A gambling licence is permission from a specific jurisdiction’s regulator to provide specified gambling activities under defined conditions. It is not worldwide authorisation: an online business must identify where it will offer gambling and what it will offer, then confirm the licence requirements for each market. For Great Britain, an overseas business still needs a licence to serve British consumers through remote gambling.
Do you need a gambling licence to run an online casino?
If your business offers remote gambling to consumers in Great Britain, the UK Gambling Commission says it needs an operating licence. The Commission says this applies even if the business is based overseas: a site or app that can be played by consumers in England, Scotland or Wales needs the relevant licence. Its guidance puts it plainly: “You must have a licence to serve British consumers.” UK Gambling Commission remote sector guidance

The required authorisation depends on the activity. The Commission lists separate remote categories including casino, betting, bingo, pool betting, lottery management and gambling software. A business offering multiple activities may need more than one licence. Operator licences and supplier or software licences are not interchangeable, and remote authorisation is distinct from a premises licence.

Can an offshore gambling company serve UK players?
For consumers in Great Britain, being incorporated or operating from another country does not remove the licensing requirement for remote gambling. The Commission specifically says an overseas business—for example, one based in Malta—needs a licence if consumers in England, Scotland or Wales can play through its site or app. The market being served matters, not just the company’s registered address. Malta has its own B2C Gaming Service Licence framework. The Malta Gaming Authority says a licence is required in specified circumstances when a Maltese or EU/EEA entity offers gaming services from Malta, to a Maltese person, or through a Maltese legal entity. That Malta authorisation does not establish permission to serve Great Britain or any other market. Malta Gaming Authority: Remote Gaming Services

How to identify the licences your business may need
- List target markets. Record where players will be located and which regulator governs each market. Treat each jurisdiction as a separate legal question.
- Map each product to an activity. Specify the games or services offered, whether they are remote or premises-based, and whether your company is the consumer-facing operator, a supplier, or both.
- Match activities to licence categories. For Great Britain, use the Commission’s activity-specific guidance; do not assume one category covers a mixed offering. Start with its remote sector guidance.
- Check entity and location requirements. Confirm which legal entity will hold each licence and whether the regulator imposes local contact, address or corporate requirements.
- Build a jurisdiction-by-jurisdiction compliance plan. Compare application evidence, fees and taxes, technical requirements, reporting, safer-gambling and anti-money-laundering duties, and the regulator’s processing guidance before committing to a launch plan.
For example, the Great Britain remote categories include both consumer-facing gambling activities and gambling software. That distinction is a reason to map the actual role of each entity in the business rather than assuming that an operator licence automatically covers every supplier or group company.

Great Britain: business, ownership and people
The Gambling Commission says it assesses more than the applicant company’s registration documents. Its operating-licence guide describes review of the applicant’s identity and relevant people, ownership, past and present financial circumstances and resources, honesty and trustworthiness, understanding of gambling legislation, and arrangements for meeting the licensing objectives and social-responsibility requirements. The Commission says it considers whether those arrangements are evidenced, not just whether policies exist. UK Gambling Commission: Operating licences

If the applicant’s head office and registered office are outside the UK, the Commission’s guide says it needs a UK service address. A PO Box is not acceptable, and the address must be maintained for the life of the licence.
Malta: portal and game-type classification
The Malta Gaming Authority directs applicants to use its Licensee Portal and advises consulting the System Documentation Checklist and applicable enclosures before applying. Its B2C categories are Type 1 for casino and specified games, Type 2 for fixed-odds betting, Type 3 for pool betting and listed peer-to-peer or commission-based services, and Type 4 for controlled skill games. The MGA says verticals require prior approval and that fees and minimum share capital are calculated by game type. Check the Authority’s current application materials for the precise evidence required for the proposed service. Malta Gaming Authority: Remote Gaming Services

