American Electric Power announced on Oct. 14, 2026, that it plans to build a 702-megawatt fuel-cell plant near Cheyenne, Wyoming, and sell its output to Google under a 20-year power-purchase agreement (PPA). AEP estimates an investment of about $4 billion, with construction planned for 2026 and full operation expected by the end of 2028.
What AEP and Google announced
The agreement makes Google the contracted buyer of electricity from Cheyenne Fuel Cell, LLC. AEP is developing and controlling that project company, rather than Google owning the generation facility. AEP says the plant is intended to support Google’s expanding energy demand in the greater Cheyenne area.

Who owns the project company?
AEP says it owns and controls approximately 92% of Cheyenne Fuel Cell, LLC. Funds advised by Basalt Infrastructure Partners, LLP own nearly 8%. The ownership percentages identify the project-company investors; they do not make Google an owner. Google’s role described in the announcement is the long-term offtaker under the PPA.

How the 702 MW plant is supposed to work
Bloom Energy fuel cells
Bloom Energy is the named supplier of the fuel-cell technology. Data Center Dynamics separately reported the same supplier and schedule. AEP describes the system as rapidly deployable and capable of producing electricity on demand without combusting natural gas. That description concerns the generation process presented for this project; the announcements do not provide a final equipment configuration, fuel-supply contract or operating-performance guarantee.

Planned carbon capture
The project also includes plans to integrate carbon-capture technology. AEP characterizes the combination as capable of near-zero-emissions power. Because the capture system is still a plan for a project that has not reached operation, the announcement does not establish a measured emissions rate or prove that the facility will achieve a specific carbon-intensity target.
When will Google receive the power?
- 2026 construction start: AEP says construction is planned to begin during 2026.
- Build-out period: The company has not published a detailed construction schedule, permitting sequence or final financing structure.
- End-of-2028 target: AEP expects full operation by the end of 2028. This is the current expected date, not a guaranteed commercial-operation date.
The PPA’s price, payment structure, delivery point, volume commitments and provisions for delays were not disclosed in the cited announcements.

How this fits Google’s wider Cheyenne power plan
The fuel-cell PPA is separate from agreements Google reached with Black Hills Corp. Those Black Hills agreements took effect Sept. 30, 2026, and run through 2048. Black Hills says they include up to 590 MW of grid-connected service and management of approximately 2.1 gigawatts of third-party contracted resources through a private microgrid.
Two different capacity figures serve different purposes
- The 702 MW figure is the planned nameplate capacity of AEP’s fuel-cell generation project.
- The up to 590 MW figure is Black Hills’ planned grid-connected service for Google.
- The approximately 2.1 GW figure is the amount of third-party contracted resources Black Hills says it would manage through the private microgrid.
These numbers should not be added together as if they were one plant or one guaranteed supply total. They describe separate elements of a broader data-center power arrangement. Black Hills says its structure is designed so Google bears the costs associated with serving the planned data center.

Why the agreement matters
A dedicated source for data-center demand
A 702 MW supply contract gives Google a long-term electricity arrangement tied to a specific generation project instead of relying only on incremental purchases from the general grid. AEP says the project is intended to meet growing demand in the Cheyenne area and to provide reliable, on-demand output.
A different technology path from conventional gas generation
Fuel cells can generate electricity electrochemically rather than through a turbine burning natural gas. AEP’s announcement presents that distinction, along with planned carbon capture, as part of the project’s emissions design. The public materials do not yet establish how the plant will perform in commercial operation, what fuels will be used over its lifetime or how much carbon capture will be installed.

A large investment led by the utility
AEP’s approximately $4 billion estimate and 92% project-company stake make the utility the principal developer and investor identified so far. Basalt Infrastructure Partners’ nearly 8% stake provides a minority ownership position. Final financing terms have not been announced.

What remains unknown
- The final site address near Cheyenne.
- Permits, environmental reviews and the detailed construction timetable.
- The PPA price and other commercial terms.
- Final financing arrangements and any additional investors.
- The guaranteed commercial-operation date.
- Measured emissions performance after carbon-capture equipment is installed.

For readers asking how Google will power its Wyoming data center, the current answer is a combination of arrangements: a planned 702 MW AEP Cheyenne Fuel Cell project backed by a 20-year PPA, plus separate Black Hills grid and private-microgrid services. The generation plant is still in development, so its schedule, economics and final technical performance remain subject to future project decisions.
