Steam does not make that same blanket promise. Its optional DRM wrapper and other launch arrangements vary by game, so check the individual listing and requirements before buying.
Even when a game is DRM-free on both stores, GOG’s offline installers make it easier to keep an installable copy outside the store client. The practical choice depends on how you intend to install, play, update and preserve that particular game.

What DRM-free means when choosing between GOG and Steam
DRM—digital rights management—refers to technical measures that control access to or use of a game. For a buyer, the key question is practical: can you install and launch the game without the store client, account authentication or an internet connection?
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
GOG’s developer guidance says games released on the store should not use DRM or copy protection and should work regardless of whether Galaxy is installed, whether the user is authenticated through Galaxy, or whether the computer is connected to the internet. The policy recognizes that online features such as multiplayer, friends and leaderboards need a connection. See GOG’s developer documentation for its stated requirements.

Steam’s position is different: Valve provides a DRM wrapper developers can choose to use, but that does not mean every Steam game requires Steam to launch. Valve describes the wrapper as verifying ownership and launching Steam; it also documents a compatibility mode that disables the wrapper’s DRM capabilities when a developer uses another DRM arrangement. Read Valve’s Steamworks DRM documentation, and do not infer the behavior of a specific game from the store name alone.
Why choose GOG when the same game is DRM-free on both?
If both versions really can run without DRM, GOG’s main distinction is the route to installation and retention. GOG provides downloadable offline installers, so you can keep the installer files and install the game without relying on Galaxy. That is a more direct way to hold a local copy than assuming a Steam game can be installed independently of the Steam client.

GOG’s support guidance says its games should be playable offline without Galaxy and describes offline installers as an additional option. Installers may take several hours to appear after a build is published, so a newly released update may not be immediately available through that route. Check the specific game’s library page for the installers, operating systems, and any patches or DLC offered. See GOG’s offline-installer guidance.
Steam may still suit you better if its client features, library setup or the particular game’s Steam version are what you want. The important distinction is not that every Steam game is locked to Steam, but that Steam does not provide GOG’s store-wide DRM-free commitment. Verify the launch requirements for the exact game and version.

Check these details before buying a specific game
| What to compare | What to verify |
|---|---|
| Launch and DRM behavior | For Steam, check whether the game needs Steam to launch and whether it uses an external launcher, anti-cheat or online activation. GOG’s policy sets a DRM-free baseline, but online services within a game can still require a connection. |
| Offline installation | On GOG, check which operating systems, game content, patches and DLC have offline installers. Do not assume every update is immediately downloadable as an installer. |
| Online-only features | Separate offline single-player play from multiplayer, social features, leaderboards, cloud saves and other server-dependent functions. |
| Edition and price | Compare the same edition, DLC, soundtrack, languages, regional price and sale terms. Prices change; check both live listings rather than assuming one store is consistently cheaper. |
| Platform and updates | Check operating-system support, controller or handheld compatibility, patch cadence and whether the available build is current. These details depend on the game; neither store is a universal winner. |
| Refund terms | Review the current policy alongside the purchase date, playtime, content type and any local consumer rights. Refund rules are separate from DRM. |
Offline play does not make every feature offline
A DRM-free single-player game can still include features that depend on a server. Multiplayer, friends functions, leaderboards and cloud saves may be unavailable without an internet connection even if the core campaign launches locally. GOG’s policy explicitly makes room for online features that inherently need connectivity.
Before buying for travel or an offline setup, check whether the game has a first-launch activation, online-only mode, external account, anti-cheat requirement or other dependency. Store-level policy is useful, but the individual game’s requirements determine what you can actually use offline.

Refund policies are separate from the DRM decision
Steam’s published standard for game refunds is a request within two weeks of purchase and with less than two hours of playtime. The policy includes additional rules for DLC, preorders and other purchase types, so the headline limits do not cover every case. Review Steam’s refund policy for the terms that apply to your transaction.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesGOG publishes a voluntary refund policy with conditions. Its policy page specifies a 30-day period for Early Access games, like other games, but that period does not mean every request is automatically approved. Check GOG’s current voluntary refund policy and the instructions in your account’s order history before relying on a refund.

Keep a local backup if you want one
GOG says buyers can make backup copies of their games and install them repeatedly. Downloaded offline installers can be stored on an external drive if you want a copy separate from your computer. Keeping a backup is optional, not a requirement for playing; it also does not guarantee that a particular game will remain compatible with future operating systems or hardware. See GOG’s installer guidance for details on obtaining offline files.
Quick Recap
Which store fits your priorities?
- Choose GOG when: you value a clear store-wide DRM-free policy and want downloadable installers you can retain outside the client.
- Choose Steam when: the particular game’s Steam version meets your launch and offline needs, or you prefer its client-based setup. Confirm requirements for that game rather than assuming all Steam titles behave alike.
- Compare both listings when: edition contents, price, compatibility, online features, patch availability or refund terms matter to your decision.
