Google’s Universal Commerce Protocol (UCP) can let eligible merchants offer either native checkout on Google AI surfaces or a cart hand-off to the merchant’s own website. Native checkout is limited to selected merchants, requires a technical integration and Google review, and is not automatically available just because a store operates in a supported country. Google describes the merchant as the seller of record.
The practical choice is between building Google-surface checkout with checkout, payment, and order-lifecycle services, or implementing cart transfer so the customer finishes on the merchant site. Google’s published materials reviewed for this guide do not provide a UCP fee schedule, so a “free” or commission claim would be unjustified; confirm current program terms and payment-processing agreements before committing.

What UCP is and what the Google checkout option does
The Universal Commerce Protocol is an open standard intended to connect shopping agents with merchant systems across product discovery, purchase, and post-purchase service. In Google’s Merchant Center implementation, it provides a structured way for an agent or Google surface to discover supported commerce capabilities, create or update a checkout session, complete an order, and receive lifecycle updates.
UCP does not replace your merchant obligations. In the checkout description, Google says, “You will remain the seller of record.” Your business therefore continues to own the customer transaction, fulfillment promise, returns policy, customer support, tax treatment, and merchant-of-record responsibilities. See Google’s current UCP and UCP-powered checkout FAQ for the wording that applies to participating merchants.

There are two materially different experiences:
| Capability | Where the customer finishes | Main implementation work | Access and review |
|---|---|---|---|
| Native checkout | On the supported Google surface | Checkout-session REST services, payment and shipping handling, order completion, lifecycle webhooks, public UCP profile, and validation | Currently limited to selected merchants; technical implementation and Google review are required |
| Cart transfer | On the merchant’s website | Cart API that transfers the shopper’s cart to the site; OAuth 2.0 identity linking is optional | Uses a separate, streamlined validation route; do not assume native-checkout approval or requirements apply |
Google’s developer documentation explains the broader protocol in its UCP guide. The two paths can serve different business goals: native checkout reduces the number of times a shopper leaves Google, while cart transfer preserves your existing website checkout and payment stack.
Who can participate, and where
Country scope is not the same as automatic access
Google’s checkout FAQ says the information applies to products with eligibility in the United States, Canada, and Australia, and to participating merchants and partners. It also says checkout is currently available only to select merchants. Those statements describe the documented scope, not a guarantee that every store in one of those countries can enable the feature. Recheck the FAQ immediately before applying because participation and geography can change.
A separate onboarding page says the Merchant Center integration hub is gradually rolling out in the United States, with Australia and Canada to follow “next year” in that page’s wording. The integration-hub rollout is therefore a separate availability question from the countries named in the checkout eligibility guidance. If the hub is absent from your account, you may be in an eligible geography but outside the current rollout or selection group. The onboarding description is at Merchant Center integration hub onboarding.

Before native checkout can be considered, Google’s preparation guide requires a Merchant Center account in good standing and products approved for free listings. You should also have the following operational information configured:
- Returns information that accurately reflects the policy customers will receive.
- Customer-support information, including at least one contact method: a website, an email address, or a phone number.
- Product eligibility and identifier data appropriate to the catalog.
- The
native_commerce(checkout_eligibility)attribute set totruefor each product you intend to opt in.
Products are not eligible when that attribute is missing or false. Google’s documented examples of ineligible offers include subscriptions and installment models, personalized goods, used or refurbished products, and final-sale items. These examples should be treated as product-level restrictions, not as a claim that every other category is accepted. Read the current Merchant Center account preparation guidance when classifying your catalog.
What the cart-transfer path changes
Google’s cart-transfer validation checklist is narrower than the native-checkout preparation list. For the stated validation route, the Cart API path does not require full product-feed setup, product warnings, or customer-support information. That exception applies to the documented cart-transfer validation flow; it should not be generalized to native checkout, other Merchant Center programs, or all policy obligations.

