What the G7 announced
In a joint statement on October 2, 2026, G7 leaders said they would coordinate a 100-million-barrel release through the IEA. It is scheduled to begin immediately and continue over four months, with a substantial diesel release in the first 20 days by G7 members and partners. The announcement covers oil and refined products; it is not a promise that all 100 million barrels will be diesel or will come from Europe. Read the G7 statement.

The statement says the action takes account of March 2026 commitments already fulfilled. It does not clarify whether the October 100 million barrels are entirely new or include the remaining portion of the earlier pledge. The March announcement was reported by the Associated Press as a 426-million-barrel release by IEA member countries, but that figure should not be added to October’s total as if the two were separate commitments. The AP report noted that the relationship between the announcements was unclear.

President Donald Trump publicly framed the action around Europe’s diesel stockpiles, describing them as “heavily stocked” and saying the diesel release would happen “immediately,” according to AP. That is his characterization, not the full description of the multilateral agreement. The G7 statement specifies a coordinated release by members and partners, with a substantial diesel component scheduled within the first 20 days; it does not say that Europe alone will release 100 million barrels of diesel.

Trump also said the United States would not impose an export ban, AP reported. The broader commitment in the leaders’ statement is that G7 members will refrain from energy export restrictions between G7 countries.

- Encourage other producers with significant refining capacity to increase refined-product output.
- Avoid energy export restrictions between G7 countries.
- Ask the IEA to monitor implementation and market effects and deliver a follow-up report before 20 days. The report is to include recommendations for future responses, including replenishing stocks.
What the announcement could mean for diesel prices
The stated aim is to address volatility and pressure on energy supplies and prices. But stock releases do not translate automatically into a set reduction at the pump: prices also depend on supply, demand, refining and distribution. French President Emmanuel Macron said the common decision and unity “should bring down prices”; that was his expectation on October 2, not a measured result.
AP reported that US diesel averaged $6.37 per gallon on October 2, 2026, according to AAA. The same report said the average had reached $6.52 per gallon on September 22. Those dated figures describe the US national average at those times, not a forecast or a current price guarantee.

Michael Lynch, a distinguished fellow at the Energy Policy Research Foundation, estimated on October 2 that US prices could fall by 25 to 50 cents per gallon after a few weeks if European diesel releases reduced US exports. That was a conditional analyst estimate, not an official forecast or an observed outcome. AP also reported that oil prices fell after the announcement, while noting uncertainty about how the October release relates to March’s commitments.
The trade-off: near-term supply versus emergency cover
Drawing down reserves can add supply during a period of pressure, but it leaves less stock available for a later disruption until those reserves are replenished. Jim Krane, an energy research fellow at Rice University’s Baker Institute, warned that drawing stocks could reduce retail prices for a while at the cost of leaving Europe with less emergency cover, AP reported.

Reuters, via Fidelity, reported a comparison based on Eurostat data: about 50 million barrels of diesel would equal roughly 17% of the EU’s emergency diesel and gasoil stocks, or around 3% of its annual consumption. This is a scale comparison, not a confirmed EU allocation under the G7 plan; the statement does not specify that Europe will release that amount.
What remains unclear
The October 2 statement and initial reporting do not specify each country’s contribution, the precise mix of crude oil and refined products, or delivery dates beyond the overall schedule and early diesel window. They also leave open how much of the 100 million barrels is additional to March’s commitments. The IEA’s requested implementation report is expected before 20 days and should provide a clearer basis for assessing the release and any replenishment recommendations.
