The reported aim is to make work on the ground more transparent and verifiable and help share relevant information with local stakeholders. This is a construction-phase monitoring direction, not a new project approval.
What did the Luhri committee order?
At its second meeting, held earlier in the week and chaired by Himachal Pradesh forest force chief (HoFF) Sanjay Sood, the multidisciplinary committee reportedly called for geo-tagged photographs and proper records of environmental and forest conservation activity. Hindustan Times said 14 of the committee’s 15 members participated. The committee was constituted by the Union Ministry of Environment, Forest and Climate Change to oversee implementation and monitoring of environmental safeguards during construction.

The report says Sood appreciated a documentary and video prepared by the Divisional Forest Officer (DFO), Rampur, about the catchment area treatment plan. He directed other forest divisions and concerned departments to prepare video documentation of environmental protection and development work for wider sharing. The account does not specify how the files should be captured, verified, submitted, or made public.
Which project and safeguards are involved?
SJVN identifies Luhri Hydro Electric Project on the Satluj, across Shimla, Kullu and Mandi districts of Himachal Pradesh. Its project page lists environmental clearance dated 17 March 2020. A Government of India Forest Clearance Portal record describes Stage I as a run-of-river project with a dam and toe power house near Nirath, downstream of Rampur.

The photo and video direction concerns environmental and forest safeguards during construction of Stage I. It should not be read as a new clearance, a change to project status, or evidence that particular mitigation work has been completed.

SJVN’s official project and compliance information lists multiple environmental and forest compliance reports for Luhri Stage I, including a six-monthly environmental-clearance compliance report covering October 2025 to March 2026. These filings show that a formal reporting trail exists alongside the committee’s reported emphasis on visual documentation. Their existence does not independently confirm the new direction or establish that the listed report incorporates it.

Hindustan Times’ account does not reproduce committee minutes or a written order. Until an official record provides further detail, the following operational points are not established:
- Which location and metadata standards photographs must use.
- Video format, verification requirements, and how records should be stored.
- Deadlines, reporting cadence, and the units responsible for each submission.
- Whether or how the material will be accessible to local stakeholders or the public.
The reported direction therefore signals a push for more verifiable, location-linked documentation, while leaving the procedures for carrying it out open.
