Yes—Germany is experiencing a startup boom in company formation and recorded venture investment, but the gains are uneven. New-founding figures are rising, university links are helping founders, and large DeepTech and defense rounds are lifting investment. Yet the startup business climate remains far below its 2019 level, early-stage round counts are stagnating, bureaucracy persists, and many founders who want an IPO favor the US over Germany.
The evidence points to a stronger pipeline, not an across-the-board improvement in the conditions startups face. Formation counts, survey responses and venture-capital totals measure different things—and none alone shows how easily a company can grow into a large, durable business.

What the startup boom figures show—and what they don’t
Germany recorded 3,568 startup foundations in 2025, 29% more than in 2024 and above the previous record year, 2021, according to the Federal Ministry for Economic Affairs and Energy (BMWE), drawing on an analysis by Startup-Verband and startupdetector. The ministry’s 2026 strategy page also reports more than 3,000 startups founded in the first half of 2026, an increase of more than 50% compared with the second half of 2025. That is a half-year-to-half-year comparison, not a year-over-year growth rate or a full-year forecast. BMWE: Startup and Scaleup Strategy

These startup-specific counts should not be confused with KfW’s broader measure of business formation. KfW’s Gründungsmonitor covers self-employment that includes side businesses, liberal professions, participations and takeovers, not just startups. KfW says business formation increased in 2025, while the shift toward side-business formation continued. Its results therefore describe a wider population and cannot be directly compared with startup registry counts. KfW-Gründungsmonitor 2026

What is working for German startups
Universities and research institutions help turn ideas into companies
More than half of surveyed founders—50.5%—said their startup received support from a university or research institution, and nearly 70% said that support was important to the company’s development, according to the German Startup Monitor 2026. Founders most often pointed to access to talent (38.6%) and links to the startup scene (36.3%). Those findings suggest that research institutions can provide more than technology: they can connect a new company with skilled people and a broader business network. German Startup Monitor 2026
Founder expectations have improved, though confidence remains subdued
The Startup-Verband’s startup business-climate measure rose to 33.2 points in 2026 from 31.7 in 2025. That remains well below its 2019 reading of 52.7. In the same monitor, 58.5% of respondents expected the business situation to improve over the next six months. This is a statement of expectation, not evidence that conditions subsequently improved.
Investment is reaching some capital-intensive sectors
The monitor reports €8.0 billion in venture capital invested through September 2026 and projects €12 billion for the full year. It attributes the increase to large rounds, with early-stage round counts stagnating. In the report’s 2025-to-2026 comparison, DeepTech investment rises from €2.9 billion to €6.4 billion, while defense investment rises from €1.1 billion to €3.0 billion. These sector figures are presented as the monitor reports them; the €8.0 billion is a through-September total, while €12 billion is a projection, not a completed full-year result.

AI is central to more founders’ products
In the 2026 monitor, 53.3% of startups said AI was at the center of their product, up from 45.1% the year before. This is a survey measure of how founders describe their products—not a count of AI companies or proof that those products have found customers or become profitable.
The Startup-Verband summary also cites Dealroom figures for AI investment in 2026: €307.6 billion in the US, €27.2 billion in Europe and €5.7 billion in Germany. These are attributed figures from the association’s summary, not independently verified here; they indicate the scale of the reported geographic gap, not directly comparable startup outcomes.
B2B gives startups a large route into the economy
Business-to-business revenue accounted for 76.5% of startup revenue in the 2026 monitor, a record share according to the association. Cooperation with established companies was reported by 54.1% of startups, down from 61.9% in 2024. Among respondents who assessed the return from such cooperation, 74.2% described it positively. The figures indicate that corporate relationships can pay off, while also showing that fewer startups reported such cooperation than two years earlier.

What is holding German startups back
More funding does not mean funding is easy to find at every stage
Large DeepTech and defense rounds can lift the national investment total without improving access for a typical early-stage company. The monitor’s report of stagnating early-stage round counts is an important counterweight to the headline capital figures: aggregate euros and the number of companies able to raise are different measures.
Scaling and domestic exits remain difficult
Germany had 39 unicorn startups by mid-September 2026, according to the Startup-Verband. Among monitor respondents with IPO ambitions, 61.9% preferred the US as a listing location and 27.0% preferred Germany. This is a stated preference among survey respondents—not a count of firms that moved overseas, listed abroad or were unable to list in Germany. Still, it points to a challenge beyond forming companies: retaining attractive routes to scale and exit.
Digital sovereignty runs into product and performance gaps
In the 2026 monitor, 64.2% of startups said they used US providers for most or all of their cloud, software and AI technology stack. At the same time, 59.0% said they were trying to shift toward European providers. Founders cited lower functionality (63.0%) and the absence of a European alternative for their use case (54.8%) as common barriers. A preference for local or European suppliers does not by itself solve a practical gap in capability, availability or cost.

Bureaucracy remains a business-formation burden
KfW reports that bureaucracy weighs on many founders and that legal and regulatory requirements consume work time. Its broader survey suggests formation activity in 2026 may be similar to 2025, with modest upside and downside risks. The finding is about business formation across KfW’s wider population, rather than startups alone. KfW-Gründungsmonitor 2026
Corporate partnerships can deliver value, but processes may be slow
The positive returns reported by many founders who assessed corporate cooperation sit alongside a fall in the share saying they collaborated with established firms. The monitor also identifies process speed as a weaker part of the collaboration experience. For a young company, a partnership can be commercially useful but still take time to navigate.
Talent is a smaller reported obstacle—not a solved problem
The share of startups calling the search for suitable employees a major obstacle fell to 14.9% in 2026 from 30.0% in 2024, according to the Startup Monitor. Among startups with at least 50 employees, the share fell to 18.3% from 56.3% over the same period. The decline is notable, but the responses do not establish that every company can hire the people it needs or that the improvement will last.

What Germany’s new startup strategy is meant to change
The federal Startup and Scaleup Strategy, adopted by the Cabinet on July 22, 2026, comprises roughly 150 measures, according to BMWE. Its announced aims include reducing bureaucracy, mobilizing public and private venture capital, improving the transfer of research into commercial ventures, and supporting future technologies. These are policy commitments and intended areas of action; the strategy’s existence does not establish that administrative burdens have fallen or that its measures have produced results. BMWE: Cabinet adopts Startup and Scaleup Strategy
The strategy addresses several of the constraints visible in the startup evidence, but its impact will depend on implementation and on whether support reaches founders beyond the largest rounds and established hubs. The available national figures do not provide a comparable regional scorecard, so they cannot establish which German city or state leads across formation, funding and scaling.
Is Germany good for startups in 2026?
Germany offers active startup formation, useful links between research and entrepreneurship, and substantial investment in selected sectors. The harder part is converting that activity into broad-based growth: founders still report a subdued business climate, early-stage capital is not rising in step with headline investment, and the preferred IPO destination among respondents with ambitions to list is often the US.

For readers assessing the ecosystem, the key distinction is between inputs and outcomes. New-company counts, public strategy measures and total investment show activity or intent; they do not by themselves show whether a typical startup can hire, find suitable technology providers, reach customers, raise its next round and scale in Germany.
