Google AdMob vs. Google Ad Manager: What App Publishers Should Use

Choose AdMob when you primarily publish mobile apps and need app ad units, Google and third-party demand, mediation, and straightforward app analytics. Choose Google Ad Manager when advertising includes substantial direct-sold business, web as well as app inventory, or complex trafficking and reporting requirements. Neither product guarantees higher revenue; the appropriate choice depends on your inventory, sales operation, integrations, account eligibility, and region.

The short answer

For an app-only publisher starting with network demand, AdMob is usually the more natural first platform. Google describes AdMob as a mobile ad network and monetization platform for mobile developers who want to earn from ads, obtain app insights, and grow an app business. Its core workflow is built around app ad units, mediation, bidding, and mobile SDK integrations.

Google Ad Manager is a broader ad-management platform. It is aimed at publishers with significant direct sales, more granular inventory controls, and reporting that can span web and app properties. It can support app inventory, but its value becomes clearer when you are trafficking direct campaigns, coordinating multiple sales channels, or operating a more complicated ad-serving structure.

That distinction is about product positioning, not a promise that one platform will always earn more or be easier to operate. A small app with no sales team can create unnecessary work in a full ad server, while a publisher selling campaigns directly may outgrow a network-focused setup.

AdMob and Google Ad Manager solve different problems

AdMob: app monetization and mediation

AdMob is designed around the mobile-app request. You create app ad units, add the relevant mobile SDK, and connect demand sources that can respond when the app requests an ad. Google demand can be combined with participating third-party sources through mediation.

This model suits developers whose main commercial activity is selling available impressions through automated demand rather than negotiating and trafficking a large book of guaranteed campaigns. AdMob also provides app-oriented performance views so a team can monitor formats, ad units, and mediation results in one place.

Google Ad Manager: broader ad serving and direct sales

Google Ad Manager is intended for publishers that need an ad-management layer across more complex inventory. Google lists both web and app inventory, support for exchanges and networks, granular controls, and more complex reporting among its use cases.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its additional control is useful when an advertiser has bought a defined campaign, placement, schedule, audience or delivery obligation and your team must manage that commitment alongside other demand. The platform can therefore be a better fit for a publisher with significant direct-sold advertising, even if the publisher also earns from programmatic sources.

Compare the decision on five practical axes

Decision axis AdMob Google Ad Manager
Primary inventory Mobile-app inventory Web and app inventory
Typical sales model Automated network demand and mediation across Google and participating third-party sources Ad serving for publishers with significant direct sales, alongside exchange and network demand
Demand competition Mediation can combine real-time bidding and waterfall sources Supports exchanges and networks within a broader ad-management workflow
Controls and reporting App-focused performance views and mediation management More granular controls and complex reports for larger ad-serving operations
Operational complexity Generally centered on app units, SDKs, adapters, and mediation groups Usually requires more trafficking, inventory, sales, and reporting administration
Best starting question Which demand sources should compete for this app impression? How should this web-and-app inventory be sold, scheduled, prioritized, and reported?

The table describes the products’ intended roles. Actual capabilities, integrations, eligibility and terms can vary by country, account and supported ad format, so confirm those details before committing an app to a production architecture.

Inventory scope determines the first fork

Choose an app-only path when the product is a mobile app

If your business has one or more mobile apps and no meaningful web monetization requirement, AdMob keeps the operating model focused on app inventory. You can organize units by app and format, then tune demand competition without introducing a full direct-campaign workflow that you do not need.

This does not mean AdMob is limited to one ad source. Its mediation function is specifically intended to let multiple sources compete or be called in sequence for an app request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a cross-platform ad server when web and app are managed together

If the same sales organization sells a campaign across a website and an app, a single broader ad-management platform can reduce the need to maintain separate trafficking logic. Google positions Ad Manager for both web and app inventory, making it the more plausible starting point for a publisher that needs unified inventory and reporting.

