That distinction comes from the publishers’ descriptions of each game, not a hands-on comparison.
How the two games play
The main difference is the repeating activity each game is built around: Legends centers on puzzle combat and champion teams, while Conquest centers on kingdom development and competition with other players.

Game of Thrones: Legends: puzzle battles and RPG teams
Zynga describes Legends as a mobile RPG puzzle game. Its launch announcement lists story quests, real-time Raids, champion teams, weapons and gear, character synergies, and match-three battles. The draw is combining characters and their abilities as you work through puzzle encounters.

Zynga’s announcement says Legends includes characters and content from both Game of Thrones and House of the Dragon. It announced the worldwide launch on July 25, 2024, but that launch announcement does not establish current availability in every region or compatibility with every device. Check your local app store for current status.

Game of Thrones: Conquest: kingdom building and PvP
Warner Bros. describes Conquest as a free-to-play strategy game in which you build a house and army, raise a dragon, form alliances, and fight for the Iron Throne. Its Google Play listing adds kingdom-versus-kingdom wars, competition for Seats of Power, hero collection, and activities North of the Wall. The listing labels it as strategy, 4X, multiplayer, and competitive multiplayer.
That makes Conquest the clearer fit if you want a persistent kingdom-building loop and coordinated play with other people. Its Google Play listing also describes characters and content from Game of Thrones and House of the Dragon.
