A manual action is a documented Google enforcement decision: a human reviewer has found that pages violate Google’s spam policies, and the issue appears in the Manual Actions report. An algorithmic ranking drop is an observed decline in impressions, clicks, or positions. The decline alone does not prove that Google issued a penalty.
Start with the report, not with a theory. If Search Console shows a manual action, follow its stated remediation and request a review after fixing the affected pages. If it shows no action, investigate the decline as a performance problem that could involve indexing, crawling, site changes, seasonality, competitors, content usefulness, links, search features, or ranking and reporting changes.

What a manual action means
Google uses a manual action when a human reviewer determines that pages on a site do not comply with Google’s spam policies. The finding is an explicit enforcement state, not an inference from analytics. Google describes the issue and the patterns of pages it considers affected in Search Console’s Manual Actions report.

A report may identify a particular page pattern, section, or other subset, but Google also says that some or all of a site may be affected. Depending on the issue, pages can rank lower or be omitted from Google results. Searchers usually do not see a special warning on the result page; the enforcement is communicated to the site owner through Search Console. See Google’s Manual actions report documentation for the report fields and review process.

What evidence exists
- A specific issue is listed in the Manual Actions report.
- The report explains the problem and the affected page patterns.
- Search Console may also contain a message about the action.
- The remedy is tied to the policy issue described by Google, followed by a reconsideration request.
A manual action is therefore verifiable in the property that Google is reporting on. A sudden fall in traffic, by itself, is not equivalent evidence.
What an algorithmic ranking drop means
An algorithmic ranking drop describes a change in search performance without a reported manual action. You may see fewer impressions, fewer clicks, lower average positions, or a combination of these in the Performance report. The phrase “algorithmic penalty” is common industry shorthand, but it is not a diagnosis that Search Console confirms merely because a graph went down.
Google’s traffic-drop troubleshooting guide lists many possible explanations for a decline: a delayed crawl or recrawl, a site move, seasonal demand, competitors becoming more relevant, stale or less useful content, indexing or access problems, the loss of a search-appearance feature, changes in links, and ranking or reporting-system changes. The same guide also warns that owners can misread data by opening the wrong Search Console property, such as an HTTP property while the site now uses HTTPS. Read the complete checklist in Why did my site traffic drop?.
The practical distinction is simple: a manual action is a reported human finding with a stated issue; a ranking drop is an outcome that still needs diagnosis.
Manual action versus unreported ranking drop
| Question | Manual action | Ranking drop without a reported action |
|---|---|---|
| What proves it? | A specific issue appears in the Manual Actions report, often with a Search Console message. | A decline appears in performance data; the decline does not establish enforcement. |
| What caused it? | A human reviewer determined that pages violate Google spam policies. | Possible causes include crawling, indexing, site moves, seasonality, competitors, content usefulness, links, search features, or ranking/reporting changes. |
| How broad is it? | The report describes affected patterns; some or all of the site may be affected. | The change may be limited to particular queries, pages, countries, devices, or the whole site. |
| What should you do? | Fix the stated violation across affected pages, ensure Google can access them, then request a review. | Segment the decline and investigate the specific technical, content, market, or reporting cause. Do not request manual-action reconsideration unless an action is reported. |
Why a traffic decline is not proof of a penalty
Search performance is the result of several moving parts. A graph can fall even when no policy enforcement occurred. Treat the decline as a symptom and ask where, when, and how it changed.

Property or measurement mismatch
Search Console properties are URL-specific. If the site moved from HTTP to HTTPS, changed hostnames, or uses a different URL variant than the property you opened, the data can appear to disappear. Confirm that the property exactly matches the canonical version of the site before interpreting the trend.
Crawling, indexing, or access problems
A robots.txt block, a noindex directive, an access restriction, a canonical-selection change, or a delayed recrawl can prevent URLs from appearing as expected. These are technical conditions, not manual actions. Use URL Inspection and the Page Indexing report to determine whether the affected URLs are known, crawlable, indexed, and eligible to serve.

Seasonal demand can reduce impressions even when rankings are stable. Competitors may publish more useful material or become more relevant for a query, changing the results you compete against. Compare the same period with an appropriate prior period rather than assuming every month has equal demand.
Content and links
Older pages can become less useful as the topic changes. Changes in internal or external links can also alter how pages are discovered and evaluated. A decline concentrated in older URLs or in queries where competitors improved points toward a content or competitive investigation, not automatically to enforcement.
Search appearance and reporting changes
Rich-result eligibility, other search-appearance features, and reporting systems can change. A loss of a feature can reduce clicks without a proportional change in traditional blue-link rankings. Google advises checking Search Central announcements and data anomalies when a ranking or reporting change is plausible; matching dates is a clue, not proof of causation.

