Game Developer Crunch vs. Sustainable Production: What Studios Can Change

By Freedom251 Team · · 11 min read

Crunch is not an unavoidable feature of making games. The International Game Developers Association (IGDA) defines it as employees working overtime to meet a project deadline. Its 2023 Developer Satisfaction Survey, released in 2024, found that 28% of respondents said their job involved crunch time, while another 25% reported long or extended hours that they did not classify as crunch. Those figures are self-reported and describe the surveyed population, not every country, studio or employment arrangement.

A sustainable production model replaces deadline panic with earlier scope decisions, capacity-based schedules, funded contingency, enforceable overtime rules and worker voice. It does not mean refusing every late push; it means treating exceptional overtime as a controlled, compensated exception rather than the hidden plan for shipping.

What crunch means—and what it does not

IGDA’s formal wording is precise: “Crunch is used to describe the act of employees working overtime in order to meet a deadline in the development of a project.” The deadline link matters. A team may work long hours for many reasons, but overtime becomes crunch when it is the mechanism used to recover a schedule or force a milestone.

Crunch is different from all long hours

In IGDA’s 2023 survey, 28% of respondents reported crunch time and 25% reported long or extended hours that they did not classify as crunch. Keeping those categories separate helps a studio locate the problem. A recurring release-weekend rota, an understaffed live-service team and a one-off emergency certification fix may all produce long hours, but they require different remedies. Combining them into one “hours worked” number hides whether deadlines, staffing, on-call expectations or poor planning are driving the load.

Why the issue is also about insecurity

The same IGDA report recorded 10,500 game makers losing their jobs through layoffs in 2023. Layoffs and overtime can coexist: people may work excessive hours while fearing that a missed date will put their role at risk. A studio that wants sustainable production therefore has to address both workload and the power imbalance that makes it difficult to refuse an unreasonable request.

What the available figures can and cannot prove

The IGDA results are survey responses, not a census of the global games workforce. They should not be presented as a universal rate for every region, discipline, studio size or employment status. They do establish that, among respondents, crunch and other extended hours were common enough to be material working-condition issues. The distinction between the two percentages is more useful for management than a single headline number.

Why crunch keeps coming back

Crunch is usually the visible end of a chain of decisions made months earlier. A study of 200 published game postmortems covering 1997–2019 coded 927 problems across 20 categories. Management and production problems remained major categories; team-related problems increased during the last decade of the period; and most main root causes were related to people rather than technology. This is a postmortem-based analysis of projects that were documented publicly, not a prevalence estimate for the whole industry.

Scope grows faster than capacity

When a feature is added without removing another feature, the schedule absorbs the difference. Teams often defer the visible consequence because the next milestone is still months away. By the time the cost appears in integration, testing or certification, overtime looks like the only remaining lever. A written definition of the shippable core prevents “temporary” additions from becoming permanent commitments.

Dependencies are treated as promises

Art, design, engineering, narrative, audio, localization, accessibility and compliance work are interdependent. A task that is nominally on schedule can still block five other tasks if its interface, content or performance is unstable. Plans that track only individual tasks, rather than dependency readiness and rework, discover risk too late.

Estimates become targets

An estimate is a forecast with uncertainty; a target is a commitment. If a forecast is shortened to satisfy a date and the lost uncertainty is silently converted into unpaid effort, the plan is already depending on crunch. Teams need a visible range, an agreed confidence level and a rule for what changes when the lower-confidence date is threatened.

Late quality work is mistaken for optional work

Integration, bug fixing, platform certification, localization, accessibility reviews, ratings submissions and approvals are production work. Omitting them from the baseline schedule creates a predictable “final push.” Contingency is not spare time that can be filled with new features; it is capacity reserved for work whose exact size cannot be known at the start.

People are asked to compensate for system defects

The postmortem analysis’ finding that root causes were mostly people-related points toward staffing, communication, decision rights and management practices. New tools can improve visibility, but they cannot fix unclear ownership, contradictory priorities or a leader who repeatedly accepts an impossible date.

Crunch-heavy and sustainable production compared

The table below is an operating-model contrast for studio planning. It is not a claim that every project fits one column or that the survey percentages measure these outcomes directly.

