Global watchdog flags stablecoin risks and AI concerns ahead of G20

The Financial Stability Board (FSB) has warned G20 finance ministers and central bank governors to watch for cross-border vulnerabilities in global stablecoin arrangements and risks associated with artificial intelligence (AI). Its 12 October 2026 stablecoin report describes ways stress could spread across markets and jurisdictions; it does not say a stablecoin crisis has occurred or is imminent. The FSB’s October letter mentions AI-related risks but, in its accessible summary, does not specify a particular threat mechanism.

What the FSB raised before the G20 meeting

The FSB published its stablecoin report and sent its Chair’s letter on 12 October 2026, ahead of the G20 Finance Ministers and Central Bank Governors meeting scheduled for 15 October. The letter calls for vigilance on financial stability risks, including those associated with AI, while the accompanying report focuses on cross-border vulnerabilities in global stablecoin arrangements.

The FSB Chair, Andrew Bailey, who is also Governor of the Bank of England, wrote: “The pace of change in the financial system continues to accelerate. New technologies and shifting market structures bring important opportunities, but they also require vigilance, agility and international cooperation.”

What counts as a global stablecoin—and how large is the market?

The FSB describes global stablecoins as arrangements with reach and use across multiple jurisdictions that could become systemically important in one or more of them. Their structures can involve several entities under different national authorities, making it difficult for any one authority to see or address all the vulnerabilities.

Measure FSB figure Date and qualification
Total stablecoin market value Around $300 billion As of mid-2026; estimate reported by the FSB in 2026.
Stablecoins pegged to the US dollar 99 per cent by value As of mid-2026; share reported by the FSB in 2026.

These are dated figures from the FSB, not live market readings. The report says stablecoins are used mainly in crypto-asset markets, where they provide liquidity for entering, exiting and trading. In some emerging market and developing economies (EMDEs), they may also serve as an alternative store of value or support financial inclusion. Wider use for faster, more transparent and lower-cost transactions at scale remains a possibility, not an established outcome.

How stablecoin stress could cross borders and reach traditional finance

The central concern is not only whether a token maintains its peg. Global access, cross-border corporate structures and differing legal regimes can make it hard to coordinate oversight and crisis response. The FSB calls global stablecoins “an inherently cross-border and cross-sectoral issue.” It outlines several ways a period of stress could spread:

Redemption pressure and a weakening peg

Tokens can trade around the clock on secondary markets, while redemptions and reserve management depend on arrangements and market operating hours in particular jurisdictions. If holders sell quickly and redemptions cannot keep pace, the token may come under pressure to trade below its intended peg.

Spillovers through reserves, banks and markets

A run could prompt sales of reserve assets, withdrawals of bank deposits to fund redemptions, or disruption to payments and settlement that depend on stablecoins. Foreign-exchange markets could also be affected. These are possible transmission channels identified by the FSB, not evidence that such a chain of events has already taken place.

Coordination problems in multi-issuer arrangements

Affiliated issuers may share liabilities while keeping separate reserves. Redemption demand could become concentrated at one issuer, while moving reserves across borders may depend on market access, mobility, information and cooperation among firms and authorities. Those links may not work smoothly under stress.

Legal uncertainty, crisis management and insolvency

Complex corporate structures and differing national rules can complicate supervision, accountability and cooperation when an arrangement is distressed. The FSB says global stablecoins and national regulatory frameworks have not been tested in severe stress or insolvency. That leaves uncertainty about how a cross-border failure would be managed.

Additional exposure in emerging and developing economies

The report highlights possible currency substitution, reduced intermediation by domestic banks and challenges for capital-flow management. In those economies, a stablecoin could become systemically important at a lower level of use than in a larger financial system.

Why stablecoin monitoring is difficult

Authorities can monitor secondary-market depth, liquidity and structure, as well as the geographic distribution of holdings, redemptions and reserve assets. The FSB says these indicators are especially relevant to arrangements with multiple issuers.

But abundant transaction records do not necessarily reveal who is transacting, where they are located or what an activity represents. Public blockchains are pseudonymous, so attributing transactions to specific uses or geographies can be unreliable or impossible. Authorities also use private data compilers whose proprietary methods can differ in accuracy and transparency, making figures noisy and difficult to compare.

The FSB points to combining data sources, improving disclosure and the reliability of heuristic methods, developing consistent on-chain and off-chain data standards, building analytical expertise and strengthening cross-border information sharing. It cautions that some data constraints are structural and may persist.

What the FSB said—and did not say—about AI

The October 2026 Chair’s letter includes AI-related risks among the issues relevant to global financial stability. The FSB’s release page also says it is delivering finalised sound practices for responsible AI adoption to the G20. The accessible October summary does not identify a specific AI risk mechanism or quantify an impact, so it does not support attributing a particular cyber threat to this letter.

The FSB discussed frontier AI’s potential impact on cyber risk in a separate August 2026 letter. That earlier warning is distinct from the October letter and should not be treated as an explanation of the October reference.

What the warning means for the G20 discussion

The FSB’s message is about oversight and resilience, not a forecast that a depeg or systemic failure is about to happen. The policy challenge is to understand how reserves, redemption rights, issuer structures and market activity connect across borders—and whether authorities can share reliable information and coordinate if conditions deteriorate. The report’s emphasis on monitoring reflects a practical constraint: those decisions are only as sound as the data and cross-border visibility available to supervisors.
