GlobalFoundries says its Dresden SPRINT expansion reached a construction topping-out milestone on October 9, 2026; the facility is not yet complete. The company is targeting more than one million 300mm wafers of annual Dresden capacity by the end of 2028. Separately, it announced FDX Fusion, a planned FD-SOI platform whose 7nm-class digital performance is a design goal—not an announcement that Dresden is becoming a conventional 7nm logic fab.
What the Dresden topping-out milestone means
Topping out marks a major construction milestone, not the completion or operation of the expanded fab. GlobalFoundries (GF) said work remains and that the expansion was on schedule and on budget for completion of this phase. The company also said the existing Dresden facility remains operational during construction. GF’s October 9, 2026 announcement describes the milestone and project status.

The SPRINT project is a planned €1.1 billion investment. GF says Dresden currently has capacity for up to 950,000 300mm wafers per year, depending on product mix, and targets more than one million annually by the end of 2028. These are company-reported figures: the target is not a guarantee of output, and wafer capacity does not translate into a fixed number of chips because products and manufacturing requirements differ.

GF first announced the SPRINT investment and end-of-2028 capacity target in October 2025. The October 2026 milestone is progress toward that previously stated goal, not a new claim that the goal has already been reached. The earlier announcement provides that context.

What FDX Fusion is—and what “7nm-class” does not mean
FDX Fusion is GF’s planned next-generation extension of its FD-SOI roadmap. FD-SOI means fully depleted silicon-on-insulator, a semiconductor technology platform. GF says FDX Fusion is intended to combine digital compute with analog and mixed-signal functions, embedded memory and high-performance radio-frequency (RF) capabilities. The aim is to support integrated systems that sense, process, control and communicate—workloads GF groups as “STAC,” for Sense, Think, Act and Communicate.
GF describes 7nm-class digital performance as a target for the platform. That wording is about intended performance, not a claim that FDX Fusion is a conventional 7nm manufacturing node or that Dresden is moving to one. The October 9 releases describe a roadmap; they do not report independently measured or demonstrated FDX Fusion silicon.

FDX Fusion roadmap and approval dependency
GF’s announced dates are milestones it is targeting, not completed results. The company says development work in Dresden depends on German federal approval of the IPCEI Advanced Semiconductor Technologies (IPCEI AST) project start. The October 9 announcements do not establish that this approval has been granted. GF describes SPRINT as supported in the European Chips Act framework; that support should not be confused with the separate IPCEI AST approval condition stated for FDX Fusion development.

A PDK gives chip designers the process information and design rules needed to develop and verify designs for a manufacturing process. GF’s planned initial PDK is therefore a design-enablement milestone, not evidence that volume production has begun.

Why Dresden matters to GF’s plan
GF positions Dresden as a site for differentiated semiconductor technologies serving automotive, aerospace, industrial IoT and defense markets. The company reports around 3,000 employees and approximately 60,000 m² of cleanroom and laboratory space at the site, and says it has invested more than €10 billion in Dresden since 2009. These site figures are company-reported. The expansion’s capacity goal and the FDX Fusion roadmap are related to GF’s Dresden plans, but they are distinct: one concerns manufacturing capacity, while the other is a future technology platform.
