To use remarketing in Google Ads, install the Google tag, create a data segment for the visitors or actions you want to reach, then add that audience to a compatible campaign. Google now calls these audiences your data or data segments; “remarketing” and “retargeting” remain common names for the practice. The key is to define a useful audience, verify the right campaign can use it, and comply with Google’s data-use policies.

Choose the kind of remarketing audience you need

Start with the interaction you want to build on. A broad visitor list is simplest; a segment based on a page or action can make the message more relevant. Google Ads also supports audiences built from app activity and other first-party interactions. Campaign compatibility and minimum audience requirements vary by use.

Approach Useful for What it needs
Website visitor segment Reaching people who visited a site, or a particular set of pages A website data source and Google tag; rules can define which visits qualify. Google Ads Help
Action-based website segment Separating category viewers, cart visitors, or converters Rules based on page visits and, for actions beyond a generic page visit, event snippets and supported parameters. Google Ads Help
Search audience tailoring Using a prior interaction to tailor Search ads A Search-compatible data segment. Google’s Search documentation specifies at least 1,000 cookies and a maximum membership duration of 540 days for the Search lists it describes. Google Ads Help
App audience Re-engaging people based on app activity An app data source and SDK event information. Google Ads Help
Dynamic remarketing Showing visitors ads featuring products or services they viewed A feed and accurate custom parameters linking visitor activity to feed items. Retail feeds use Merchant Center; other feeds use Business data. Google Ads Help

Dynamic remarketing is an optional, inventory-based approach, not a synonym for all remarketing. Dynamic prospecting is different: it is intended to find new users rather than re-engage existing visitors. Google Ads Help

Set up a website visitor segment

1. Decide who belongs in the audience

Choose a group tied to a clear advertising goal: all visitors, people who viewed a category, cart visitors who did not convert, or converters who may be suitable for a different message. Make the membership duration deliberate: it controls how long a person remains eligible after meeting the segment’s rules. Use action rules and exclusions to keep completed converters out of acquisition-focused messaging.

2. Configure the data source and tag

In Google Ads, configure a website data source and install the Google tag. A general page-visit audience can be based on tagged visits. For more specific actions, such as adding an item to a cart or completing a purchase, use the relevant event snippets and supported parameters, and confirm that those events reflect the actual state of the action. An app audience instead requires an app data source and the necessary SDK event information. Google Ads Help

3. Create the segment in Audience manager

  1. In Google Ads, go to Tools → Shared library → Audience manager → Segments.
  2. Choose Website visitors and give the segment a descriptive name.
  3. Select the members, define the page or action rules, and set the membership duration.
  4. If the site was already tagged, consider pre-filling the segment with eligible visitors from the previous 30 days. New segments otherwise begin empty. Google Ads Help

Google may change interface labels. Its current instructions for creating a website visitor segment are the best reference if the path differs in your account. Google Ads Help

4. Add the segment to a compatible campaign

Add the segment to the campaign or ad group where you want to use it. Check the campaign type’s audience compatibility, and confirm whether the audience is set for targeting or observation: targeting restricts delivery to the selected audience, while observation lets you monitor audience performance without using the audience as a delivery restriction. 5. Check eligibility and allow the list to populate

Google says a segment needs more than 100 active users to be eligible to run ads. That is not a guarantee that every campaign type has identical requirements. Search audience tailoring has its own threshold: Google’s Search help page specifies at least 1,000 cookies and a maximum membership duration of 540 days for the lists it describes. Do not treat website analytics user totals as a direct estimate of Google Ads’ eligible audience; Google notes that the active users available for advertising can differ from total users in analytics platforms. Google Ads Help Google Ads Help Google Ads Help

Visitors can enter a segment within seconds of a tagged page visit, according to Google, but a new list still needs to collect activity and may not immediately meet serving thresholds. Google Ads Help

Build useful segments without multiplying tags

Use rules to distinguish audiences from the same tagged site rather than adding a separate tag for every audience. For example, page-based rules can identify category viewers, while event data can distinguish cart activity from a completed purchase. Keep the rules aligned with the message: exclude people who have already completed the conversion when the campaign is intended to acquire new customers, or create a separate converter audience for a different purpose. When dynamic remarketing is worth adding

Use dynamic remarketing when you have an inventory feed and can reliably connect what a visitor viewed with the corresponding feed item. The tag’s custom parameters, product or service identifiers, prices, and images must align with the feed; mismatches can prevent the intended item from appearing. Retail advertisers use Merchant Center feeds, while other businesses use Business data. Google Ads Help

Dynamic remarketing re-engages people who already visited or used the site or app. Dynamic prospecting has a different job: finding new potential users. Choose between them based on whether the goal is follow-up to known activity or discovery of new customers. Google Ads Help

Check privacy and Google Ads policy before launch

  • Use data gathered through direct interactions with your business. Google defines first-party data in its personalized-ads policy as “information you collect from your customers, site visitors, and app users during their interactions with your products and services.” Google Ads policy
  • Do not place Google tags on pages related to policy-restricted offers, and observe restrictions on personalized advertising for sensitive interests. Google Ads Help Google Ads policy
  • Do not create prohibited third-party audiences or use data across unaffiliated businesses in ways Google disallows. Google permits first-party audience creation and limited third-party segmentation of first-party audiences under its policy. Google Ads policy
  • Provide appropriate consent, privacy, and personalized-ad data-collection controls for the locations and people your site serves. Google documents ways to disable collection for users who do not want personalized ads and for compliance reasons; legal obligations depend on the applicable jurisdiction and circumstances. Google Ads Help

Troubleshoot a segment that is not serving

  • It has few or no members: confirm that the Google tag is installed on the intended pages, that event snippets fire for the intended actions, and that segment rules match the page URLs or events. Check whether eligible prior visitors were available to pre-fill it.
  • It has members but cannot run: check the relevant campaign’s audience compatibility and threshold. The general eligibility guidance is more than 100 active users; Search audience tailoring has a separate 1,000-cookie requirement.
  • Analytics shows more users than the segment: analytics totals do not necessarily equal the eligible active users available to Google Ads.
  • The wrong product appears in a dynamic ad: compare the tag’s custom parameters and item IDs with the feed’s identifiers and item details.
  • The list grows but ads do not appear immediately: Google says visitors may enter within seconds, but a new or narrowly defined list may still need time to populate and become eligible.
