A recorded America’s Credit Unions (ACU) webinar reported by CU Today on October 15, 2026, separates one enacted law from several still-developing policy issues. The clearest change is the GENIUS Act’s payment-stablecoin framework, enacted as Public Law 119-27 on July 18, 2025. Third-party risk guidance, mortgage-credit access, anti-money-laundering modernization and an IRS car-loan-interest rule require more careful status checks because the available briefing does not establish the same deadlines or obligations for each.
For a credit union, the practical response is to identify exposure, assign an owner and monitor the relevant agency activity rather than treat the webinar itself as a new regulation.

What the ACU briefing covers
ACU’s recorded member webinar features Ann Petros, vice president of policy engagement and credit union operations; James Akin, head of regulatory advocacy; and Valerie Moss, federal regulatory compliance senior counsel. The session translates federal activity into credit-union implications. It is a professional briefing, not a consumer product announcement, and the accessible report provides paraphrased coverage rather than published quotations from the speakers.

The five threads do not share one legal status. The GENIUS Act is enacted law. Third-party risk is described as proposed supervisory guidance. Mortgage-credit access is discussed in connection with an executive order, while the order number and implementation schedule are not identified in the available material. AML/CFT modernization is a policy-development topic, and the IRS car-loan-interest item is described as a final tax rule without its effective date or eligibility details.

GENIUS Act: what the stablecoin framework means
The law is already on the books
Congress.gov records S.1582 as Public Law 119-27, enacted July 18, 2025. The Congressional Research Service describes the GENIUS Act as establishing a regulatory framework for payment stablecoins. That is different from a proposal: the statutory framework exists, even though implementation and supervisory details may still develop.
Core requirements for permitted issuers
- Only permitted issuers may issue payment stablecoins under the framework.
- Reserves must be maintained one-for-one in U.S. currency or similarly liquid assets.
- Issuers must publish redemption policies so holders can understand how redemption works.
- Issuers must provide monthly reserve disclosures.
- Permitted issuers remain subject to Bank Secrecy Act anti-money-laundering requirements.
These requirements attach to permitted stablecoin issuers. A credit union is not automatically a stablecoin issuer because it serves members who hold or transfer a stablecoin. Its exposure depends on activities such as payments, custody, account access, settlement, vendor relationships or a decision to seek an issuer role.

Credit-union preparation
- Map exposure. List any stablecoin-related products, payment rails, custodians, fintech partners and member-use cases already connected to the credit union.
- Separate issuer duties from partner duties. Confirm which statutory responsibilities belong to a permitted issuer and which controls the credit union would need as a financial-services partner.
- Review documentation. Check contracts, redemption representations, reserve-disclosure sources, complaint handling and escalation paths before launching or expanding a related service.
- Align BSA oversight. Ensure compliance, payments and risk teams understand how any stablecoin activity fits the credit union’s existing Bank Secrecy Act governance.
Third-party risk guidance is still a supervisory development
ACU includes proposed third-party risk-management guidance in the briefing. The material does not establish that the guidance is final, identify a final effective date or set a completed compliance checklist. Credit unions should therefore treat it as a supervisory-development item, not as a current rule that has already taken effect.

Those steps prepare the organization for supervisory scrutiny without treating proposed language as a final mandate.
Mortgage-credit access: watch the implementation, not just the announcement
The webinar discusses an executive order intended to promote access to mortgage credit. The available report does not provide the order number, implementation deadlines or final rule text. It therefore does not support a claim that a particular underwriting standard, disclosure, servicing practice or credit-union obligation has already changed.

Lending and compliance leaders can create a focused watch list covering underwriting criteria, fair-lending controls, member disclosures, servicing workflows and secondary-market or capital implications. Any change should be tied to the actual executive-order text and subsequent agency action before procedures or member communications are revised.
AML/CFT modernization and the stablecoin connection
AML/CFT modernization is another webinar topic, but the briefing does not identify a single final modernization rule or new threshold that applies to every credit union. The concrete connection in the available material is the GENIUS Act’s express requirement that permitted payment-stablecoin issuers remain subject to the Bank Secrecy Act.

Credit unions should keep their AML/CFT program current, document ownership of policy changes and track official guidance from the agencies with authority over their activities. For any stablecoin relationship, compliance teams should be able to explain how onboarding, transaction review, escalation and reporting responsibilities are divided between the credit union and outside providers. Do not assume that a modernization discussion, by itself, changes an existing procedure.

ACU lists an Internal Revenue Service car-loan-interest final rule among the issues covered. The accessible account does not state the rule’s effective date, eligibility thresholds or how credit unions should handle it operationally. It would be unsafe to infer a deduction, a universal member benefit or an immediate system change from the topic label alone.
Lending, servicing and tax-reporting teams can assign an owner to obtain the final IRS text and determine whether member notices, disclosures, loan data or reporting systems are affected. Until those details are confirmed, describe the item as a final IRS rule with implementation questions still to be resolved.

A practical monitoring plan for credit unions
- Assign owners by thread. Put payments and BSA staff on stablecoins, enterprise risk on vendor guidance, lending policy on mortgage access, and tax-reporting staff on the IRS item.
- Keep a status register. Record whether each item is enacted, proposed, executive action or final tax guidance, along with the next official document needed.
- Do not change procedures on headlines alone. Require the underlying statute, final rule, order or agency guidance before altering member-facing language or controls.
- Use ACU’s implementation resources. The organization points members to its Compliance Library, Compliance 101, compliance calendar and Commercial Lending Guide for ongoing support.