How much does an online gambling licence cost?
There is no single online gambling licence price. Fees can vary by regulator, activity and, in some cases, the operator’s projected revenue. Licence fees, application fees, gaming taxes and variable compliance charges are separate cost categories; the figures below are regulator-published examples, not a full launch budget.

| Great Britain: remote casino | Application fee: £8,185 for category F1 (annual gross gambling yield below £250,000) to £165,069 for category J1 (annual GGY of £1.6 billion or greater). Annual fee: £7,000 for F1; for J1, £1,453,949 plus £272,324 for each complete additional £200 million of GGY above £1.6 billion. | UK Gambling Commission figures effective 1 October 2026, for remote casino only. The first annual fee is due 30 days after licence issue and is reduced by 25%; later annual fees are due yearly before the issue anniversary. Use the Commission’s live calculator and the page for the correct activity; these are not generic fees for all gambling licences. UK Gambling Commission: Remote casino operating licence |
| Malta: B2C remote gaming | One-time, non-refundable application fee: €5,000. Fixed annual licence fee: €25,000, or €10,000 for an operator offering solely Type 4 services. Gaming tax: 5% of gaming revenue generated from the service. A compliance contribution also applies; its amount is in a separate fees document. | These are the MGA’s published figures on its Remote Gaming Services page, reviewed 7 October 2026; the page material reviewed did not state a publication date. Fees and minimum share capital depend in part on game type, so verify current MGA documents for the proposed service. Malta Gaming Authority: Remote Gaming Services |
The Commission says its remote casino application fee bands are based on annual gross gambling yield. Do not apply those casino figures to a betting, bingo, software or other licence category. For a Malta budget, distinguish the fixed fees from gaming tax and the separate compliance contribution rather than treating the application fee as the total cost.

How long does an application take?
The Gambling Commission says a Great Britain remote application can take up to 16 weeks, depending on the complexity of the business. This is regulator guidance, not a guaranteed decision date. The Commission also says applications are made online. If a premises licence is needed as well, apply for the operating licence first. An incomplete application may be rejected without refund of the application fee, requiring a new application and fee. UK Gambling Commission remote sector guidance
What happens after a licence is approved?
Approval begins ongoing regulatory work; it does not end it. In Great Britain, licensees must comply with the Gambling Act 2005, regulations made under it, the Licence Conditions and Codes of Practice (LCCP), and relevant technical standards. The Commission’s three licensing objectives are to keep crime out of gambling, ensure gambling is fair and open, and protect children and vulnerable people from harm or exploitation. UK Gambling Commission: Operating licences
- Maintain operational controls. Keep applicable policies, systems and evidence aligned with licence conditions, codes and technical standards.
- Meet reporting duties. The Commission describes reporting obligations for licensees; determine the reports and deadlines that apply to the specific licence.
- Show licensed status. Remote licence holders must display licence details and link to their public-register information on their websites and apps.
- Expect public-register visibility. The Commission’s public register includes licensed activities, domains or trading names, and regulatory action.
For Malta, the MGA’s published page describes its licence types and fees but does not set out a complete account of every continuing obligation. A Malta licensee should use the Authority’s current applicable rules and documents to identify the requirements for its licence and approved verticals.

What to confirm before committing to a launch
- Which countries you will target, and whether access by their consumers triggers local licensing.
- Which activities each product provides, and which entity acts as operator or supplier.
- Whether the licence category covers every planned game and whether prior approval is needed for individual verticals.
- What the regulator requires from the applicant, owners and relevant people, including financial and policy evidence.
- The full cost model: application and recurring fees, gaming tax, revenue-based charges and any compliance contribution.
- Which technical, reporting, safer-gambling and anti-money-laundering obligations apply, and what implementation evidence must be retained.
- Whether the regulator publishes an application estimate, and how that estimate relates to business complexity and application completeness.
Regulatory requirements and fee schedules can change. Confirm the current regulator guidance and consult qualified counsel in each intended market before accepting players or submitting an application.
