Use traditional automation when a task has stable rules, structured inputs and outputs that can be checked exactly. Consider generative AI when people must interpret or create variable, mostly unstructured material such as emails, contracts or free-form requests. A hybrid design is often the practical choice: deterministic software controls routing, permissions and records while a bounded AI step proposes an interpretation or draft for validation. The right answer depends on error impact, review effort, data exposure, audit needs, integration work and measured value—not on which technology is more fashionable.
What the two approaches actually do
Traditional automation
Conventional automation executes a defined sequence. A trigger starts the workflow, rules evaluate known fields, and the system writes a predictable result to another system. Examples include moving an approved purchase order into an accounting queue, calculating a tax amount from coded fields, or sending a reminder seven days before a contractual date.

Its strength is determinism. Given the same input and configuration, it should produce the same output. That makes testing, audit trails and exact acceptance criteria straightforward. The trade-off is brittleness: a new document layout, an unfamiliar phrase or an exception outside the rules can stop the process or send it to a manual queue. Every change to a rule, interface or data schema also creates maintenance work.

Generative AI infers patterns from a model and produces a response such as a summary, classification, extraction, explanation or draft. It can work with text, images, audio or mixed documents whose wording and layout vary. A model may read a customer message, identify the apparent issue and draft a reply without a developer specifying every possible phrase.

That flexibility is also the central control problem. Outputs are probabilistic, can change after a model or prompt update, and may sound confident when wrong. Exact ground truth may be unavailable for some cases, making quality harder to measure. A production design therefore needs constrained instructions, representative testing, validation rules and a human escalation path.
| Dimension | Traditional automation | Generative AI |
|---|---|---|
| Typical input | Structured fields, stable file formats and known values | Variable text, documents, images or conversational requests |
| Output behavior | Deterministic and template- or rule-based | Probabilistic, language-rich and variable |
| Best acceptance test | Exact rule and value checks | Quality rubric, factual checks and human review for defined cases |
| Main failure pattern | Unhandled exception or broken integration | Incorrect, incomplete, biased or fabricated content |
| Strength | Repeatability, traceability and predictable cost | Interpretation and drafting across diverse material |
| Primary control need | Versioned rules, interface tests and exception routing | Data controls, evaluation, monitoring and intervention |
A decision rule you can apply to any task
Describe the work before choosing a technology. Record the input, desired output, exceptions, volume, current failure rate and consequence of an incorrect result. Then answer these questions in order.
| Question | If the answer is mostly “yes” | Likely direction |
|---|---|---|
| Are inputs and fields stable and machine-readable? | Values arrive in known formats with limited variation. | Traditional automation |
| Can the correct output be expressed as explicit rules or a fixed template? | Two reviewers should reach the same answer from the same fields. | Traditional automation |
| Does the work require interpreting varied language or creating a draft? | People currently read, summarize, classify or compose from free-form material. | Generative AI, with controls |
| Would a wrong answer be difficult to detect or reverse? | The result could affect safety, legal rights, money or reputation. | Deterministic controls and mandatory human approval; AI only in a bounded assistive role |
| Are sensitive data restricted from external processing? | Policy or law limits where content may be sent or retained. | Existing approved automation, or an AI deployment with verified data controls |
| Do systems, rules or interfaces change frequently? | Maintenance is already a major source of incidents. | Compare total maintenance effort; do not assume AI eliminates it |
This is a practical synthesis of NIST risk-management guidance and McKinsey’s process-inventory approach, not a universal benchmark. Test the chosen design on the actual task.
When conventional automation is the better fit
Stable, high-volume transactions
Use rules when every record follows the same path: validate required fields, calculate a value, update a database and notify the next queue. Examples include recurring reconciliations, account provisioning from an approved request and status changes driven by a known event.
Outputs with zero-tolerance constraints
If an output must equal a contractual amount, an approved code or a specific date, calculate it with deterministic logic. A model may help explain a result to a person, but it should not replace the authoritative calculation.
Strong audit and repeatability requirements
Regulated or contested processes often need to show which rule ran, which input version was used and who approved an exception. Versioned workflow definitions and append-only logs make that evidence easier to produce than a free-form model response.
Predictable exception handling
When exceptions can be enumerated—missing tax ID, duplicate invoice number, expired authorization—route each condition to a named queue. If the exception set is stable, adding a rule is usually safer than asking a model to improvise.

