‘Get your house in order’: IMF chief’s warning to France over debt and bond yields

IMF Managing Director Kristalina Georgieva was quoted as telling France to “get your house in order” in a CNBC interview, according to a report published by PrimeXBT on October 7, 2026. The interview wording has not been independently confirmed against a CNBC transcript or recording, so the phrase should be treated as a secondary report’s attribution.

The underlying fiscal concern is clear in the IMF’s July 2026 assessment: France’s general-government deficit was 5.1% of GDP in 2025, and the Fund recommends bringing it below 3% by 2029. Higher sovereign yields can make refinancing more expensive over time, but the available official figures do not establish that France’s 10-year borrowing rate had overtaken Italy’s.

What did the IMF chief say to France?

PrimeXBT’s October 7, 2026 report attributes the phrase “get your house in order” to Georgieva in a CNBC interview. Because the original interview could not be independently verified against a transcript or recording, it is safest to describe this as a reported quote rather than a confirmed verbatim statement.

The broader policy message is consistent with the IMF’s own France assessment: reduce the deficit through credible, growth-friendly measures, with spending restraint at the centre, while protecting vulnerable groups and allowing room for structural reforms.

Why is the IMF concerned about France’s deficit?

France’s general-government deficit was 5.1% of GDP in 2025, according to the IMF’s July 2026 Article IV assessment. The Fund recommends lowering it below 3% of GDP by 2029. That is a policy objective, not a result already achieved.

Measure Figure What it means
2025 general-government deficit 5.1% of GDP IMF-reported outturn for 2025.
2029 deficit objective Below 3% of GDP IMF-recommended target, not a forecast of a guaranteed outcome.
2026 budget deficit 5% of GDP Figure for the budget discussed in the IMF staff report.
Medium-term deficit baseline 3.5% of GDP IMF staff’s baseline projection; the report does not describe this as the IMF’s recommended objective.
Public debt by 2030 Nearly 122% of GDP IMF staff baseline projection, not an observed 2030 result.

The IMF projects real GDP growth of 0.6% in 2026, down from 0.9% in 2025, with a gradual recovery expected in 2027. These are projections, not settled outcomes. The Fund’s July 2026 assessment also describes France’s banking sector as resilient and financial-stability risks as contained; that short-term assessment does not remove the fiscal risks associated with persistently high debt.

What do higher bond yields mean for France?

A bond’s yield is the return implied by its market price and future cash flows. When investors require a higher yield on new government borrowing, or when maturing debt must be refinanced at higher rates, the government’s financing costs can increase. The effect on the overall interest bill builds over time as debt comes due and is renewed; existing fixed-rate bonds do not all reprice immediately.

The IMF’s 2025 France staff report identified higher sovereign yields as a risk to refinancing costs, medium-term debt dynamics and the government’s fiscal room. In that report, staff said yields had risen by about 15 basis points since the June 2024 European elections. That is a historical comparison from the 2025 report, not a measure of the move in yields in October 2026.

What does the latest French yield figure show?

Agence France Trésor displayed a 4.83% TEC 10 benchmark on October 7, 2026. TEC 10 is a French Treasury benchmark rate; that figure is not, by itself, a verified closing yield on a specific 10-year French OAT.

It also does not establish that French 10-year yields were higher than Italy’s. A valid country comparison needs yields for comparable 10-year instruments observed at the same time. The available Treasury figure alone cannot show that ranking or the size of any France–Italy spread.

How France’s position changed from the previous IMF assessment

The IMF’s July 2025 Article IV release reported a 2024 general-government deficit of 5.8% of GDP and gross debt of 113.1% of GDP. Those are 2024 figures published in 2025, not current measurements. The later 2026 assessment put the 2025 deficit at 5.1% of GDP: an improvement, but still above the IMF’s recommended path to get below 3% by 2029.

The distinction matters when reading the warning: an improved annual deficit does not mean the deficit is low, the IMF’s target has been met, or debt is projected to fall. The staff report’s baseline instead sees debt approaching 122% of GDP by 2030, while assessing short-term sovereign distress risk as low and overall debt distress risk as moderate.