Decision area Crunch-heavy pattern Sustainable pattern
Overtime exposure Long hours become the default recovery mechanism; “voluntary” work is socially compulsory. Normal capacity is planned first; exceptional overtime has a written trigger, owner, limit and recovery plan.
Schedule reliability A public date is protected even when internal forecasts show the plan is failing. Risk is escalated while scope, staffing or the date can still change.
Scope stability New features enter without an explicit trade-off. A change-control rule records the cost and identifies what leaves or moves.
Rework and quality Integration, test and polish are compressed into the end of the project. Dependencies, review time, bug fixing and certification are capacity lines in the plan.
Retention and absence Burnout, sickness and attrition are treated as individual resilience problems. Leave use, absence, turnover and workload trends are reviewed as production signals.
Compensation Extra effort may be described as passion or volunteering, with unclear payment or time off. Overtime terms are published, lawful compensation is provided and records match actual hours.
Psychological safety People who raise schedule risk are labelled blockers. Risk reporting is expected; confidential complaints have documented follow-up.
Worker voice Decisions flow downward after dates and scope are effectively fixed. Workers or their representatives can negotiate hours, staffing, compensation and consultation rights.
Policy enforcement Rules exist on paper but repeat violations carry no consequence. Managers are accountable for repeat deadline failures and breaches, with audits of actual hours.

What studios can change before the next milestone

1. Define a shippable core and control scope

Start with the smallest version that delivers the game’s intended player experience. Mark features as core, stretch or post-launch before production pressure rises. For every proposed change, record:

  • the player or business outcome it supports;
  • the disciplines and dependencies it adds;
  • the estimated person-hours and calendar time, including review and rework;
  • what existing work will be removed, delayed or resourced differently; and
  • the decision-maker and date by which the trade-off must be approved.

Use a change-control meeting at a fixed cadence, not an ad hoc approval in a chat channel. A feature that has no owner, estimate or trade-off is not free; it is an unpriced schedule risk. When the core is threatened, cut or defer scope before asking the team to extend its week.

2. Plan with capacity and dependency data

Build the schedule from available capacity rather than from the desired launch date. Count holidays, training, planned leave, support work and known meetings. Separate employees, contractors and vendors when their availability or legal status differs. At each milestone review, compare the plan with:

  • the confidence range for the next deliverable.

Escalate when the forecast crosses a pre-agreed threshold—for example, when a milestone needs more capacity than is available even after scope cuts. The exact threshold is a studio decision; the essential practice is escalating while a date, feature set or staffing plan can still move.

3. Budget contingency for work that always arrives

Put explicit calendar and staffing allowance around integration, platform certification, localization, accessibility, bug fixing, ratings submissions and approvals. Keep that allowance visible during scope reviews so it cannot be quietly consumed by new features. If contingency is spent early, report the new risk immediately and decide whether to reduce scope, add capacity or move the date.

4. Set enforceable overtime rules

A policy should answer practical questions before a crisis:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What counts as overtime for each employment category and jurisdiction?
  • Who can approve it, for how many hours and for how many consecutive weeks?
  • How are legally required overtime pay, time off or other remedies provided?
  • How are hours recorded when work happens remotely, on weekends or through informal requests?
  • What recovery time follows an exceptional push?
  • How can a worker decline or report unapproved overtime without retaliation?

Publish the answers, train managers and audit time records against access logs, build reports or other operational signals where lawful. Calling overtime voluntary does not make it voluntary if a person reasonably expects punishment for declining. Any policy must be reviewed against the labor rules that apply to the worker’s location and employment status.

5. Make accountability and complaints real

IGDA’s 2023 survey reported that only 38% of respondents’ workplaces had a formal equality, diversity and inclusion complaint procedure, and only 28% had a formal disciplinary process. A studio cannot claim psychological safety if a worker has no trusted route to report excessive hours, retaliation or policy breaches.

Provide at least one confidential channel independent of the immediate manager. Define intake, investigation, response times, records access and protection from retaliation. Report aggregate findings to leadership and the workforce without exposing complainants. Hold managers accountable for repeated missed commitments, inaccurate reporting or unlawful overtime—not only for the final delivery date.

6. Give workers a meaningful voice

Worker representation and collective bargaining can negotiate predictable hours, compensation, staffing levels and consultation rights. Gameworkers.org describes crunch as excessive hours, often near the end of a project and often without additional pay, and notes that a union can negotiate provisions that influence overwork culture. Whether a union can represent a particular worker depends on jurisdiction, employment status and the relevant recognition process; studios should not assume one country’s rules apply elsewhere.

Even where collective bargaining is not present, studios can establish elected worker forums, discipline-level representatives or milestone consultations. Give those groups access to schedule assumptions and enough time to raise concerns before a commitment is announced. Consultation after a date is public is information sharing, not meaningful participation.

7. Measure sustainability as a production outcome

No single, validated industry-wide sustainability score exists. Build a studio dashboard that combines workload, delivery and people indicators, then review it at the same level as budget and quality.