Do not select the broader platform merely because your app may eventually launch a website. Estimate whether cross-platform campaigns, shared sales operations, or unified reporting are real near-term requirements. A hypothetical future often does not justify present complexity.

Sales model is the most important commercial distinction

Network demand and mediation

With a network-oriented model, you make impressions available and let connected demand sources bid or receive an opportunity according to your mediation rules. This is the common starting point for an app developer without a substantial direct-sales pipeline.

Direct-sold campaigns

Direct sales create obligations beyond filling an impression. You may need to define placements, dates, priorities, targeting, delivery goals, creative requirements, and advertiser-facing reports. Google positions Ad Manager for publishers with significant direct sales and granular controls for this kind of operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If direct campaigns are occasional and small, you may be able to keep them outside your main app monetization workflow or use a simpler arrangement. If they are a material share of revenue, a broader ad server is more likely to justify its additional setup and administration.

Mixed sales models

A publisher can have both direct and automated demand. The relevant question is not whether you use more than one source, but whether you need formal ad-server controls to manage those sources together. Document who sells the inventory, who sets priorities, who checks delivery, and who answers advertiser discrepancies before selecting a platform.

How AdMob mediation decides who gets an impression

AdMob mediation centralizes the sources that can respond to an app ad request. Google documents two main mechanisms and a hybrid option.

Bidding sources

A bidding source submits a bid in a real-time auction for the impression. The eligible source with the strongest applicable bid can win under the auction’s rules. This allows sources to compete at request time rather than relying only on a historical price estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Waterfall sources

A waterfall calls sources one at a time in an order set by the publisher. The order uses an average eCPM value configured for each source. If one source does not return an eligible ad, the request proceeds to the next source in sequence.

Hybrid mediation

Google allows bidding and waterfall sources to operate together. A hybrid configuration can use real-time bids where supported while retaining sequential calls for sources that do not participate in bidding. The trade-off is operational: every additional source brings an integration, adapter, policy, latency and troubleshooting surface.

What a mediation implementation requires

  1. Create the app and the ad units for each format and placement you intend to monetize.
  2. Choose the demand sources that are eligible for your app, country and formats.
  3. Configure those sources in mediation, including bidding or waterfall settings where applicable.
  4. Map each source’s ad unit or placement to the corresponding AdMob unit.
  5. Create mediation groups that define which app, format, geography or other supported conditions use the configuration.
  6. Implement the required mobile SDKs and source-specific adapters in the app, then test requests and callbacks before release.

Revenue results depend on traffic quality, geography, format, fill, user consent, demand availability and implementation quality. Mediation is a mechanism for competition; it is not an earnings guarantee.

Standard versus partner bidding ad units

For third-party mediation, Google distinguishes between standard ad units and partner bidding ad units. The correct type depends on how Google demand is accessed on the third-party platform:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Standard ad units: used when Google demand is connected through traditional waterfall mediation.
  • Partner bidding ad units: used when Google demand participates in real-time bidding through a supported third-party mediation platform.

Confirm the third-party platform’s supported integration and follow its mapping requirements before creating production units. Selecting the wrong type can prevent requests from matching correctly even when the app’s SDK code appears sound.

Reporting and control: simple visibility versus granular administration

When AdMob’s app view is enough

An app team generally needs to answer questions such as which format earns, which app or country is filling, whether a mediation source is responding, and whether a recent release changed ad performance. An app-focused dashboard and mediation reports can cover those questions without building a large trafficking taxonomy.

When Ad Manager’s complexity is useful

Ad Manager becomes more compelling when reporting must reconcile multiple sales channels or explain delivery at a detailed level. A direct-sales operation may need reports by order, line item, placement, date, device, app, website, or other dimensions supported by the account. More granular controls are valuable only when someone has the process and time to use them consistently.

