Choose Frostpunk if you want to keep a whole city alive through infrastructure, resource management, laws, and decisions about how to govern. Choose This War of Mine if you want a more intimate survival challenge: care for a group of civilians in a shelter by day and send someone out to scavenge by night. Both are single-player games from 11 bit studios, but they put pressure on very different parts of your strategy.
How the two games differ
| If you want… | Choose | Because… |
|---|---|---|
| City building and population-scale management | Frostpunk | You govern the last city in a frozen world, balancing heat, infrastructure, resources, laws, and residents’ needs. Steam’s Frostpunk listing describes the city-management premise. |
| Shelter management and scavenging for a small group | This War of Mine | You care for civilians in a besieged city, tending the shelter by day and sending someone to scavenge at night. Steam’s This War of Mine listing describes that survival loop. |
| Ethical choices about leadership and social policy | Frostpunk | You set laws and decide how to govern a society under pressure. |
| Personal choices about risk, protection, and sacrifice | This War of Mine | The civilian perspective makes shortages and danger immediate for the people in your shelter. |
| Open-ended city challenges | Frostpunk | Its listing describes three Endless Mode variants: Endurance, Builders, and Serenity. |
| A civilian wartime story with add-on episodes | This War of Mine | Its listing includes The Little Ones and story episodes. |
What you do in Frostpunk
Frostpunk is a society-survival strategy game built around keeping a city functioning in extreme cold. Heat is essential, and the work of survival reaches beyond the generator: you build and maintain infrastructure, manage scarce supplies, set working routines, and address healthcare and food through laws. Exploration beyond the city can bring information, supplies, and people. The challenge is not just to keep resources flowing, but to decide what kind of society will survive.

Those decisions operate at the level of leadership. The game frames governing choices around authoritarian control, faith and compassion, or a balance between approaches, with consequences that may be unexpected. If you enjoy strategy games where a policy or infrastructure choice affects an entire population, this is the stronger fit.
For a less prescribed run, Steam lists three Endless Mode styles: Endurance, Builders, and Serenity. The listing also shows paid expansions and free updates and scenario content; the available package depends on the edition and storefront.

What you do in This War of Mine
This War of Mine shifts the scale from a city to civilians trying to survive in a besieged urban environment. Food and medicine are scarce, and snipers and hostile scavengers make the danger concrete. The daily rhythm divides your attention: during the day, manage the shelter, craft, trade, and look after survivors; at night, choose one civilian to scavenge.
The hardest decisions are close to home: whom to protect, which risks to take, and whether sacrificing one survivor might improve the group’s chance of lasting longer. If you prefer survival choices focused on individual people rather than laws and city-wide policy, this is the more suitable game.
