reserved for the next month. CBS News reported $9.8 million reserved in Kansas as of Friday. The reports do not reconcile the difference, which may reflect different snapshots or definitions; the totals should not be combined or treated as completed spending.

Why is SLF shifting money to Kansas?
Semafor reported that an unnamed person familiar with SLF’s plans described the decision as a resource-allocation move: “SLF’s job is to maintain the majority and this move reflects the most effective and efficient use of resources to do exactly that.” That is an anonymous source’s explanation, not an on-the-record statement from the committee.
The shift suggests the group is prioritizing a more defensive Senate map, but reporting does not establish a definitive internal motive or disclose SLF’s internal polling. Semafor noted that Republicans held 53 Senate seats at the time and could lose up to three while retaining their majority.

Kansas may look like a safe Republican state in presidential elections, but the Senate contest is drawing substantial outside spending. Donald Trump carried Kansas by nearly 16 percentage points in the last presidential election, according to AP’s October 2026 report. Yet AP and Semafor noted that the last Democratic Senate victory in Kansas was in 1932. Those historical markers offer context, not a forecast of the current race.

No. The reported decision concerns SLF’s future ad reservations, not every Republican group, the Whatley campaign’s own resources, or the outcome of the election. It is a meaningful signal that this super PAC has shifted its planned support, but it is not proof of a formal party-wide abandonment.

Whatley’s campaign spokesman, DJ Griffin, told AP: “We feel confident we have the resources to highlight Career Politician Roy Cooper’s 40 Years of Failures and win in November.” That is campaign rhetoric, not an independently established characterization of Cooper.
AP also reported that Trump said of Whatley, “I am worried about him,” and “I hope he wins.” Neither remark changes what the spending decision itself establishes: SLF has paused planned North Carolina ads while reserving money for Marshall in Kansas.

What the move does—and does not—tell voters
- It does tell voters: SLF is redirecting its planned outside advertising toward Kansas, where Marshall faces Democrat Adam Hamilton.
- It does not tell voters: that all Republican support for Whatley has ended, that the North Carolina race is decided, or that the group has publicly explained its internal calculations.
- It is important to distinguish: past spending from future reservations. A booked ad reservation can be changed and is not the same as a final expenditure reported after the election.