  • Overtime incidence: the share of milestones or weeks with approved overtime.
  • Overtime load: overtime hours divided by total hours, shown by discipline and project phase.
  • Duration: the longest consecutive run of overtime and the number of people affected.
  • Schedule variance: actual milestone date compared with the approved baseline, with the reason for each change.
  • Rework ratio: hours spent redoing work after requirement or acceptance changes divided by total development hours.
  • Defect escape: defects found after the team’s agreed quality gate, tracked by severity.
  • Leave and absence: earned leave taken, sick leave and unplanned absence, interpreted carefully because privacy and local law limit detail.
  • Attrition and vacancies: departures, regretted loss, open roles and time to replace critical skills.
  • Voice and safety: complaint volume, response time, resolution and anonymous pulse-survey results.

Do not turn the dashboard into an individual performance ranking. Its purpose is to expose system conditions early. A low complaint count can mean a healthy workplace—or that people do not trust the reporting channel—so pair it with participation and confidentiality measures.

A practical rollout plan

First 30 days: establish the baseline

  1. Publish a working definition of crunch and distinguish it from other extended hours.
  2. Collect four to eight weeks of actual hours, overtime approvals, leave, staffing and milestone movement, subject to privacy and labor requirements.
  3. Interview each discipline about blocked dependencies, recurring rework and unsafe deadline practices.
  4. Freeze nonessential scope changes while leadership agrees on the shippable core and escalation rules.
  5. Name an owner for overtime policy, complaints and the sustainability dashboard.

Days 31–60: change the planning system

  1. Re-estimate the next milestone using available capacity and a documented confidence range.
  2. Add integration, certification, localization, accessibility, bug-fixing and approval work to the schedule.
  3. Introduce a change-control record that shows cost, dependencies and the feature or date trade-off.
  4. Train producers and leads to approve, record and close overtime exceptions.
  5. Open a confidential complaint route and publish the response process.

Days 61–90: test enforcement

  1. Run the new process through a milestone, including at least one realistic scope or schedule decision.
  2. Audit recorded hours against the policy and correct missing compensation or recovery time.
  3. Review the dashboard with workers, not only executives, and investigate unexplained variance.
  4. Set consequences for repeated policy breaches and assign dates for follow-up.
  5. Document what changed, what remains risky and which decision is required next.

This sequence is deliberately operational: a policy without baseline data cannot show whether conditions changed, and a dashboard without decision rights merely measures distress.

How to respond when a deadline is already at risk

When a milestone slips, use a fixed order rather than asking everyone to work longer:

  1. Verify the forecast. Reconcile remaining work, dependencies, rework and available capacity. Separate facts from optimism.
  2. Protect the core. Identify the minimum content and quality bar required for the milestone.
  3. Trade scope. Remove, defer or simplify work with the lowest impact on the core experience.
  4. Change capacity carefully. Add qualified help only where onboarding and coordination will not create more rework.
  5. Move the date if necessary. Compare the cost of delay with the health, quality and legal cost of extended overtime.
  6. Use exceptional overtime only as a bounded last resort. Set a written cap, approval, compensation and recovery plan, and monitor actual hours daily.

If leadership rejects every scope, capacity and date trade-off, the organization has not solved the schedule problem; it has chosen overtime as the plan. Record that decision and its owner so accountability does not disappear into the team.

Legal, geographic and employment-status limits

Overtime pay, maximum hours, rest periods, leave, worker classification, collective bargaining and retaliation protections differ by jurisdiction. A global studio may need different policies for employees, agency workers, independent contractors and vendors. “One policy for everyone” can be unlawful or impossible to administer. Have local employment counsel or qualified HR specialists review the rules, and give workers a clear explanation of which terms apply to them.

Survey percentages also need geographic humility. IGDA’s 2023 findings are self-reported and should not be used to claim that a particular country or job category has the same rate. Likewise, the 1997–2019 postmortem analysis identifies recurring problem types in published accounts; it does not measure current prevalence or prove that every studio follows the same pattern.

What sustainable production looks like in practice

A sustainable studio still has ambitious dates, difficult launches and occasional emergencies. The difference is that the operating system makes the cost visible and gives people legitimate alternatives. Scope is a managed variable, not a promise that can only be protected with personal sacrifice. Capacity includes review, integration and recovery. Overtime is recorded and compensated according to applicable law. Workers can raise a risk before it becomes a crisis, and leaders are judged on whether they repeatedly create impossible plans—not merely on whether a team eventually ships.

That approach also improves decision quality. When rework, absence, attrition and defects are visible beside schedule variance, leaders can see whether a “saved” week was purchased with a later failure. When workers participate in planning, estimates include constraints that a top-down date often misses. Sustainability is therefore not a wellness add-on; it is a production-control discipline that protects people and the product at the same time.
