In finance, that usually means generative AI for tasks such as summarizing filings, drafting customer communications, searching policies, or answering questions, while predictive AI supports credit underwriting, fraud scoring, forecasting, recommendations, and other decisions based on historical data. The right choice depends on the workflow, the evidence required, and the cost of an error—not on which label sounds more advanced.
A finance team can use both in one controlled process. For example, a predictive model can rank transactions by fraud risk and a generative system can summarize the case file for an investigator. The summary does not make the risk score more accurate, and fluent generated text is not proof that an underlying prediction is correct.

What is the difference between generative and predictive AI?
NIST defines generative AI as a system that creates new content—such as text, images, audio, or video—from user prompts by learning patterns in large datasets. Predictive AI uses statistical analytics and machine learning to analyze historical data and predict future outcomes, trends, or behaviors. Recommendations, classifications, and automated credit-underwriting decisions are examples of predictive use.

| Question | Generative AI | Predictive AI |
|---|---|---|
| Primary output | New or transformed content: text, summaries, answers, drafts, code, or other media | A score, label, probability, ranking, recommendation, forecast, or decision signal |
| Typical finance inputs | Documents, conversations, policies, filings, emails, and other unstructured material, often combined with structured data | Historical, structured records such as transactions, account attributes, repayment history, prices, or operational events |
| Typical user | An analyst, service representative, investigator, lawyer, or operations employee who needs information transformed | An underwriter, fraud team, risk manager, trader, planner, or automated decision process |
| Main failure pattern | Plausible but false, incomplete, outdated, or fabricated content | Misclassification, poor calibration, drift, hidden bias, or an inappropriate decision threshold |
| Best validation question | Can a reviewer trace every important statement to an authoritative source? | Does the model perform acceptably on representative, current data and under the decision policy? |
These are useful categories rather than an absolute technical boundary. A predictive system may process text embeddings, and a generative system may be given numerical data. Classify the use by what the system is expected to do and how the result will be used.

Where each approach fits in financial services
Predictive AI for underwriting, risk and forecasting
Predictive models estimate what is likely to happen or which category best fits an observation. Common applications include:
- Credit underwriting: estimating default risk or assigning an application to an approval, review, or decline category. NIST specifically identifies credit underwriting as an example of an automated predictive-AI decision.
- Fraud detection: classifying or ranking transactions, accounts, or claims for investigation using behavioral and transaction data.
- Forecasting: estimating cash demand, collections, liquidity, losses, staffing needs, or other future values from historical patterns and current signals.
- Recommendations and next-best actions: ranking products, offers, alerts, or interventions for a customer or employee.
- Risk monitoring: detecting unusual exposures, delinquency patterns, or operational events and assigning a severity score.
A predictive output is not automatically a decision. A score must be connected to a policy, threshold, review path, and documented responsibility. Teams should also test calibration, performance across relevant groups, stability over time, and the consequences of false positives and false negatives.
Generative AI for documents, search and service
Generative systems are most naturally used when the work product is language or another form of content:
Recommended Free Tools
- Summarizing a filing, policy, contract, meeting, investigation record, or customer conversation.
- Drafting or editing a customer response, internal memo, disclosure, procedure, or report for human approval.
- Searching a controlled knowledge base through a conversational interface.
- Extracting and explaining information from unstructured documents.
- Translating, reformatting, or converting material into a specified template.
FINRA has reported that broker-dealers and other financial-services firms are exploring these technologies for operational efficiency and customer service. That observation establishes industry activity, not a guaranteed productivity, accuracy, or cost improvement. Any generated answer used in a regulated process still requires appropriate review and recordkeeping.
Fraud and compliance: divide the roles deliberately
Fraud work often benefits from a two-part design. Predictive methods can score transactions or accounts using structured events, while generative AI can organize unstructured evidence for an investigator. A case assistant might produce a chronology of emails, prior alerts, and identity documents; the investigator then checks the cited records and makes the disposition under existing procedures.

This division is a task-based design inference, not proof that one approach detects more fraud than the other. No controlled head-to-head performance result for a particular fraud system is available. Validate each component separately, test the handoff between them, and require human review when an alert could freeze funds, close an account, file a report, or affect a customer.
Investment research and market information
Generative AI can summarize public documents, compare stated assumptions, or help an analyst locate passages in a long report. It should not be presented as a reliable market forecast merely because it writes confidently. A generated answer may be inaccurate, incomplete, misleading, outdated, or fabricated.

