Google Books could remain a useful discovery and research tool, but the evidence here cannot establish that it is growing, shrinking, or commercially successful. Its prospects hinge on whether its search, previews, and routes to libraries or booksellers are useful enough to readers—and on limits the service cannot control, including scanning coverage and rights-holder permissions. The reasons it could succeed are real; so are the reasons it may fall short as a place to read books.
What “success” means for Google Books
Google Books is Google’s book-search, preview, and discovery service. It lets people search bibliographic details and, where text is available, words inside books. A result may offer a preview or reading access, or point to a retailer or library; those options depend on the title.

That makes success different from becoming a comprehensive digital bookstore or library. The service can be useful as a way to find and evaluate a book even when the reader obtains it elsewhere. But usefulness is not proof of business performance: the official sources cited here provide no current user, title-coverage, market-share, or growth figures that would show whether Google Books is gaining or losing ground.
Three reasons Google Books could succeed
1. Full-text search can reveal books by what they say
A reader does not need to know a book’s title to find it. Google’s Partner Center documentation says full-text scanning can make a book appear in results for words on its pages. Google’s Search Help describes searches by title, author, ISBN, and keyword, as well as searching within a book. For research or an unfamiliar subject, searching the text can surface relevant books that a title-only search might miss.

2. A result can lead to more than a search snippet
Depending on the title, readers may be able to read or preview it, download an eligible PDF, find a retailer, or locate a library copy. Google’s service overview also describes book reference pages with reviews, web references, maps, and related information. These features make discovery useful even when Google Books is not where the reader gets the complete book.
Google says booksellers do not pay to have their links included on Google Books, and that it does not receive money when a user buys through those retailer links, according to its Google Books FAQ. That statement concerns those links; it does not establish the terms of every commercial arrangement related to the service.

3. Library and publisher participation serves different purposes
Google says participating libraries receive digital copies of books scanned from their collections for preservation and patron access where copyright law allows. Its Library Project help describes that arrangement. Publishers participating through the Partner Center can choose how much of a book readers may browse, while retaining copyright in material they submit, according to Google’s Partner Center documentation.
These arrangements can support discovery, preservation, and controlled previews without requiring every book to be offered as a complete digital read. Their value to readers, however, depends on which titles participate and what access is permitted.

Three reasons it could fail or fall short
1. Searchable does not mean fully readable
Google says public-domain books in its Library Project may be fully readable, while in-copyright works may show snippets or a larger preview if the rights holder allows it. Some titles have not been scanned and may show only bibliographic information. Google’s Search Help also notes that some features may not be available on mobile devices. Anyone expecting dependable full-text access to a particular book may find that Google Books cannot provide it.
2. The reading experience varies with permissions and coverage
Publishers and rights holders influence how much content is visible, and a work can be searchable without being fully available. Scanning coverage also matters: a book that has not been scanned cannot offer a text preview. The practical result is unevenness from title to title. A powerful index can help find a book, but it cannot guarantee that the preview is extensive, that the scan is complete, or that the reader can obtain the book through a useful link.

3. Legal history and access terms justify caution, not a shutdown prediction
In 2009, the U.S. Copyright Office raised concerns about the potential reach and effect on rights holders of a proposed settlement. That is a record of a historical debate, not evidence of a current dispute. Separately, Google’s Google Books Terms say content availability depends on Google and rights holders continuing to have distribution rights, and that Google may modify or discontinue the service. Those terms make long-term access a fair consideration for readers and institutions, but they do not show that a shutdown is imminent.

How to judge Google Books for your own needs
The answer depends on whether you need discovery, a preview, or reliable access to a complete text. Check the individual result rather than assuming that a book’s presence in the index means it can be read in full.

- For finding a book: Try the title, author, ISBN, or subject keywords; if you know a phrase from the text, search within books.
- For reading or evaluating it: Check whether the result offers full access, a preview, or only snippets. Availability and downloads vary by title.
- For obtaining a copy: Look for the retailer or library options displayed on that book’s page. Google’s help describes these routes, but does not guarantee them for every title.
- For preservation or institutional access: The Library Project’s stated benefits apply to participating libraries and remain subject to copyright law.
Google Books is most defensible as a discovery layer that can connect searchers with books and possible access routes. Whether it succeeds more broadly remains an argued forecast: the cited official sources describe features and constraints, not a measured trajectory.