The diagnostic sequence to follow first
Use this order so that a simple reporting mistake does not lead to an expensive content or link campaign.
- Confirm the property. Open the Search Console property that matches the live URL scheme, hostname, and any relevant path. Check HTTP versus HTTPS and alternate hostnames before comparing periods.
- Open Manual Actions. In Search Console, select Security & Manual Actions, then Manual actions. Record whether an issue is listed, its status, and the affected page patterns. Review Search Console messages as well. Check Security issues separately when suspicious activity or hacking is possible; a security issue is a different report from a manual action.
- Measure the shape of the decline. In Performance, compare the affected period with a suitable earlier period. Break the change down by query, page, country, and device. A site-wide fall suggests a different line of inquiry from a loss limited to one country, device class, query group, or URL set.
- Inspect representative URLs. Use URL Inspection for pages that lost visibility and review the Page Indexing report for patterns. Look for robots.txt blocks, noindex directives, access restrictions, canonical selection, crawl failures, and URLs that are known but not indexed. Inspect several examples rather than treating one URL as proof of a site-wide condition.
- Build a timeline. Mark URL or domain moves, HTTP-to-HTTPS changes, template releases, robots or meta-tag edits, content removals, major link changes, and the beginning of the decline. Add seasonal events and known competitor changes. A timing match narrows the investigation but does not prove that the event caused the loss.
- Check search and reporting context. Review Google Search Central announcements and Search Console data for a possible ranking-system or reporting change. Compare clicks and impressions with average position and search-appearance dimensions so that a feature or reporting change is not mistaken for a ranking penalty.
How to read the segmentation
- One URL or directory: prioritize URL Inspection, indexability, canonicalization, recent template changes, and the page’s usefulness.
- One query family: compare the current results and search intent, then assess whether competing pages became more relevant.
- One country: check regional demand, localization, international targeting, and competitors in that market.
- One device type: inspect mobile or desktop rendering, access, and search-appearance differences.
- Most pages and queries at once: verify the property, major site moves, access directives, search features, and broad reporting or ranking changes before editing individual pages.
This analysis answers what changed without labeling the cause prematurely. The absence of a Manual Actions entry means you should continue with this investigation; it does not guarantee that every page is technically healthy.
What to do when a manual action is reported
A reported action gives you a defined remediation path. Read the issue details and the linked policy guidance in the Manual Actions report before changing pages.
1. Map the affected pattern
Determine which URLs, templates, directories, or content types match the report. Do not assume that the examples shown are the only affected pages. Search for the same pattern across the site and keep a working inventory of URLs you changed.
2. Fix the violation everywhere it occurs
Remove or correct the behavior described by Google across all affected pages, not only a convenient sample. The fix must address the policy issue itself; cosmetic edits to a few URLs are unlikely to resolve a pattern that remains elsewhere.

3. Make the fixes reviewable
Google needs to access the pages that demonstrate the correction. Remove accidental login barriers, robots.txt blocks, or noindex directives from pages that need review. Confirm that the corrected URLs return the intended status and can be crawled. A page that is blocked from Google cannot demonstrate that the issue was fixed.
4. Submit a reconsideration request
Return to the Manual Actions report and use its reconsideration request workflow after the site-wide remediation is complete. Describe what the issue was, what you changed, which page patterns were covered, and how you verified the result. Keep the explanation factual and specific; the request is for Google to review the changes, not for an argument that the action was inconvenient.
5. Monitor the review status
Google provides progress messages and can revoke the action if it determines that the site no longer violates the relevant policies. Continue monitoring the affected pages and Search Console messages while the review is pending. Do not file a reconsideration request for an ordinary ranking decline when no manual action is listed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How long recovery takes
There is no universal recovery date for a manual action or an unexplained ranking decline. A reconsideration review and the subsequent crawling and ranking changes depend on the issue, the affected pages, and Google’s processing. Google’s missing-page guidance notes that crawling and indexing can take time, and its traffic-drop guidance says validation and reindexing of indexing fixes can take a week or two in applicable cases. Those are conditional technical timelines, not promises that rankings will return within that period.
Separate the milestones: Google may accept a reconsideration, pages may be recrawled and indexed, and rankings may then change. Acceptance of the review does not establish a guaranteed position or traffic level.

Common diagnostic mistakes
Calling every decline a penalty
“Penalty” implies an enforcement cause that has not been established. Describe the observed loss first, check Manual Actions, and use the segmented data to identify a plausible cause.
Checking only one URL
One page can have a unique canonical, directive, or access problem. Test representative URLs across the affected pattern and compare the results with Page Indexing data.
Ignoring URL variants
HTTP, HTTPS, hostnames, subdomains, and path-level properties can show different datasets. Confirm the property before concluding that Google removed traffic.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Submitting reconsideration without an action
Reconsideration is the remedy for a listed manual action. It is not a general request to restore rankings after an algorithmic or competitive change.
Treating announcement timing as proof
A ranking-system or reporting announcement that overlaps a traffic change is a lead for investigation. It does not prove that the change caused your site’s decline, so validate the pattern in queries, pages, countries, devices, and search features.
A practical decision framework
| What you observe | Next action |
|---|---|
| Manual Actions report lists an issue | Follow the stated policy guidance, remediate every affected pattern, ensure access, and submit reconsideration. |
| No manual action; decline is concentrated in a few URLs | Inspect those URLs and the corresponding Page Indexing patterns for directives, access, canonical, and crawl problems. |
| No manual action; decline is concentrated by query, country, or device | Compare search intent, competitors, regional demand, device experience, and search-appearance features in the relevant segment. |
| No manual action; broad decline follows a move or protocol change | Verify the property and migration signals, then inspect representative URLs and indexing reports. |
| No manual action; broad decline aligns with a reporting or ranking change | Compare the data with Google’s announcements and anomalies, treating the date match as a clue rather than a conclusion. |
Bottom line
Use Search Console’s Manual Actions report to answer the enforcement question. A listed action is a human-reviewed spam-policy finding that requires a documented fix and reconsideration. No listed action means the performance loss remains a diagnosis problem: verify the property, segment the decline, inspect indexing and access, review site and market changes, and consider ranking or reporting changes. The traffic graph tells you what happened; it does not, by itself, tell you why.
