Google Demand Gen audience targeting is not always a hard fence. At the ad-group level you select one audience that can contain several segments. With manual targeting, delivery is intended for that audience. With optimized targeting, your selections become signals and Google may show ads to additional people it predicts will meet the campaign’s conversion goals. Lookalike segments are also changing in a phased 2026 rollout, so the controls and delivery behavior in your account may differ from older instructions.

This guide explains the audience settings, expansion rules, Lookalike transition, exclusions, availability limits, location and language controls, and policy restrictions you need to check before launching a Demand Gen campaign.

What audience targeting controls in Demand Gen

Demand Gen campaigns use audience settings at the ad-group level, alongside campaign settings such as location and language. An ad group can contain one audience, but that audience may combine multiple segments. You do not need a separate ad group for every interest or data segment unless you want separate bids, creatives, budgets, or reporting.

Google describes segments using interests and habits, active research or purchase intent, demographics, life events, and previous interactions with your business. Available families include affinity, custom, detailed demographics, life events, in-market, and first-party “your data” audiences such as website or app visitors and Customer Match. Lookalike segments use a first-party seed list and are specific to Demand Gen.

Audience availability is campaign-type dependent. A segment visible in Audience Manager may be eligible for Display but unavailable in Demand Gen. Check the eligibility shown while building the ad-group audience rather than assuming that every segment in your account can be used here.

One saved audience can serve many ad groups

You can save an audience containing several selected segments and attach it to campaigns or ad groups. Editing that saved audience changes every attached campaign and ad group. If you need a different definition for a new campaign, save a new audience instead of modifying the shared one.

Manual targeting versus optimized targeting

The most important setting is whether your selected audience is used for targeting or as a signal for expansion.

Setting How your audience is used What delivery can do Best fit
Manual audience targeting The selected audience is the intended targeting definition, subject to campaign settings and policy. Reach is aimed at people in the specified audience; it is the more controlled option. Strict prospecting definitions, controlled tests, or campaigns where audience qualification is central.
Optimized targeting Selected segments are signals that help Google learn who is likely to achieve the configured conversion goal. Ads may reach people outside the selected segments when Google predicts that expansion can produce conversions. Conversion-focused acquisition where additional reach is acceptable.

Do not describe an optimized audience as an absolute inclusion list. The system can look beyond the signals you supplied. Conversely, a Lookalike segment and optimized targeting are not the same feature: Lookalike modeling starts with people similar to a seed audience, while optimized targeting can move beyond optional audience signals to find people likely to convert.

How to choose the control level

  • Use manual targeting when you must explain exactly who the ad is intended to reach or when expansion would make a test inconclusive.
  • Use optimized targeting when the conversion goal is reliable, the account has enough signal for Google to learn, and incremental reach matters more than a strict audience boundary.
  • If you change this setting, record the date and ad-group structure. Otherwise, a later performance comparison can mix a targeting change with a creative or bidding change.

How to build a Demand Gen audience

  1. In Google Ads, open the Demand Gen campaign and the relevant ad group, then open its Audience settings.
  2. Create a new audience or select a saved one. Add the eligible segments you want the ad group to use, such as in-market, affinity, custom, detailed-demographic, life-event, or “your data” segments.
  3. Review the segment list for availability warnings. A segment shown in Audience Manager is not automatically eligible for this campaign type.
  4. Choose whether the ad group uses manual targeting or optimized targeting, where that control is offered in your account.
  5. Set location and language at the campaign or ad-group level, following the level rules described below. Do not assume a location selected at one level can be edited at the other.
  6. Save the audience. If you expect to reuse it, document its segment membership and whether exclusions are present.

Audience construction is separate from ad creative and bidding. Changing a saved audience can affect every attached campaign, so use a new saved audience for a materially different test.

Lookalike segments in the 2026 transition

Google is moving Lookalike segments toward suggestion mode through a phased rollout that began in March 2026. In the updated behavior, the seed list is a signal rather than a permanent similarity boundary. Delivery can therefore extend to qualified customers who fall outside the former similarity threshold. Google says UI opt-out controls are expected later in 2026, and account availability is staged; confirm the controls and status shown in your own account before documenting campaign behavior.

Behavior Legacy constraint workflow Suggestion-mode transition
Role of the seed list Constrains the audience toward users similar to the seed. Acts as a signal; Google may find qualified users beyond the similarity threshold.
Reach boundary More constrained by similarity. Potentially broader, especially when combined with optimized targeting.
Opt-out Not applicable to the old behavior. Google documents an opt-out route; a later in-product control is expected, but availability varies during rollout.
Minimum seed size Older instructions commonly referred to a 100-user minimum. Google’s newer guidance says the 100-user minimum is no longer required in the updated creation flow.
Reporting and UI May show the older constraint wording. May show suggestion or signal language, depending on account rollout.

Google’s constraint-oriented instructions say you can add up to 10 seed lists and recommend creating the campaign and Lookalike segment two to three days before launch so the segment can populate. Those instructions describe the constrained workflow; the newer guidance changes the seed-size rule for the updated flow. Treat the two sets of instructions as rollout-dependent, not as contradictory requirements to apply simultaneously.

Where Lookalikes can be used

Lookalike segments are created in the Demand Gen ad-group audience setup and cannot be used as a normal segment outside Demand Gen. If an audience containing a Lookalike is reused with another campaign type, only the non-Lookalike portions may remain usable; the Lookalike component can make the audience appear “Eligible – Limited.” Lookalike segments also cannot be edited or deleted in Audience Manager under the documented constraint workflow.

