Eligibility and paperwork depend on what you mean by a “GIFT City account.” Individuals may hold specified foreign-currency deposits with an IFSC Banking Unit, while access to foreign securities or investment in a fund or IFSC-based FPI follows a separate route. Your residence status and the chosen regulated provider also matter, so there is no single account type, universal eligibility test or one document checklist for everyone.
First, identify the GIFT City product you want
“GIFT City account” can refer to a personal bank deposit account or to an investment made through an IFSC institution. Those are not interchangeable: a bank-account document list does not establish eligibility for a fund or securities route.

| Route | What it is | What the available rules establish |
|---|---|---|
| IFSC Banking Unit account | A foreign-currency current, savings or term-deposit account. | IFSCA’s foreign-currency account rule, displayed as effective July 6, 2023, permits individuals to hold these account forms in specified foreign currencies, subject to IFSCA conditions and the bank’s onboarding process. Cash transactions in these accounts are prohibited. The rule does not guarantee that a particular bank will accept an applicant. |
| Resident Indian access to foreign securities | A resident individual’s route to invest in foreign securities through an IFSC Banking Unit. | IFSCA’s legal index identifies a 2021 item on this route and a separate 2025 circular followed by a September 2025 corrigendum on accounts for persons resident in India. The index entries establish that distinct resident routes exist, but do not by themselves establish their operative limits or full eligibility conditions. |
| Fund or IFSC-based FPI investment | Participation in a fund or investment through an IFSC-based foreign portfolio investor. | IFSCA material describes participation routes involving NRIs, OCIs and resident individuals in Indian securities. This is an investment route, not the same as opening a personal bank deposit account. Current SEBI requirements and the specific fund’s offer documents govern the details. |
Who can open a GIFT City account or invest?
Individuals seeking a foreign-currency deposit
Individuals may be eligible to hold a current, savings or term-deposit account in a permitted foreign currency with an IFSC Banking Unit, subject to applicable Authority conditions and the bank’s own acceptance and customer checks. The IFSCA rule does not mean that every bank offers the same currencies, accepts every customer type, or uses identical onboarding terms.

Resident Indians should identify whether they want a bank account, access to foreign securities through a Banking Unit, or participation in a fund or FPI. These are separate routes. IFSCA’s legal index confirms resident-specific material, including a 2025 corrigendum, but the index information alone is not enough to state the routes’ current limits or complete conditions. Confirm the applicable route and rules with the regulated entity rather than relying on a generic “GIFT account” eligibility claim.

NRIs and OCIs
NRIs and OCIs may be relevant to IFSC investment routes, including fund or FPI participation, but this does not establish that any particular provider must open a bank account for them. For an investment, check the current SEBI framework and the fund’s offer documents; for a deposit account, ask the Banking Unit directly about the customer types and jurisdictions it accepts.
Which documents are required?
Regulatory baseline for Indian nationals
Under IFSCA’s February 2026 AML Master Guidelines, an Indian national establishing an account-based relationship must provide identity and address evidence through the prescribed Aadhaar or officially valid document/e-document routes, and PAN or its equivalent e-document. The regulated entity may also request information or documents about the customer’s business and financial status.
Rank #2
In the stated Aadhaar-authentication situation, a customer whose current address differs from the Aadhaar-linked address may provide a self-declaration of the current address. This is a regulatory baseline, not a promise that a bank’s checklist will be limited to these items. Ask the institution for its current requirements before applying.

The February 2026 Master Guidelines permit a specified video-based customer identification process (V-CIP) for an NRI only if the customer is classified as low risk and resides in an eligible jurisdiction: the United States, Japan, South Korea, the United Kingdom excluding British Overseas Territories, Canada, the UAE, Singapore, Australia, or the European Union excluding Croatia. The customer must provide valid proof of current address.
Rank #3
During V-CIP, the IP address must come from the jurisdiction shown on the address proof, and the regulated entity captures local bank account details for address verification. This is a conditional onboarding option, not a general guarantee that an NRI can open an account remotely.
If an NRI’s address cannot be verified
If identity is verified but the address cannot be confirmed from reliable or issuing-authority sources, the regulated entity opens the account in debit-freeze or inactive mode and informs the customer how to activate it. The account becomes operational only after the entity receives and verifies the first credit from the bank account supplied as address evidence during V-CIP.

Is PAN always required—or waived for non-residents?
Do not assume either that PAN is always waived for non-residents or that an exception applies to every IFSC product. IFSCA’s 2024 working group report describes a conditional CBDT tax notification under which a non-resident seeking to invest in a GIFT IFSC fund, and having no other Indian-source income outside that fund, was not required under that notification to obtain PAN or file Form 60. The report also discusses a then-existing customer-document issue under PMLA and recommends a regulatory change; that recommendation is not itself proof of a change in operative requirements.

The reported tax-notification exception does not establish that every IFSC bank or investment provider currently dispenses with PAN. Ask the chosen regulated entity how it applies current requirements to your product and circumstances. Where your tax position is uncertain, consult a qualified adviser.

How to confirm your route and prepare an application
- Name the product: tell the provider whether you want a foreign-currency deposit, foreign-securities access through a Banking Unit, or a fund/FPI investment.
- State your residence status: identify whether you are resident in India, an NRI or an OCI, and ask whether the provider accepts customers in your jurisdiction.
- Request the current checklist: ask which identity and address documents it accepts, whether PAN is required for your specific route, and whether it supports in-person or conditional remote onboarding.
- Confirm commercial and operational terms: ask about eligible currencies, minimum balance, fees, funding and withdrawal methods, and any account activation steps. The cited regulatory materials do not establish current provider-specific fees or balance requirements.
- For an investment, review the governing documents: confirm eligibility, limits, KYC requirements and other conditions in the current regulatory framework and the actual fund’s offer documents before investing.
