How does it relate to Dream Tank Match?
The announced connection is specific: the new game is being made by staff associated with Dream Tank Match, and the publisher says drift action from that game is carried forward and developed further. That does not establish a complete comparison of the two games or a full development-credit list.

Why the “2 new games” claim is unconfirmed
The announcement and contemporaneous coverage identify All-Star Tank Carnival as a new standalone title. They do not substantiate a second newly announced game. The available announcement therefore supports reporting one new game, not two.
