The federation also outlined possible protests and a conditional statewide examination boycott; reports published on October 1 and 2 describe these as planned or threatened actions, not events confirmed to have taken place.
What is FUPUCTA, and what changed?
The Federation of Uttar Pradesh University and College Teachers’ Association (FUPUCTA) is a teachers’ organization representing university and college teachers in Uttar Pradesh. Its two factions announced their merger at a press conference at the Uttar Pradesh Press Club in Lucknow on October 1, 2026. Hindustan Times reported that both sides passed merger resolutions through their managing committees, FUPUCTA (Registered) amended its constitution, its office-holders stepped down, and a unified executive committee was registered and approved by the Deputy Registrar of Firms, Societies, and Chits, Lucknow Division. Amar Ujala also reported the formation and registration or recognition of a unified executive committee (Hindustan Times, October 2; Amar Ujala, October 1).
The accounts differ on how long the split lasted. The Times of India says patron Harendra Kumar Rai traced it to the 2005–06 elections in Kanpur and characterizes the division as nearly 20 years. Hindustan Times describes the split as dating back two and a half decades. Those are the outlets’ respective descriptions, not a settled single duration. Rai said: “The two organisations have now united as teachers need to stand together to protect education, students and teachers” (The Times of India, October 1).
What are the teachers’ demands?
FUPUCTA leaders said the charter contains 23 demands. Hindustan Times identified these examples, which are not a complete reproduction of the charter:

- Raise the retirement age in higher educational institutions to 65.
- Restore medical-leave benefits.
- Implement a PhD increment.
- Resolve discrepancies related to professor designation.
These are proposals raised by the federation, not changes reported as adopted government policy. The news accounts do not publish all 23 demands or provide a sector-wide count of the teachers and colleges potentially affected (Hindustan Times, October 2).
What action did FUPUCTA announce?
The federation said it planned to send its charter in the first week of October to Uttar Pradesh’s principal secretary for higher education and the director of higher education in Prayagraj. News reports also described district- and college-level protests as planned, with The Times of India reporting a state-level sit-in or march planned for November 2026. The announcement warned of phased agitation if demands were not addressed; the reports do not confirm that the charter was submitted or that any protest occurred (Hindustan Times, October 2; The Times of India, October 2).

Will there be a statewide exam boycott?
FUPUCTA said it would send memorandums to universities seeking regular academic sessions and payment of pending examination-related dues. It threatened a statewide examination boycott if those issues remained unresolved by the upcoming semester. This was a conditional warning in the October 1–2 coverage, not confirmation that a boycott began; those reports do not establish whether the conditions were later met or whether the federation acted on the threat (Hindustan Times, October 2; The Times of India, October 2).

The reported merger and the federation’s announced demands and proposed actions are distinct from their later outcomes. The October 1–2 accounts report the factions’ merger and registration or approval of a unified executive committee, but do not reproduce the entire charter, document a government response, or verify subsequent protests or a boycott. Readers should therefore treat the agitation timetable and exam-boycott threat as plans and conditions reported at the time, rather than completed events.
