Google Shopping Ads vs. Free Product Listings: Placement, Labels, and Costs

Google Shopping ads are paid campaign placements; free product listings are unpaid placements. Both can appear on some of the same Google surfaces, including the Shopping tab, so a product’s location—or a “Product” label in Google Images—doesn’t by itself tell you whether it is an ad. The practical differences are how a merchant becomes eligible, how a placement is paid for, and where its clicks are reported.

How the two types of Google product listings differ

What to compare Free product listings Shopping ads
Paid status Unpaid placement; Google says eligible products can appear at no cost. Paid campaign placement, with click costs determined through the ad auction and the merchant’s agreement with a Comparison Shopping Service (CSS), where applicable.
How products are shown Google matches submitted product information to relevant searches; eligibility does not guarantee display. Requires campaign setup in Google Ads. Ads appear in designated ad slots, including on the Shopping tab.
Possible surfaces Search, Maps, Gemini, YouTube, the Shopping tab, Images, and Lens, subject to eligibility and availability. Shopping tab ad slots; CSSs can also place ads on general Search results pages in markets where the CSS program operates.
How to measure clicks Merchant Center Analytics categorizes free-listing traffic as Organic. Track paid clicks in Google Ads; Google Analytics may show this traffic as google / cpc.

Google’s descriptions of free-listing surfaces and Shopping ad slots are available in its free listings overview and Shopping ads and free listings guidance. Surface availability can vary.

Where listings appear—and why placement alone is not proof of an ad

Free listings can appear across Google

Google says eligible products may appear at no cost across Search, Maps, Gemini, YouTube, the Shopping tab, Google Images, and Google Lens. A merchant needs to meet Google’s policies and submit product information that Google can match to relevant searches. Turning on free listings makes products eligible; it does not guarantee impressions, clicks, or a particular position. Google says the feature is on by default in most cases, but merchants should check their account settings. See Google’s free listings documentation.

The Shopping tab can show both formats

Shopping ads continue to appear in ad slots on the Shopping tab, while free listings may also appear there. A listing on that tab is therefore not necessarily paid. Google’s guidance on Shopping ads and free listings describes the two formats and their placement.

Ads require campaign setup

Shopping ads require campaign setup in Google Ads. In markets where the CSS program operates, a CSS can also place Shopping ads on general Google Search results pages. The campaign route and intermediary requirements are not identical in every country; merchants should check Google’s current format guidance and CSS program information for their market.

How to tell whether a product result is paid

Do not treat a product-related label or badge as a universal paid-ad indicator. On Google Images, “Product” can identify an item that is purchasable; Google does not describe it as a paid badge. Google says annotations and badges can appear on either Shopping ads or free listings, and it determines dynamically which details to show. They may vary by relevance, device, surface, and country.

Possible listing details include a sale price, promotion, product ratings, shipping speed, or return policy. Their appearance is not guaranteed. For the distinction between image labels and listing annotations, consult Google’s annotations and badges documentation and its Shopping ads and free listings guidance. If the format is not clearly identified in the interface, the product’s presence or a “Product” label alone cannot establish that the merchant paid for that particular placement.

What free listings and Shopping ads cost

Free listings have no placement charge

Google says products can appear through free listings at no cost to the merchant. That describes the placement charge, not the internal effort or infrastructure a merchant may use to create and maintain product information. Google does not guarantee that an eligible product will be shown.

Shopping ad costs depend on the auction and CSS agreement

There is no universal Shopping ads click price in Google’s documentation. For ads placed through a CSS, Google invoices the CSS for clicks according to the ad auction; the CSS then charges the merchant under their agreement. Google documents possible merchant-facing models such as a fixed cost per click, category-dependent click fees, commission when an ad click leads to a sale, or a percentage markup on auction CPC. The applicable model and amount depend on the CSS agreement and auction results, not a standard price for every merchant. See Google’s CSS pricing guidance.

When a Comparison Shopping Service is involved

CSS requirements depend on geography. Google lists Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Spain, Sweden, Switzerland, and the United Kingdom as countries where CSSs must be used on a merchant’s behalf to place Shopping ads and free product listings on Google. Google says merchants can work with multiple CSSs. Check its current CSS country and program information before making a decision, since requirements can change.

CSS arrangements can differ in who manages the accounts. In a managed-service setup, the CSS controls the accounts; in a self-service setup, the merchant has account access. When comparing services, review account access, campaign management, reporting, service scope, and the fee model in the proposed agreement. Google’s CSS documentation describes these arrangements; it does not establish a single standard fee.

How to measure paid and unpaid product traffic separately

Use Google Ads to track paid clicks and Merchant Center to track unpaid clicks. Google categorizes free listings as Organic in Merchant Center Analytics. In Google Analytics, Google Ads traffic can appear as google / cpc, while free-listing traffic can appear as google / organic. Google recommends checking analytics data against Merchant Center reporting. See its Merchant Center Analytics guidance.

  • Keep impressions, clicks, ad spend, and conversions distinct when comparing results.
  • Use Google Ads reporting for paid campaign traffic and Merchant Center reporting for unpaid listing traffic.
  • Compare Analytics attribution with Merchant Center data rather than assuming the reports use identical measurement or attribution.

Neither format guarantees a particular reach or sales result. Google’s documentation does not establish an individual merchant’s likely cost, placement, or sales lift; those outcomes depend on eligibility, matching, auctions, and the merchant’s specific setup.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