A joint investor warning from FINRA, the SEC Office of Investor Education and Advocacy, and NASAA dated January 25, 2024 advises investors not to rely on generated information alone for investment decisions. A predictive price or return model has a different task, but it also remains an estimate subject to data limitations, changing conditions, model error, and the investment policy governing its use. Neither output replaces independent analysis and appropriate supervision.
How the two approaches can work together
Many useful finance systems are pipelines rather than a choice of one model. Consider an accounts-payable review:
- A predictive model checks invoice, vendor, payment, and behavioral features and assigns an anomaly score.
- Rules route high-scoring items to an investigation queue; the score and threshold are stored with the case.
- A retrieval-based generative assistant gathers the relevant invoices, purchase orders, emails, and policy passages.
- The assistant drafts a source-linked chronology and lists unanswered questions. It is not allowed to invent missing evidence.
- An investigator verifies each material statement against the source records and decides whether to pay, hold, escalate, or report.
- The organization records the final outcome and later uses reviewed cases to monitor both the scoring model and the assistant.
Keeping the score, retrieved evidence, generated text, reviewer action, and final decision as separate artifacts makes the system easier to audit. It also prevents a polished explanation from being mistaken for the reason a model produced a score.

Tradeoffs that matter more than the AI label
When both approaches appear possible, compare the actual task and controls.
| Decision factor | What to examine | Why it matters |
|---|---|---|
| Task and output | Is the required result content transformation, or a score, ranking, classification, or forecast? | A model can be technically impressive yet unsuitable for the required output. |
| Data | What historical structured data, documents, labels, permissions, and retention rules are available? | Weak labels, missing history, stale documents, or unauthorized data can invalidate either approach. |
| Verifiability | Can a reviewer check the result against a system of record, and can the system show which inputs were used? | Generated prose can sound authoritative while being wrong; a decision score can be hard to challenge without traceable features and policy context. |
| Error cost | What happens after a false positive, false negative, fabricated statement, or missed risk? | Freezing an account, denying credit, misleading an investor, or missing a suspicious transaction has different consequences from a poor internal draft. |
| Explainability and oversight | What explanation, appeal, escalation, approval, and documentation are required? | High-impact decisions generally need stronger review and evidence than low-risk drafting. |
| Governance and provenance | Can the organization identify the model version, data sources, prompt or configuration, generated content, reviewer, and final action? | Provenance supports investigations, corrections, regulatory responses, and customer inquiries. |
| Operations | Assess latency, cost, integration, update cadence, monitoring, access control, and drift detection. | A model that works in a pilot may fail when data changes, volume rises, or a vendor changes its service. |
No universal finance-wide winner has been established. The appropriate evidence is validation in the specific workflow, population, geography, product, and decision policy.
Risks and controls for generative AI
Accuracy, hallucination and stale information
Require retrieval from approved sources for factual answers, show citations or document references in the user interface, and make uncertainty visible. Test adversarial prompts, ambiguous questions, long documents, conflicting policies, and missing records. A reviewer should be able to reject or correct an answer without treating the model’s wording as evidence.
Privacy and confidentiality
Classify data before it reaches a model. Apply least-privilege access, tenant separation, encryption, retention limits, redaction where appropriate, and contractual restrictions on provider training or reuse. Log access without exposing sensitive content in ordinary monitoring channels. Confirm that prompts, uploaded files, generated outputs, and support logs follow the same retention and deletion rules as other financial records.
Bias and unequal service
Test performance and refusal behavior in the contexts in which customers and employees use the system. A conversational assistant can give different quality, language, or escalation outcomes to different groups even when it is not making a formal credit decision. Measure those differences, investigate causes, and provide a human route when the system cannot respond safely.

Intellectual property and provenance
FINRA identifies intellectual-property concerns alongside accuracy, privacy, and bias. Maintain records of source documents, licenses, retrieval results, model versions, prompts or templates, and human edits. Do not assume that generated text is original, properly licensed, or suitable for external publication without review.
Security and malicious use
NIST’s Generative AI Profile names governance, pre-deployment testing, content provenance, and incident disclosure as primary considerations. FINRA’s January 2025 report describes malicious uses that include synthetic identities and account takeovers, phishing and business-email compromise, ransomware, impersonation, investment-club scams, and market manipulation using fabricated media. These are threat scenarios to plan for, not evidence that every deployment will produce them.
Controls should include prompt-injection testing, separation between model output and executable actions, strong authentication, transaction confirmation outside the model, rate limits, abuse monitoring, and an incident process that can disable the affected feature and preserve evidence.