Interfaces that rarely change
Automation pays off when integrations remain stable long enough to amortize development and testing. Include the cost of maintaining connectors, credentials, schemas and regression tests; a “simple” workflow becomes expensive if an upstream application changes every month.
When generative AI can add value
Unstructured intake
AI is useful when a person must first understand content before a workflow can start: a long email, a policy document, a scanned form or a support conversation. The model can propose fields or a category, while deterministic checks verify required values and a person handles low-confidence cases.
Summaries and first drafts
Meeting notes, case histories and internal reports often need a concise draft rather than a mathematically exact answer. Define what the summary must include, require links or quoted evidence where possible, and prohibit the system from inventing missing facts.
Many valid phrasings
Classification by intent, tone or topic may involve language that cannot be covered economically by a long list of rules. A model can map varied wording to a controlled label set, provided the label definitions, confidence policy and escalation route are explicit.

Start with suggestions, retrieval or drafting rather than direct changes to financial records, permissions or customer entitlements. Let a reviewer accept, edit or reject the proposal, and record that decision for evaluation.
Do not use a model merely because the input is text. If the text follows a rigid form and the result can be checked with exact rules, conventional parsing may be simpler, cheaper to test and easier to audit.
Why a hybrid workflow is often the safest design
A hybrid separates probabilistic interpretation from deterministic execution. The workflow engine authenticates the user, enforces permissions, stores the source document, applies business rules and records approvals. The AI component performs one bounded task—such as extracting a candidate contract date or drafting a response—and returns structured fields plus supporting text. A validator checks format, range, required evidence and policy constraints before a person or rule commits the result.

How to compare options with a fair pilot
A pilot should compare the current process, a rules-based alternative and an AI or hybrid alternative on the same representative work. McKinsey’s process-inventory guidance supports mapping where automation exists and where additional deployment may create value; NIST supplies the risk-lifecycle perspective.
- Define the task boundary. State the trigger, inputs, output, downstream action, exclusions and owner. Separate one task from the larger process so results are attributable.
- Build a representative test set. Include normal cases, rare formats, incomplete records, ambiguous wording, adversarial content and historical failures. Remove or protect personal and confidential data according to policy.
- Baseline the current method. Measure completion time, quality, exception rate, reviewer minutes, rework, operating cost and the impact of errors before changing anything.
- Specify acceptance criteria. For deterministic steps, define exact field and transition checks. For AI outputs, create a rubric for factuality, completeness, policy compliance, tone and citation or evidence requirements.
- Test failure modes deliberately. Try missing fields, conflicting documents, prompt injection, malicious files, out-of-scope requests and service outages. Record whether the system refuses, escalates or takes an unsafe action.
- Review data and security controls. Identify what is sent to a model, where it is processed, retention and deletion behavior, access roles, encryption, logging and supplier dependencies. Confirm that the intended use is permitted.
- Set stop conditions and an escalation path. Examples include an unacceptable error rate in a high-impact category, inability to provide an audit trail, a privacy control failure or review effort that exceeds the baseline. Name the person empowered to pause the pilot.
- Run a limited production phase. Begin with human approval, sample outputs after release, compare results with the baseline and investigate drift. Expand scope only after the owner signs off on evidence.
Compare task completion, quality, exception volume, human review time, total operating cost and risk—not just model response speed.
Risk, privacy and security differences
NIST explains that AI can introduce risks that ordinary software frameworks do not comprehensively address. Relevant questions include whether development data represent the intended context, whether useful ground truth exists, how harmful bias could arise, and how attacks target machine-learning systems. Generative systems also create complex attack surfaces, inherit risks from third-party technology and may be used outside their intended context.
- Data suitability: Is the source material accurate, representative and permitted for the proposed processing? Sensitive information may require redaction, isolation or a deployment that meets your contractual and legal requirements.
- Verifiability: Can a reviewer check the result against the source? If not, restrict the model to low-impact assistance or redesign the task.
- Confident errors: What happens when an answer is plausible but wrong? Require evidence, confidence thresholds, deterministic checks or mandatory approval before consequential actions.
- Adversarial content: Treat documents and user prompts as untrusted input. Test for instruction injection, malicious attachments, data exfiltration and attempts to bypass policy.
- Bias and unequal impact: Measure outcomes across relevant groups and contexts where decisions affect people. An average score can hide serious failures for a subgroup.
- Third-party dependence: Document model, hosting, update, retention and incident-notification terms. A change outside your team can alter behavior or availability.
- Off-label use: Prevent a tool approved for drafting from silently becoming an autonomous decision-maker. Permissions and interface design should enforce the approved scope.
NIST’s Generative AI Profile, published July 26, 2024, is a cross-sector companion to AI RMF 1.0 with suggested actions for managing these risks across the lifecycle.
Use the NIST AI RMF as a lifecycle checklist
The NIST AI Risk Management Framework is voluntary and outcome-oriented; it does not certify that a system is safe or prescribe one implementation. Its four functions organize work that should continue after launch.
| Function | Questions for a business task | Evidence to retain |
|---|---|---|
| Govern | Who owns the system, approves its scope, handles incidents and reviews suppliers? | Policies, roles, approvals, training and escalation records |
| Map | What context, users, data, impacts, dependencies and intended uses define the task? | Process map, data-flow diagram, impact assessment and use-case statement |
| Measure | How will quality, security, bias, privacy, reliability and drift be evaluated? | Test set, metrics, red-team results, thresholds and monitoring dashboards |
| Manage | What controls reduce identified risks, and when will the system be paused, changed or retired? | Mitigation plan, incident tickets, change approvals and retirement criteria |
The AI RMF Core states: “Risk management should be continuous, timely, and performed throughout the AI system lifecycle dimensions.” Apply that principle to model updates, prompt changes, new data sources and changes in the surrounding business process.

