Gary Marcus Warns OpenAI Could Become “the Most Orwellian Company of All Time”

AI researcher Gary Marcus predicted in an October 2024 Stanford discussion that OpenAI could become “the most Orwellian company of all time.” The line was a warning about what he thought business pressures might lead to—not evidence that OpenAI had become a surveillance company.

What did Gary Marcus say about OpenAI?

During a discussion at Stanford’s Center for Human-Centered Artificial Intelligence in early October 2024, Marcus said, “My guess is that OpenAI is going to become the most Orwellian company of all time,” according to Futurism’s October 9, 2024 report. The same report attributed to him the explanation: “What they’re going to be pressed to do is become a surveillance company.”

Why did Marcus make the prediction?

Futurism reported that Marcus connected his forecast to two concerns: pressure on OpenAI to generate revenue and doubts about whether AI systems are reliable enough for practical use. He argued that those pressures could encourage the company to pursue surveillance as a business opportunity. That is Marcus’s reasoning and prediction; the reporting does not independently establish that these pressures would cause such a shift.

Why did he point to Paul Nakasone’s board appointment?

Marcus cited OpenAI’s 2024 appointment of Paul Nakasone, a former director of the U.S. National Security Agency, to its board as a warning sign, according to Futurism. The appointment is a reported event; Marcus’s interpretation of it is a separate claim. By itself, the appointment does not show that OpenAI pursued surveillance.

Was OpenAI already a surveillance company?

The coverage supports reporting Marcus’s forecast and his stated concerns, not describing surveillance as an established OpenAI business. The cited accounts do not provide evidence that OpenAI had made the move Marcus anticipated. They also do not include an on-record response from OpenAI to this specific prediction, so no company response or current position can be attributed on that basis.

What is established—and what is not

  • Reported: Marcus made the forecast during a Stanford HAI discussion in early October 2024, and Futurism published the quoted remarks on October 9.
  • Marcus’s view: He linked a possible turn toward surveillance to revenue pressure and concerns about AI reliability, and treated Nakasone’s board appointment as a warning sign.
  • Not established by these reports: That OpenAI had become a surveillance company, that the appointment proved a surveillance strategy, or that Marcus’s forecast came to pass.