Bias is contextual
Predictive systems can reproduce unequal outcomes when historical decisions reflect discrimination, when features act as proxies, or when data coverage differs by group. A single aggregate accuracy number cannot establish fairness. NIST’s socio-technical approach to testing, evaluation, verification, and validation connects technical performance to societal values and identifies credit-underwriting decisions as an initial proof-of-concept area.
Define the relevant populations and outcomes before testing. Examine error rates, calibration, approval or intervention rates, data quality, and changes over time where legally and operationally appropriate. Document why each feature is used, who can override the model, and how a person can challenge an outcome.
Best Value
Drift and feedback loops
Economic conditions, customer behavior, fraud tactics, product rules, and data pipelines change. Monitor input distributions, missingness, score distributions, calibration, outcome rates, and subgroup performance. Set thresholds for investigation, retraining, rollback, or temporary suspension. Be cautious when model outputs determine which outcomes later become training labels; that feedback can reinforce an earlier policy.
Decision thresholds and human review
A probability is not a policy. Specify the action associated with each score range, the evidence required for an override, the reviewer’s authority, and the appeal path. For high-impact actions, use a documented review queue rather than an unexamined automatic cutoff. Preserve the model version, features, score, threshold, policy, and final decision.
Governance and regulatory responsibility
NIST’s Generative AI Profile, published July 26, 2024 and listed as updated April 8, 2026, notes that generative systems may have less-understood opportunities, risks, and long-term performance characteristics than non-generative tools. It calls for consideration of added human review, tracking, documentation, and management oversight.
FINRA states that its rules continue to apply when member firms use generative AI or similar technologies in their businesses. Existing securities laws and supervisory obligations do not disappear because a vendor supplies the model or an employee calls it an assistant. Assign accountable owners across model risk, information security, privacy, compliance, legal, records management, procurement, and the business line.
A practical governance file should contain:
- The intended use, prohibited uses, affected people, materiality, and risk rating.
- Data lineage, permissions, retention, quality checks, and geographic or product scope.
- Model, prompt, retrieval, vendor, and configuration versions.
- Pre-deployment testing, independent validation, red-team results, and approval records.
- Monitoring metrics, alert thresholds, review samples, incidents, corrections, and rollback plans.
- Human responsibilities, escalation contacts, customer disclosures where required, and training.
A step-by-step selection and implementation method
- Write the decision or work product in one sentence. Use “estimate the likelihood of…” for predictive work or “produce a source-grounded draft/summary…” for generative work. If the sentence mixes both, separate the stages.
- Classify the consequence of an error. Identify financial loss, customer harm, legal exposure, market impact, privacy impact, and operational disruption. The consequence determines review depth and release criteria.
- Inventory the data and source of truth. Record structured fields, documents, labels, permissions, update frequency, retention, and known gaps. Do not send data to a model before its permitted use is clear.
- Define acceptance tests before building. For predictive systems, specify calibration, error, stability, subgroup, and drift measures. For generative systems, specify factuality against sources, citation coverage, refusal behavior, privacy leakage, and reviewer correction rates.
- Choose the least complex method that meets the need. A rules engine, search tool, statistical model, or supervised classifier may be safer than a generative system when the output is well-defined. Add generation only where it removes a real bottleneck.
- Build human control into the workflow. Give reviewers the evidence, not just a score or paragraph. Require approval for consequential actions and provide a way to record corrections.
- Pilot in a limited, representative setting. Compare with the existing process, include edge cases, and monitor for unequal or unexpected effects. Do not treat a successful demonstration as production validation.
- Release with monitoring and a rollback path. Version every component, alert on degradation, review samples regularly, and make it possible to disable the model or revert to the prior process without losing records.
Common mistakes and how to correct them
- Using generated prose as a forecast: replace the request with a validated predictive analysis, and label any generated narrative as an explanation rather than evidence.
- Letting a chatbot make an irreversible decision: separate answer generation from payment, account, underwriting, or reporting actions; require an authenticated human or deterministic control to authorize the action.
- Choosing a model before defining the outcome: start with the business decision, error cost, data, and acceptance test.
- Measuring only average accuracy: add calibration, subgroup analysis, drift, false-positive cost, false-negative cost, and review workload.
- Skipping source and version records: log the inputs, retrieved passages, model and configuration versions, output, reviewer, and final action.
- Assuming vendor compliance transfers responsibility: assess third-party security, privacy, data use, resilience, subcontractors, incident notification, audit rights, and exit arrangements.
- Deploying without an incident plan: define how to suspend access, notify stakeholders, preserve evidence, correct affected records, and resume only after testing.
Which AI should a finance team choose?
Choose predictive AI when the required output is a repeatable estimate, classification, ranking, recommendation, or forecast and you have suitable historical data and a measurable outcome. Choose generative AI when the bottleneck is reading, searching, drafting, translating, or explaining content and a person can verify the result against authoritative material. Use both when a predictive signal drives prioritization and a separate, source-grounded generative step helps a human understand the case.
No universal performance advantage has been established. The defensible decision is a workflow-specific one: define the task, test the system under realistic conditions, scale oversight to the consequences, and keep existing financial-services obligations in force.
