G7 Finance Chiefs Approve Future Tabletop Exercises for Frontier-AI Cyberattacks

G7 finance ministers and central-bank governors approved a program of tabletop exercises on 16 October 2026 to test how authorities would respond to cyberattacks involving frontier artificial intelligence. G7 finance authorities will design the simulations, use the results to examine existing response protocols and revise incident-response manuals. The exercises have been approved, but no start date, scenario list or participating bank has been announced.

What the G7 agreed to do

The G7 finance ministers and central-bank governors signed off on tabletop exercises focused on cyberattacks involving frontier AI. Japanese Finance Minister Satsuki Katayama said the G7 finance deputies had discussed the proposal and that it was “signed off at the ministerial level.”

A tabletop exercise is a structured simulation in which officials work through a hypothetical incident, test decisions and identify gaps without conducting a live attack. In this program, G7 finance authorities will build the scenarios and assess whether existing arrangements would work against attacks that use advanced AI capabilities.

  • Officials will test response protocols against frontier-AI cyberattack scenarios.
  • Findings will be used to assess existing procedures.
  • Incident-response manuals may be revised after the exercises.
  • Private financial institutions could join, depending on the simulation.

The announcement describes a future exercise program, not a completed drill or response to a real cyberattack.

Why AI cyberattacks are a financial-stability concern

The decision followed an October 2026 warning from the International Monetary Fund that increasingly sophisticated cyber threats are becoming more serious as financial services grow more digital and interconnected. The IMF said cyber incidents could disrupt financial services or weaken confidence in the financial system.

That risk is not limited to the institution directly attacked. A successful intrusion at a bank, payment provider, market infrastructure or other connected service could interrupt transactions, delay access to funds or spread uncertainty across institutions that depend on one another.

Bank of England Deputy Governor Sarah Breeden explained why agentic AI has sharpened the concern: “In the hands of defenders, these tools strengthen cyber resilience. But, in malicious hands, they materially increase the chance of attacks that could harm financial stability.”

Agentic systems can carry out multi-step tasks with limited human intervention. In a hostile operation, that could increase the speed, scale or adaptability of an attack. The G7 decision is intended to test whether authorities can coordinate effectively under those conditions; it does not establish that any specific AI attack has already taken place.

How the exercises are expected to be used

Testing existing playbooks

Authorities will use the simulations to walk through an AI-enabled cyber incident and determine whether current notification, coordination and recovery procedures are adequate. The objective is to expose weaknesses before a real event forces institutions to use them.

Updating incident-response manuals

Results from the exercises will feed into revisions of incident-response manuals. Those changes could clarify responsibilities, escalation routes and coordination between finance ministries, central banks and other relevant authorities, although the G7 has not published the content of any revisions.

Including private institutions when relevant

Private financial institutions may participate when a scenario requires their operational knowledge or direct involvement. The available announcement does not identify any bank, payment company or other institution, so participation should not be assumed for every exercise.

What has not been announced

Question Current position
When will the first drill start? No timetable or launch date has been published.
Which institutions will take part? Private institutions may be included depending on the scenario; no participants have been named.
What attacks will be simulated? The program covers frontier-AI cyberattack scenarios, but no detailed scenario list is public.
Who will supply the exercise technology? No external vendor has been identified.
Will results become new regulation? The stated outputs are protocol testing and possible manual revisions; no regulatory changes have been announced.

Why international coordination matters

Financial networks cross borders, while an incident at one service provider can affect institutions in several jurisdictions. A coordinated G7 exercise can therefore test more than an individual bank’s controls: it can examine how finance ministries and central banks share information, align public messages and manage a disruption that moves between markets.

The IMF has cautioned that “Resilience, however, is not necessarily safety.” That distinction is important here. The exercises are intended to improve the ability to withstand and recover from an attack, not to guarantee that frontier AI systems or financial networks cannot be compromised.

What to watch next

The next meaningful updates will be the publication of an exercise timetable, the authorities responsible for designing each simulation, any participating private institutions and the methods used to share findings. Until those details appear, the confirmed policy is approval of a future testing program rather than a scheduled operational drill.
