Geopolitics and the Cyber Resilience Gap Belong in Your Threat Model

A cyber threat model that stops at your organization’s network misses two things that can shape an incident: political developments that influence cyber activity, and the suppliers and technology dependencies through which an incident can reach you. Treat geopolitics as a factor in scenario planning—not as a prediction that a particular actor will attack your organization—and make supplier exposure, business impact and recovery part of the same risk picture.

How can geopolitics change the cyber threats an organization faces?

Political events can affect the timing, targets and character of cyber activity. A campaign may be aligned with a political development, while state-aligned operations, cyberespionage and hacktivism can pursue different aims and have different effects. The practical implication is not that every organization in a country or sector will be targeted. It is that political context can change which scenarios deserve attention and how quickly their likelihood or impact might change.

ENISA’s 2025 Threat Landscape analyzed 4,875 selected incidents from 1 July 2024 through 30 June 2025 in the European Union. It describes campaigns aligned with political developments alongside state-aligned operations, hacktivism and cyberespionage. That is evidence of observable activity in the report’s scope, not a probability estimate for any particular company.

ENISA’s 2026 threat-landscape announcement reports that, across observed EU incidents and events during calendar year 2025, 57% were ideology-driven and nearly 30% financially motivated. It also records 4,709 hacktivist claims against EU Member States, more than 89% of which involved DDoS; 51% of recorded cases were low-impact DDoS, and 73% of targeted organizations were essential or important entities. Those figures describe ENISA’s reporting and incident selection. They do not establish an individual organization’s odds of attack, and a claim of activity is not the same thing as a confirmed intrusion.

Use geopolitical context to ask whether a scenario has become more plausible, urgent or consequential, then test that scenario against your organization’s exposure. Avoid treating a country label as a risk score: the service involved, access granted, data handled, legal or control relationships, concentration and recovery options are more useful questions.

Why do suppliers make geopolitical cyber risk a resilience issue?

Critical operations often depend on services, software, infrastructure and support outside an organization’s direct control. A provider’s compromise or outage can therefore affect customers even when their own networks have not been breached. The same dependency can create concentration risk: multiple important functions may rely on one provider, a shared platform or a limited set of downstream suppliers.

NIST’s Key Practices in Cyber Supply Chain Risk Management describes the visibility limits organizations face across supply ecosystems and treats cyber supply-chain risk management as a resilience capability. ENISA’s 2025 landscape also reports continued targeting of supply chains and third parties. The perimeter to model is therefore not only the one your security team administers; it includes the dependencies whose failure could interrupt your services or expose data.

Geopolitical conditions may matter to a dependency where they affect ownership, control, access, availability, or the ability to support and restore a product or service. They should inform specific questions about the relationship, rather than substitute for evidence about it.

What should supplier due diligence examine?

NIST SP 1326, the Due Diligence Assessment Quick-Start Guide, was published on 8 July 2026 and covers ICT suppliers. Its five components provide a practical structure for reviewing a critical dependency:

  1. Foreign ownership, control or influence: Understand who owns or controls the supplier and whether relevant relationships could affect access, operations or support. Assess the specific relationship and applicable jurisdiction; do not infer risk from nationality alone.
  2. Provenance: Establish where the product, service and important components come from, including relevant development, hosting, support and update arrangements. Ask what the supplier can document and where its own visibility ends.
  3. Resilience: Determine how the supplier handles disruption, maintains service, communicates incidents and restores operations. Consider whether your organization can continue critical work during an outage.
  4. Foundational cybersecurity practices: Seek evidence of the supplier’s security controls and operating practices relevant to the access, systems and data involved in your relationship.
  5. Supply-chain tiers: Identify material subcontractors and downstream dependencies. Record where the supplier cannot provide visibility, rather than treating an incomplete picture as assurance.

Scale the depth of review to business criticality and exposure. A provider with privileged access to sensitive systems warrants different scrutiny from a low-impact service. For each answer, record the evidence, its date, any gaps and who will resolve them; a questionnaire alone is not proof that a control works.

How do you turn supplier findings into an actionable threat model?

Describe scenarios in terms of a cause, the dependency it affects, the business consequence and the response options. For example: a supplier compromise affects a service account and exposes customer data; a geopolitical disruption prevents a provider from supporting a critical platform; or a shared infrastructure outage interrupts several business functions at once. These are planning scenarios, not predictions.

For each critical dependency, capture the scenario in an enterprise risk register. NIST’s IR 8286A Rev. 1, published in December 2025, recommends documenting likelihood and impact in risk registers integrated into an enterprise risk profile, so leaders can prioritize response and monitoring.

  • Dependency and exposure: Name the service or product, its business owner, the function it supports, data involved, access granted, known concentration points and material downstream dependencies.
  • Scenario and impact: State what could happen and how it would affect operations, customers, safety, legal obligations or data. Distinguish a temporary outage from compromise or loss of integrity.
  • Likelihood and evidence: Record the rationale, indicators and assumptions behind the assessment, including supplier disclosures and relevant changes in the threat environment. Avoid converting broad regional statistics into a company-specific probability.
  • Response and accountability: Assign an owner and choose options such as reducing access, monitoring, requiring corrective action, preparing an alternative, accepting the risk or changing the dependency. Set review triggers and escalation thresholds.
  • Recovery targets: Define how long the business can tolerate disruption, what minimum service must continue, how restoration will be validated, and who can authorize a workaround or switch.

This record makes it possible to compare risks by business impact and response needs, rather than by a supplier’s headline or country of origin. Revisit it when a provider changes ownership, access, hosting, subcontractors or support arrangements, and when material political or threat developments change the assumptions behind a scenario.

How can teams test whether their plans work?

A tabletop exercise can expose gaps that a supplier questionnaire or written continuity plan will not. CISA’s Cybersecurity Scenarios page includes a Vendor Supply Chain Compromise package dated August 2024, alongside scenarios such as ransomware, phishing and insider threat.

Run an exercise around a realistic dependency and ask participants to make decisions as new information arrives. Start with a report that the supplier’s service is unavailable or may be compromised. Then introduce complications: the supplier cannot yet confirm the scope, a downstream provider is involved, data integrity is uncertain, or normal support is delayed. Include business owners, security, IT operations, legal, communications, procurement and continuity leads, as relevant.

  • Who confirms the incident and contacts the supplier?
  • Which business functions must be kept running, and what can be paused?
  • Who can revoke access, activate a workaround or approve a switch?
  • How will the organization determine whether restored systems and data are trustworthy?
  • What must be communicated to customers, regulators or other stakeholders, and who approves it?

Capture decisions, delays, missing contacts, unclear authority and technical dependencies. Convert each gap into an owner, an action and a due date, then retest the changes. An exercise is useful when it changes how the organization can respond, not merely when participants complete the scenario.

What does resilience mean beyond preventing an attack?

Controls that reduce particular pathways remain valuable. For example, phishing-resistant authentication can make account compromise through phishing harder; ENISA’s 2025 landscape identifies phishing as the dominant intrusion vector in its report’s incident analysis. But authentication does not reveal downstream suppliers, keep a critical service available during a provider outage, or determine whether restored software and data are trustworthy.

Resilience means being able to anticipate relevant disruption, withstand what cannot be prevented, respond coherently and recover operations with confidence. That requires security controls alongside supplier visibility, continuity arrangements, incident response and tested decision-making. No single product or supplier questionnaire can replace those capabilities.