Native checkout versus cart transfer: choosing the right path
Choose native checkout when the Google-surface experience is the priority
Native checkout keeps the shopper in the supported Google experience. It is the more extensive option because your systems must answer checkout requests, recalculate totals when shipping or other inputs change, accept completion, and report what happens to the order afterward. You also need to support the payment method Google documents for this feature and pass Google’s review.
Choose cart transfer when your existing checkout should remain authoritative
Cart transfer sends the shopper’s cart from a Google surface to your website, where your normal checkout, payment selection, account handling, fraud controls, and confirmation page run. This can reduce the amount of payment and order orchestration you build specifically for Google. Identity linking through OAuth 2.0 is optional, so you can begin with a guest-style hand-off if that better matches your architecture.
Do not describe cart transfer as native checkout: the customer journey, validation checklist, and systems that process payment are different. Google’s implementation overview and integration workflow cover these distinctions at UCP implementation overview and Merchant Center integration workflow.
How to apply and onboard, step by step
- Check account and catalog readiness. Confirm good standing, free-listing approval, identifiers, returns information, and a customer-support contact. For native checkout, mark only qualifying products with
native_commerce(checkout_eligibility)=true. Resolve disapproved products and policy issues before submitting an interest request. - Select an implementation path. Decide whether you will build native checkout services or the Cart API transfer. Document where payment, fraud screening, tax calculation, inventory reservation, fulfillment, and customer service will run. A cart-transfer decision does not remove your website’s ordinary checkout obligations.
- Complete the technical implementation. For native checkout, implement the checkout-session creation, update, and completion REST services, plus order-lifecycle webhooks. For cart transfer, implement the Cart API and test the hand-off into your production-like website checkout.
- Publish your UCP technical profile. Make a public JSON profile available on your merchant domain at
/.well-known/ucp. The profile declares supported capabilities, payment methods, service endpoints, and public signing keys so the calling system can discover and verify your implementation. - Prepare service-provider authorization if applicable. Service-provider implementations must be able to receive and approve Merchant Center service proposals. Google documents either a redirect callback or a push-notification mechanism for that exchange.
- Submit the UCP interest form. Google’s stated sequence places the interest form after technical implementation. Submission is an expression of interest, not an approval.
- Wait for selection and use the Merchant Center onboarding experience. If selected, use the available integration hub and sandbox to exercise the supported capabilities. The hub may not yet appear for every account because its rollout is phased.
- Run production validation. Select the capabilities you actually support, publish and verify the UCP profile, validate the selected integration, and complete Google’s review. Do not route live shoppers to an unvalidated endpoint.
- Monitor after approval. Keep webhook processing, inventory, shipping-rate, refund, cancellation, and fulfillment-status behavior operational. A change to a payment method, endpoint, signing key, or supported capability should be treated as an integration change requiring retesting.
Google’s workflow documentation lists the sequence and validation concepts in detail at Merchant Center integration workflow and UCP implementation overview.
Technical components a native-checkout implementation needs
Checkout-session services
The three core REST operations have distinct responsibilities:
Recommended Free Tools
- Create: start a checkout session from the selected products and quantities, returning the current cart, totals, and any required next actions.
- Update: recalculate the session when information such as shipping address, delivery option, quantity, or price-affecting data changes. The response must reflect the authoritative total and available shipping choices.
- Complete: finalize the purchase after required payment and confirmation steps, returning the order result your systems can fulfill.
The documentation names these operations by function rather than prescribing one universal URL path in this article. Use the schema and interface definitions in your approved integration rather than inventing endpoint names or accepting unvalidated fields.

Order-lifecycle webhooks
Native checkout also requires outbound notifications for order changes. At minimum, design handlers for updates, cancellations, and fulfillment tracking. Make them idempotent: a repeated notification must not create a second shipment, duplicate a refund, or overwrite a newer status. Record event identifiers, validate signatures with the public keys advertised in your UCP profile, and retain enough history to reconcile an order when a notification is delayed.
The public profile and keys
The JSON document at https://your-domain.example/.well-known/ucp is a discovery and verification surface. It should advertise only capabilities you can operate, point to reachable service endpoints, list accepted payment methods, and expose the public signing keys needed to verify messages. Protect private keys, plan key rotation, and remove a capability from the profile before disabling its service so callers do not continue sending requests you can no longer complete.
Service-provider proposal handling
If another service provider operates part of the integration, it must receive and approve Merchant Center service proposals. Google describes two mechanisms: a redirect callback or a push notification. Decide which mechanism your provider supports, secure the callback, and log approval state so a proposal is not silently treated as accepted.

Checkout, Google Pay, and payment processing
What the shopper sees
With UCP checkout enabled, checkout occurs on the Google surface and the shopper can use Google Pay with payment and shipping information saved in Google Wallet. Google’s FAQ says the current feature uses standard Funding Primary Account Numbers (FPANs) stored in Wallet; it also notes that additional payment forms may become available later. Because payment-method availability can change, verify the current supported-method list during onboarding.
What the merchant must configure
You do not need to place a Google Pay API button on your own checkout surface for this Google-surface experience. You do need a Google Pay & Wallet Console account. The account is part of the merchant-side payment setup even though the shopper is not completing the transaction on your ordinary website checkout.
If you process payments directly without a payment service provider, Google’s help material says additional encryption and PCI documentation setup is required. Treat that as a compliance and security project, not a shortcut. A provider-led integration may handle some payment plumbing, but your business remains responsible for confirming the provider’s scope, contracts, and compliance responsibilities.