Before choosing, write down the reports your sales, finance and product teams require each month. If the list is limited to app revenue and source performance, a broader ad server may add administrative cost without solving a real problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Billing, account tiers and operational obligations

Google’s Ad Manager overview states that account billing can begin after a specific impression threshold is reached. The threshold is not stated here, and it should not be treated as a universal number: confirm the current threshold, country terms and account status directly in your account documentation.

Ad Manager 360 is a paid account tier with additional features. The existence of that tier does not mean every Ad Manager account has the same commercial terms. Ask which edition you are being offered, what features are included, and how billing is calculated before building a workflow around them.

AdMob and Ad Manager also require attention to payment profiles, tax information, identity or business verification where applicable, and payment timing. Those details can vary by region and account, so treat the payment setup shown in your account as authoritative rather than relying on a generic estimate.

Implementation path for an app starting with AdMob

1. Define inventory before opening mediation

List every app, platform, format and placement you will support. Separate test and production apps, and use naming that lets developers, analysts and finance identify a unit without opening the code.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Create the app and ad units

Create the app record and units for the formats you will actually render. Avoid creating speculative units for placements that are not in the release; unused units make reporting and troubleshooting harder.

3. Add the SDK and verify request behavior

Implement the required Google mobile SDK for your platform, initialize it at the appropriate point in the app lifecycle, and test each placement. Verify that an ad request is sent only when the placement is visible and that your app handles no-fill, loading, failure and retry states.

4. Add demand sources deliberately

For each third-party source, check supported formats, countries, consent requirements, SDK version, adapter version and account prerequisites. Start with a small set of sources so a failed response can be isolated.

5. Build mediation groups and mappings

6. Test release and measurement

Use test ads and source test modes during development. Confirm callbacks, impression counts, clicks, app stability, consent behavior and report attribution before enabling live demand. A successful test impression does not prove that every source is eligible in every country.

Implementation path for an app using Google Ad Manager

1. Confirm the business case

Document the direct deals, web inventory, reporting dimensions and sales commitments that require Ad Manager. If none exists, reconsider whether the broader platform is solving a present need.

2. Model the inventory and sales structure

Create a naming and hierarchy for apps, websites, placements and formats that matches how the sales team sells them. Decide who owns inventory creation, campaign trafficking, creative review, delivery monitoring and discrepancy resolution.

3. Add app SDK and demand integrations

Implement the required app SDK and any approved adapters or exchange integrations for the formats you will serve. Keep a version record for the app, SDK and adapter so a release can be traced when delivery changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Complete app readiness requirements

Google states that a new app in Ad Manager must pass an app readiness review and have a valid app-ads.txt file before it can fully serve ads. Treat both as launch gates, not post-launch housekeeping.

5. Test direct and automated demand separately

Use test campaigns or controlled traffic to verify that direct delivery, automated demand, fallback behavior and reporting each work independently. Then test the priority and conflict rules that apply when more than one source is eligible.

App readiness, app-ads.txt and policy limits

App readiness review

A new app in Ad Manager cannot fully serve ads until Google’s app readiness review is passed. Plan time for the review and ensure the store listing, app identity and implementation details are consistent.

Valid app-ads.txt

Google also requires a valid app-ads.txt file for new Ad Manager apps before full ad serving. The file publicly declares authorized sellers for the app’s inventory. Keep it aligned with the sellers and mediation sources you actually use; an outdated file can create authorization and demand problems.

Publisher policies and restrictions

Google’s publisher policies apply to monetized app content. Google distinguishes policy violations from publisher restrictions. Restricted content may receive limited or no ads depending on demand and product rules, even when it is not removed outright.

  • Review content and user-experience policies before enabling monetization.
  • Do not assume that an app approved for distribution is automatically eligible for every ad format.
  • Investigate policy notifications promptly; changing an ad unit will not fix a content or implementation violation.
  • Check consent and data-use requirements for every region in which the app operates.

Which platform fits common publisher situations?