Supported seed sources documented by Google include website visitors, app users, customer lists, Google Analytics audiences, and YouTube audiences. Keep the seed definition, consent basis, and population date in your campaign notes, because the same label can represent very different source quality.

Can Demand Gen reach people outside the selected audience?

Yes, when optimized targeting or updated Lookalike suggestion behavior is active. Optimized targeting treats your selected segments as signals and can expand to users Google predicts are likely to convert according to the configured conversion goals. A Lookalike in suggestion mode similarly uses its seed as a signal rather than an absolute similarity limit.

Manual targeting is the closer fit when you need delivery aimed at the selected audience. Even then, campaign settings, inventory eligibility, measurement, and policy determine what can actually serve. Do not promise that any audience setting will override policy or inventory restrictions.

Exclusions: what you can and cannot remove

Google’s general Audience builder FAQ says exclusions are currently available only for “your data” segments. That means you should not promise that every affinity, in-market, demographic, or custom segment can be excluded from a Demand Gen audience.

Google’s Lookalike constraint instructions separately describe including or excluding existing Lookalike segments. Because that specific workflow does not line up perfectly with the general FAQ, treat Lookalike exclusion as an interface and rollout detail: open the live audience builder and verify that the exclusion control is offered for the exact segment type and campaign.

Safe exclusion workflow

  1. Open the ad group’s Audience builder and identify the segment type you intend to exclude.
  2. Use the exclusion control only if it is presented for that segment and campaign.
  3. For “your data” exclusions, check that the list is populated, eligible, and governed by the required consent and customer-data policies.
  4. Save the audience and inspect the resulting eligibility status. If the audience becomes limited, read the displayed reason instead of assuming the exclusion was accepted.

Location, language, channels, and inventory settings

Google says location and language can be set at either campaign or ad-group level, but not both. Once you choose a level, edits must be made at that same level. Radius targeting is campaign-level only. Decide the control level before building multiple ad groups so that a later geographic change does not require restructuring the campaign.

Demand Gen inventory can include YouTube, Discover, Gmail, and the Google Display Network. Google’s campaign overview describes YouTube placements such as Shorts, in-feed, Home feed, Watch Next, and YouTube Search. Channel availability and controls can vary by campaign setup and policy.

Sensitive categories can have restricted inventory. Google’s Demand Gen documentation says such ads are generally restricted to YouTube, with Discover eligibility possible for many categories under specified conditions. Personalized-audience limits still apply, so inventory expansion should not be treated as permission to use a prohibited audience.

Policy restrictions that override audience choices

Google Ads personalized-advertising policy can prohibit advertiser-curated audiences for products or services in sensitive interest categories. Eligible predefined Google audiences are treated differently, but they remain subject to the applicable policy and campaign context.

For Housing, Employment, and Consumer Finance campaigns in the United States and Canada, Google restricts targeting by age, gender, parental status, marital status, and ZIP code. The restriction is geographic and category-specific; do not generalize it to every campaign or country.

  • Users younger than 18 are ineligible for personalized advertising.
  • Advertisers cannot upload customer information from viewers of child-directed content.
  • Custom segments tied to sensitive creative or landing pages can face additional serving limits.
  • A permitted segment does not make a prohibited message, landing page, or data source compliant.

Review Google Ads Policies for the exact category and geography before launch. If a campaign is disapproved or limited, changing the audience alone may not resolve the issue; the creative, landing page, data source, or inventory may be the cause.

Common setup problems and fixes

The segment appears in Audience Manager but cannot be selected

Audience taxonomies differ by campaign type. Rebuild or edit the audience from the Demand Gen ad-group setup and choose a segment marked eligible there. Do not assume a Display-eligible segment can be carried into Demand Gen.

The audience says “Eligible – Limited”

Check whether it contains a Lookalike being reused outside Demand Gen, an unavailable segment, a policy restriction, or an audience that has not populated. Remove or replace only the component identified by the interface; deleting the entire audience can discard usable non-Lookalike segments.

Reach is broader than the selected segments

Check whether optimized targeting is enabled and whether the account has moved to Lookalike suggestion mode. Both settings allow expansion beyond the selections. If strict containment is required, use manual targeting and verify the Lookalike rollout control before launch.

A Lookalike has little or no reach

Allow the documented two-to-three-day population period for the constraint workflow, then check seed-list eligibility, size, consent, and campaign status. If the account uses the updated creation flow, the old 100-user minimum may not apply, but a small or poor-quality seed can still provide a weak signal.

Changing a saved audience changed other campaigns

Saved-audience edits apply to attached campaigns and ad groups. Restore the prior definition if necessary, then save a separate audience for the new test and attach that copy instead.

A launch checklist for Demand Gen audiences

  • Confirm the ad group has one audience containing the intended segments.
  • Record whether manual or optimized targeting is active.
  • Check the Lookalike rollout state, seed sources, and any opt-out control shown in the account.
  • Verify that every segment is eligible for Demand Gen, not merely visible in Audience Manager.
  • Confirm location and language are set at the intended level; remember that radius is campaign-level.
  • Test exclusions in the live builder and do not assume broad exclusion support.
  • Review inventory and personalized-ad restrictions for the product, message, and geography.
  • Document the audience version so later performance comparisons identify targeting changes.

The Bottom Line

Demand Gen audience selections can be targets or signals. Manual targeting offers the tighter boundary; optimized targeting and the 2026 Lookalike transition can expand delivery beyond the segments you chose. Verify segment eligibility, exclusion controls, rollout status, location level, inventory, and policy restrictions in the live account before launch.