Operational checks before approval
- Make sure the amount authorized by the payment flow matches the amount returned by your update and completion services.
- Test shipping-address changes that alter tax, delivery cost, or serviceability.
- Define behavior for out-of-stock items, price changes, duplicate completion requests, and abandoned sessions.
- Reconcile Google-surface orders with your internal order IDs, fulfillment system, refunds, and customer-support tools.
Fees: what Google’s published material does and does not say
The official Google pages reviewed for this guide do not publish a UCP participation fee, commission, per-order charge, or processing-rate schedule. That is an information gap, not evidence that participation is free. Do not budget on a zero-fee assumption or advertise one to customers.
Before enabling the feature, ask for the current terms that govern your Merchant Center program and obtain written pricing from any payment processor or implementation provider involved. Separate those possible costs from your own engineering, compliance, support, fulfillment, and payment-processing expenses. Recheck the terms when Google changes the rollout or payment options because commercial conditions can be updated independently of the protocol specification.
Readiness checklist and common failure points
Eligibility and catalog failures
- The product is not eligible: check that
native_commerce(checkout_eligibility)is present and true, then review whether the offer is a subscription, installment model, personalized item, used or refurbished product, or final-sale item. - The account is not ready: resolve Merchant Center account-standing issues and free-listing disapprovals before expecting native-checkout selection.
- Support or returns are incomplete: add a valid website, email, or phone contact and publish accurate return information.
Onboarding and rollout failures
- No integration hub appears: the hub is rolling out gradually, so confirm country scope and account selection rather than assuming a configuration error.
- Interest-form submission produces no immediate access: Google’s sequence includes selection and review; submission is not automatic approval.
- Cart-transfer validation is confused with native checkout: keep the two checklists separate. The cart-transfer exception for product-feed setup, warnings, and support information does not waive native-checkout requirements.
Runtime and payment failures
- Total changes unexpectedly: make the update service authoritative for shipping and other price-affecting inputs, and return a clear revised total before completion.
- Orders are duplicated: make create, update, complete, and webhook handlers idempotent and reconcile by a stable order identifier.
- Lifecycle status is stale: verify webhook delivery, signature validation, retry handling, and fulfillment-system reconciliation.
- Direct payment processing is blocked: complete the required encryption and PCI documentation work or confirm the responsibilities of your chosen payment provider.
Questions merchants usually ask
Is UCP itself an open standard or a Google-only program?
UCP is described as an open standard, but access to a particular Google checkout experience is controlled by Google’s eligibility, rollout, selection, implementation, and review processes. Openness of the protocol does not mean universal access to every Google surface.
Can a merchant use UCP without offering native checkout?
Yes. The cart-transfer capability lets a shopper move a cart to the merchant website and finish there. It is a separate implementation path with its own validation route.
Does Google become the seller of record for a native-checkout order?
No. Google’s checkout FAQ states that the merchant remains the seller of record, so the merchant retains the commercial and fulfillment responsibilities attached to the sale.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAre Wallet-stored FPANs the only payment form documented today?
For the currently described feature, Google says it uses standard FPANs stored in Google Wallet. The same FAQ says more payment forms may be added in the future; check the live documentation for changes.
Best Value
Where should a merchant look for current rollout and terms?
Start with the UCP checkout FAQ and integration-hub onboarding page, then confirm the technical workflow in Google’s integration guide. Ask Google or your contracted providers for the current commercial terms because the reviewed pages do not state a fee schedule.
Frequently Asked Questions
Can every eligible product in the United States, Canada, or Australia use native checkout?
No. Those countries are within the documented eligibility scope, but Google says native checkout is available only to selected merchants and requires product-level eligibility, implementation, and review.
What must be hosted at /.well-known/ucp?
A public JSON technical profile on the merchant domain that declares supported capabilities, payment methods, service endpoints, and public signing keys.
Do cart-transfer merchants need the same feed and support setup as native-checkout merchants?
Not for Google’s stated cart-transfer validation checklist, which omits full product-feed setup, product warnings, and customer-support information. That exception does not apply to native checkout or all Merchant Center policies.
Does Google publish a UCP commission or per-order price?
The reviewed official pages do not publish a fee schedule. Confirm current Merchant Center terms and payment or implementation-provider agreements instead of assuming the service is free.
