Google will expand YouTube Masthead eligibility to certified online gambling advertisers on October 21, 2026. Licensed operators that satisfy Google’s Gambling and games policy, local licensing rules, geographic limits and age safeguards will be able to apply for Masthead campaigns. The change does not create a blanket approval: certification remains mandatory, and every advertisement and destination must comply with applicable law.
What Google is changing
Google posted its “Updates to YouTube Masthead Ad Requirements (October 2026)” notice on October 7, 2026. The revised requirement takes effect on October 21, 2026.

Before that date, YouTube Masthead rules generally prohibited assets depicting or referencing gambling, including online casinos, offline gambling, online non-casino games and social-casino games. The stated exceptions were compliant sports-betting assets and daily-fantasy-sports assets targeting Canada and the United States.

A Masthead is the prominent advertisement displayed at the top of the YouTube homepage, so the expansion concerns that specific placement rather than every Google or YouTube ad surface.

Who can qualify
Licensed online gambling operators
An operator must hold a valid local licence, authorization or registration for every country it targets and provide evidence during Google’s application process. The operator must keep those permissions valid while certified and tell Google if a licence expires, is suspended or is terminated.
Affiliates and comparison sites
Google’s policy can permit gambling-promoting affiliates or aggregators in countries where that category is allowed. Their sites may provide information or comparisons, but they must not operate gambling themselves or link to gambling services they own. Any promoted operator still needs the required local authorization or licence.

The October Masthead announcement specifically excludes advertisers of online-gambling-promoting content that are not subject to mandatory state or national gambling-registration requirements. In practice, an affiliate should not assume that general eligibility for gambling-related advertising automatically provides Masthead access; its business model, registration obligations and certification status must all be assessed.
Certification and documentation requirements
Google requires a separate online gambling application for each applicable country. A campaign aimed at several countries therefore requires separate country applications rather than one global approval. Google’s policy only allows online gambling and gambling-promoting content in approved countries where the relevant country-specific criteria are met.

Applicants should be prepared to provide:
- Evidence of a valid local licence or authorization for each targeted region.
- Documentation identifying the advertising entity, the gambling entity and the associated domain when their relationship is not obvious.
- A landing page with responsible-gambling information.
- Confirmation that ads and destinations will target only approved countries and will not target minors.
An account cannot simultaneously hold online gambling and social casino certifications. Material changes to the approved business, domain, licence or targeting can require recertification, and failing to recertify can result in suspension.
Safeguards that still apply
Google’s announcement does not relax the broader compliance rules. Its policy states that “All online gambling ads must fully comply with the broader Gambling and Games policy and adhere to all legal, jurisdictional, and age restrictions.”

- Age: campaigns must not target minors and must follow the legal-age rules in each market.
- Geography: ads and landing pages must be restricted to countries and jurisdictions approved for the advertiser’s certification.
- Licensing: required licences, registrations and authorizations must remain current.
- Responsible gambling: the destination must display responsible-gambling information.
- Local law: the advertiser remains responsible for national, state and other jurisdictional restrictions.
What the update does not establish
Google has not published a new, universal country list specifically for this Masthead change. Eligibility continues to depend on the approved-country list and the product rules for the country in question. A licence in one market does not establish eligibility in another, and an approval for one gambling product should not be treated as approval for every product.
The change also does not override requirements for other Google Ads or YouTube placements. Search, video, display and other inventory can have separate format, content and certification rules. Advertisers should verify the requirements for each placement instead of transferring Masthead approval across the account.

How an advertiser should prepare
- Map the target markets. List each country, state or territory you intend to reach and identify the gambling product offered there.
- Verify licensing. Confirm that the operator holds the required local authorization in every target market and that the licence name matches the business being advertised.
- Document the relationship. If an agency, affiliate, parent company or comparison site is involved, prepare records connecting the advertising entity, gambling entity and domain.
- Audit the destination. Add responsible-gambling information, enforce age and geographic controls, and remove destinations or links that fall outside the approved model.
- Apply by country. Submit Google’s online gambling application for each applicable country rather than relying on a single multi-country request.
- Plan for recertification. Track licence renewals and material business, domain or targeting changes so Google can be notified and recertification completed when required.
- Review the creative. Check the Masthead asset, claims, calls to action and landing page against both Google policy and local advertising law before the October 21 launch date.

Practical implications for campaign planning
The opportunity is high visibility, but the compliance burden is correspondingly high. Advertisers should treat Masthead approval as a placement-specific permission layered on top of country licensing and Google’s gambling certification, not as a substitute for either. Agencies and affiliates should establish who owns the gambling licence, who controls the destination and who is legally responsible for the advertisement before submitting an application.
Because the effective date is October 21, 2026, campaigns intended to launch immediately should allow time for country-by-country applications, evidence review, creative checks and any required recertification. An approval can be suspended if the underlying licence or certification conditions cease to be satisfied.
