They also reaffirmed that G7 members would not restrict energy exports to one another. The statement connects the package to commitments made in March and says fulfilled commitments will count toward it, so it does not establish that all 100 million barrels are new supply.
Calling the decision a response to US pressure is a media characterization, not language in the official agreement. The declaration describes a coordinated response to energy-security challenges and oil-market volatility.

What did the G7 agree to?
The leaders’ statement says the group will implement an IEA-coordinated release of 100 million barrels over four months, beginning immediately. It calls for a substantial diesel release within the first 20 days, with G7 members and partners able to discuss additional diesel releases if needed. The statement does not give a separate barrel total for diesel.

The amount is therefore a combined release, not 100 million barrels of diesel alone. The G7 leaders’ statement and Élysée meeting summary set out the terms.

Measures beyond the stock release
- Coordinate refinery maintenance to avoid multiple facilities shutting down at the same time.
- Temporarily increase refinery utilization where feasible.
- Encourage holders of refining capacity to raise refined-product output, particularly diesel.
- Ask the IEA to monitor implementation of the March commitments and assess the effects of the measures.
The IEA is also to provide a follow-up report before 20 days, including recommendations for future responses and replenishing stocks.
Did the G7 agree to a diesel export ban?
No. The G7 reaffirmed a commitment to refrain from export restrictions on energy and energy products between G7 countries. It also called on all producers to avoid bans that could intensify market tensions. That is a commitment concerning restrictions between G7 members, not a guarantee that every producer worldwide will keep exports unrestricted.

- Fits Your Needs - Type I safety cans have a single opening for filling and pouring fluids. They are used to safely store, transport, and dispense flammable liquids.
- Easy to Use - Comes with a funnel to help with filling and pouring. The gasketed spout cap self-closes to prevent leaks or spills, and the cap assembly opens automatically to vent internal vapors
- Safe - Features a fixed handle, double interlock no-weld bottom seam, and a non-sparking flame arrestor that helps prevent liquid inside the can from igniting and keeps flames from spreading
- Compliant - Meets OSHA Standard 1910.106 and NFPA code 30 requirements, FM, UL and ULC approved; lead-free technology featuring environmentally friendly hot dipped 24-gauge galvanized steel
- Made in America - US-Made from galvanized steel which resists rust, dents, and certain chemicals. Has a baked on powder-coat finish that resists scratches, chipping, fading, and other wear
The agreement’s stated approach is to add supply through stock releases and refinery measures rather than constrain trade among G7 members. The leaders’ declaration says: “We reaffirm our commitment to refrain from export restrictions on energy and energy products between G7 countries and call on all producers to refrain from imposing bans that could exacerbate market tensions.”
Did Trump threaten to ban US diesel exports?
The official G7 statement does not describe a US threat or the negotiations behind the decision. The Associated Press reported that some US Republicans had called for a diesel export ban and quoted President Donald Trump saying, “We’re not going to be doing the export ban,” and, “We’re going to be doing what we’re supposed to do.” AP also reported that Trump took credit for the European diesel release and had spoken with French President Emmanuel Macron before the G7 meeting.

Al Jazeera framed the agreement as a response to pressure from Trump; AP’s account supplies context for that interpretation. It should not be mistaken for the wording of the joint declaration, which presents the measures as a coordinated response to energy-security and market-stability risks. The Associated Press report and Al Jazeera’s report describe the political context.
Is the 100 million barrels on top of the March pledge?
That is not clear from the public announcement. The G7 says the October measures implement commitments while taking account of commitments already fulfilled, but it does not explain the accounting in more detail.

AP reported that the March 2026 announcement involved IEA member countries releasing 426 million barrels of oil and products, and that EU countries had committed about 92 million barrels, weighted toward refined products such as diesel. Those figures describe the March announcement; they do not prove that October’s 100 million barrels are additional to it. AP quoted Raymond James investment strategy analyst Pavel Molchanov raising the question of whether October’s amount was new or the final portion of the existing commitment.

Will releasing reserves lower fuel prices?
Lower prices are the leaders’ goal, not a confirmed result. French President Emmanuel Macron said, “This common decision and this unity should bring down prices,” and argued that the volumes would add market liquidity. Al Jazeera reported that crude prices eased after the agreement, but that immediate market movement does not establish the release’s eventual effect on diesel prices.

AP reported that the US national average diesel price was $6.37 per gallon on October 2, 2026, citing AAA, after a reported record of $6.52 on September 22. It also reported record diesel prices in Europe. These are dated figures, not current prices beyond those dates.
Michael Lynch of the Energy Policy Research Foundation estimated that the European release might mean fewer US diesel exports and could lower prices by 25–50 cents per gallon after a few weeks. That is an estimate reported by AP, not a forecast guaranteed by the G7 or a measured outcome.
What is the trade-off of drawing down stocks?
Releasing reserves can put more supply into the market sooner, but leaves less emergency cover until stocks are replenished. Jim Krane, an energy research fellow at Rice University’s Baker Institute, warned: “Draining stocks will reduce retail fuel prices for a while, at the cost of leaving Europe with less emergency cover.” He also said reserves would eventually need replenishing, with the timing uncertain. This is an expert assessment of the risk, not proof of a particular future shortage or price change. AP’s report on the reserve and price trade-offs includes Krane’s comments.