Publisher situation Likely starting fit Reasoning
Independent developer with one or more apps and no direct-sales team AdMob App-focused units, mediation and network demand address the primary need without a full ad-server operation.
App publisher adding several third-party demand sources AdMob Bidding, waterfall and hybrid mediation provide a central way to organize eligible sources.
Publisher sells a significant volume of guaranteed campaigns Google Ad Manager Direct-sales trafficking and granular controls are central to the business.
Company sells the same campaign across websites and apps Google Ad Manager Web and app inventory can be managed in the broader platform.
Large operation needing complex ad-serving reports Google Ad Manager Google identifies complex reports and granular insights as Ad Manager use cases.
App publisher wants third-party demand but has little direct sales AdMob is a plausible fit Mediation can let Google and third-party sources compete, subject to integrations and eligibility.

These are directional choices, not universal migration rules. Validate account eligibility, regional terms, supported integrations and internal staffing before making a final decision.

Common mistakes and how to correct them

Choosing by brand familiarity instead of workflow

Recognizing both names does not tell you which one matches your operation. Start with inventory scope, sales commitments and reporting requirements, then map those needs to the product.

Assuming more mediation sources always improve yield

Every added source can introduce latency, SDK conflicts, privacy obligations, policy review and a new failure mode. Add sources incrementally and compare response quality, fill and stability under the same conditions.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using the wrong ad-unit type for partner bidding

Standard and partner bidding units serve different integration paths. Confirm whether Google demand is using waterfall mediation or real-time bidding on the supported third-party platform before mapping units.

Ignoring no-fill and timeout behavior

An app must remain usable when no source returns an ad. Implement explicit loading limits, retries that do not loop endlessly, and a layout that works without an ad. Monitor crashes and latency as closely as revenue.

Launching Ad Manager without readiness work

An app readiness review and valid app-ads.txt are prerequisites for full serving for new Ad Manager apps. Complete them before launch traffic is expected, and recheck the file after changing sellers or mediation partners.

Expecting a platform switch to fix policy problems

Publisher policies and restrictions apply to monetized content. Moving the same content from one Google publisher product to another does not remove the underlying policy requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quoting an unverified billing threshold

Google references an impression threshold for Ad Manager billing, but the applicable figure is not established here. Do not copy a number from an old forum post or another region; check the current terms and your account.

Can an app publisher use both products?

Some businesses may operate different inventory or sales workflows in different products, but doing so increases governance work. You would need clear ownership of app records, ad units, SDKs, mediation, reporting, payment profiles and policy responses. Duplicate units can fragment data and make it difficult to determine which configuration served an impression.

Use a two-product arrangement only when the separation has a documented purpose, such as distinct businesses, inventory types or sales organizations. Otherwise, select the platform that covers the dominant workflow and add complexity only when a measured requirement appears.

A practical selection checklist

  • Is your monetized inventory app-only, or must one operation include web and app?
  • Do you have significant direct-sold campaigns with delivery and reporting obligations?
  • Do you need Google and third-party app sources to compete through bidding, waterfall or both?
  • Which reports must product, sales and finance teams receive, and at what level of detail?
  • Who will maintain SDKs, adapters, mediation mappings, app-ads.txt and policy responses?
  • Have you confirmed eligibility, payment terms, regional availability and any account-specific requirements?
  • Can the app handle no-fill, latency, consent and policy restrictions without harming the user experience?

Final recommendation

Start with AdMob if your main job is monetizing mobile-app impressions through Google and third-party demand, and you do not have a substantial direct-sales operation. Its mediation model gives you bidding, waterfall and hybrid options without requiring the full structure of a cross-platform ad server.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with Google Ad Manager if you sell significant direct campaigns, manage web and app inventory together, or need granular controls and complex reports to run the business. Confirm the account’s billing terms, edition, eligibility and app-readiness requirements before implementation.

Revisit the decision when your sales model, inventory scope or reporting needs change. The right platform is the one whose operational model matches the work your team actually performs—not the one with the broadest feature list.
