The Premier League says an independent Commission found Manchester City guilty of serious financial-rule breaches across nine seasons, involving arrangements that artificially inflated revenue and reduced costs by more than £900 million. That is a finding about City’s historical reporting and rule compliance—not a finding about Manchester United. The United comparison is about different financial measures, including transfer net spend and interest, and the headline’s “£800m in, £800m out” is not established as a defined, audited transfer calculation by the available BBC extract.
What the Commission found against Manchester City
In a statement dated 29 September 2026, the Premier League said an independent Commission found City guilty of all serious financial-rule charges concerning the relevant nine-season period, 2009/10 to 2017/18, and most of the alleged breaches relating to cooperation with the League’s investigation. The Commission’s findings, as reported by the League, are not the same thing as a sanction: the League said sanction would be dealt with separately.

The League said the arrangements involved sham commercial contracts or agreements with sponsors and other agreements funded by Abu Dhabi United Group Investment & Development Ltd (ADUG), City’s owner. It also described an arrangement involving player image rights. According to the League’s account of the Commission’s conclusions, the purpose was to inflate reported revenue and reduce reported costs by more than £900 million over the affected period. The Commission found that this made the club’s accounts misleading to auditors and football regulators; the League said properly recording the agreements would have put City substantially over both Premier League and UEFA spending limits.

The process began with a League investigation opened in December 2018. The League issued its complaint in February 2023, and the 42-day Commission hearing concluded in December 2024. The League published a redacted Core Decision and said further appendices would be made available when possible.

Sanction and appeal are separate questions
The 29 September announcement said the sanction process would be handled separately and privately until publication was permitted. It also said City had a right to appeal, with 2 October 2026 as the deadline to exercise that right. The announcement itself does not establish whether an appeal was lodged by that date, so it should not be read as a final account of the case’s procedural status. Premier League chief executive Richard Masters described it as “the most significant” disciplinary case and decision in the League’s history.
Why the United comparison needs careful accounting
The point of comparing City and United is to examine how different forms of football spending shape a club’s finances—not to suggest the Commission’s findings apply to United. Transfer spending, transfer receipts, net spend, wages, debt principal and interest are separate measures. A large figure in one category cannot be treated as proof of a breach, or substituted for a figure in another.

A BBC Sport article indexed in 2026 discusses United’s high recent net transfer spend, wage costs and 15th-place Premier League finish in 2024/25. The accessible BBC extract says United had the fifth-highest wage costs and reports Swiss Ramble’s estimate of £852 million in net interest payments since the Glazer leveraged takeover in 2005. That interest figure is an attributed estimate, not United’s transfer bill or debt principal.

So the title’s repeated “£800m” should be understood as framing, not as a verified, apples-to-apples statistic. The available BBC extract does not show which transfer years or fee definitions produce that approximate figure. In particular, a cumulative interest estimate since 2005 cannot be set against a transfer total unless both periods and methods are specified.

What City’s latest accounts do—and do not—show
Manchester City’s annual report for the financial year ended 30 June 2025 reported revenue of £694.1 million and a net loss of £9.9 million. The report also recorded £95.2 million profit on disposal of player registrations and employee costs equal to 59% of revenue. It attributed the year’s loss in part to higher player spending and lower profits from player sales.
These figures describe a later reporting year than the Commission’s 2009/10–2017/18 findings. They are useful context for City’s more recent accounts, but they do not by themselves confirm or undo the historical findings. Nor should the £95.2 million profit on player disposals be confused with gross transfer receipts: it is the accounting profit reported on disposals.

Which Premier League rules apply now?
The Premier League says clubs approved new Squad Cost Ratio (SCR) and Sustainability and Systemic Resilience (SSR) rules on 21 November 2025, for the 2026/27 season onward. The League describes SCR as capping on-pitch spending at 85% of football revenue and net profit or loss on player sales, with a multi-year 30% allowance subject to a levy. SSR assesses financial health through working-capital, liquidity and positive-equity tests. These rules should not be applied retrospectively to the Commission’s historical period. The League said the existing Profitability and Sustainability Rules (PSR) would remain in force for the rest of 2025/26.

In an October 2024 update on arbitration over its Associated Party Transaction (APT) rules, the Premier League said the tribunal upheld the system’s overall objective and most of its framework while identifying particular elements needing correction. The League describes APT as assessing related-party deals against fair market value, to prevent clubs benefiting from associated-party deals or cost reductions not made at fair market value. That arbitration is separate from the Commission’s findings against City.
