That is one publisher’s ranking—not an official game rating or a universal verdict on who is best. Other current guides place the pair differently, so team fit and the criteria behind each list matter more than comparing tier labels at face value.
What the Version 7.1.0 list says
Pocket Gamer’s guide ranks characters on a scale from SS through D. Its October 5 update adds Vesna and Vodyanitsa, with both appearing in SS in the guide’s search-indexed text. That identifies their placement in this particular list; it does not establish that they outperform every character in every team or account.

The disagreement is meaningful: Vodyanitsa is SS in Pocket Gamer’s list but S in Beebom’s, while Genshin-Build places the two characters in different tiers on a separate scale. These rankings answer slightly different questions, so a tier label alone is not a reliable measure of a character’s value to your account.
What the placements mean for each character
Vesna: assess the team, not only the tier
Icy Veins describes Vesna as an Anemo DPS and notes that her value depends on investment and the teammates available. It also compares her with Yumemizuki Mizuki, describing them as Stellar-Swirl DPS characters with overlapping teammates. That makes the relevant question whether Vesna brings something useful to your roster—not simply whether one list places her in SS.

Vodyanitsa: support value depends on who she supports
Icy Veins describes Vodyanitsa as a support with healing, Hydro application, and resistance reduction. It notes that she may be a modest upgrade in some situations and is not always the standout support for a particular DPS. Consider whether those functions improve a team you actually use; a high general ranking does not guarantee a large upgrade for every roster.

A current team example—and its limits
GameWith’s October 6 team guide recommends a Stellar-Swirl lineup of Vesna, Vodyanitsa, Odette, and Faruzan. It says Sucrose can replace Faruzan, and that Yumemizuki Mizuki at C2 or higher can be used in place of Vesna with similar performance. Treat this as GameWith’s team recommendation, not a guarantee of equal results for every account: the advice is tied to the lineup and, in Mizuki’s case, a specific constellation level.

How to use the tier list when comparing your roster
- Start with the role. Check whether you need an on-field damage dealer, a damage-support character, or support and sustain. A character’s ranking in one role does not automatically describe their usefulness in another.
- Check team fit. Look at the reactions and teammates a guide assumes. For Vesna and Vodyanitsa, the cited team example is built around Stellar Swirl; a ranking based on that setup may not describe their value in a different composition.
- Read the investment assumptions. Note whether a placement assumes a particular constellation or access to key teammates. Genshin-Build explicitly ties placements to role and assumed constellation; GameWith’s Mizuki alternative, for example, specifies C2 or higher.
- Match the ranking to your goal. A guide’s endgame-oriented assessment may not answer whether a character is comfortable for exploration or sufficient for less demanding content. Decide what you want the character to do before treating a tier as a pull signal.
- Compare against your own account. Ask whether the character fills a missing role or meaningfully improves a team you already have. A placement cannot account for every player’s roster and priorities.
Does a lower tier mean a character cannot clear content?
No. Icy Veins cautions that every character can be viable regardless of ranking and can clear all content with enough investment. A tier list is best read as a relative editorial estimate under stated assumptions, not a pass-or-fail test for a character or account.