Cost and maintenance: compare the whole operating model
There is no universal price or productivity advantage for generative AI versus traditional automation on the same business task. Count all recurring components:
- Discovery, process redesign and integration development.
- Per-use model, hosting, storage, monitoring and support charges for an AI design.
- Licenses, connector fees, infrastructure and change requests for a rules-based design.
- Human review, exception handling, quality sampling and incident response.
- Security assessment, legal review, data preparation and employee training.
- Maintenance when interfaces, policies, prompts, models or source-document formats change.
- Costs of errors, rework, delays and reversals—not only the technology invoice.
A model that reduces drafting time can still lose value if reviewers must fact-check every sentence. Conversely, a rules engine with high setup cost may be economical for a stable, high-volume process. Use measured pilot results rather than a market-wide estimate to make the business case.
Examples by task type
Employee access requests
Use deterministic automation for identity verification, role mapping, approval thresholds and provisioning. AI may summarize the manager’s justification or detect a likely missing detail, but it should not grant access outside the approved rules.
Customer-service email triage
A model can classify varied messages and draft a response. Keep a controlled intent taxonomy, block unsupported promises, expose the source conversation to the reviewer and route complaints, safety issues or uncertain cases to trained staff.
Contract review
AI can locate clauses and highlight deviations for counsel. Exact obligations, dates and approvals should be checked against the document and stored with page-level evidence. Do not treat a generated summary as legal advice or as the authoritative contract record.
Monthly financial close
Rules should perform reconciliations, calculations, period locks and posting controls. AI may explain unusual variances or draft commentary, with an accountant validating figures and preserving the underlying reports.

Best Value
Common failure modes and corrections
Choosing AI for a problem that is already a rule
Symptom: A model performs a simple calculation or lookup but introduces inconsistent answers. Correction: Move the authoritative operation into deterministic code and use AI only for explanation or intake.
Automating an unstable process
Symptom: Frequent policy and interface changes create constant rework. Correction: Stabilize ownership, definitions and handoffs first; then automate the narrowest repeatable step.
Testing only easy examples
Symptom: A pilot looks successful until unusual documents or ambiguous requests appear. Correction: Add historical failures, edge cases, adversarial inputs and out-of-scope material to the test set.
Assuming confidence equals correctness
Symptom: Fluent output passes casual review despite unsupported claims. Correction: Require evidence, use independent checks and escalate consequential decisions.
Ignoring review capacity
Symptom: The system produces more exceptions than staff can process. Correction: Model reviewer minutes and queue limits before launch; reduce scope or improve upstream data quality.
Letting scope expand silently
Symptom: A drafting assistant begins sending messages or changing records without a new approval. Correction: Use least-privilege permissions, explicit action gates and change control for every new capability.
How to make the final choice
Choose traditional automation when the task is stable, structured, rule-governed and consequential outputs can be checked exactly. Choose generative AI when the scarce resource is human interpretation or drafting across varied content, and when you can provide suitable data controls, evaluation, review and monitoring. Choose a hybrid when those conditions coexist: let fixed software own state, permissions and commitments, and let AI handle a bounded language step whose output is validated before use.
McKinsey’s 2023 analysis estimated $2.6 trillion to $4.4 trillion in potential value across industries and 63 use cases. That is an analytical estimate of broad potential, not a forecast or a return guarantee for a particular company, task or implementation. Your decision should rest on the pilot baseline, risk tolerance and total operating model.
Revisit the choice when the task, data, model, supplier or regulation changes. A method that is appropriate for low-impact assistance today may require stricter controls—or a return to deterministic processing—after its scope expands.
