From Models to MCP Servers, Skills, and Plugins: Rethinking Trust in the AI Supply Chain

An AI agent is only as trustworthy as the full chain of components it can use—not just its base model. To assess risk, identify every model-adjacent component, what it can access or change, who maintains it, and how its actions and updates are reviewed.

Why trust extends beyond the model

A general-purpose model does not act on its own in a deployed agent system. Software scaffolding connects it to tools and other capabilities, letting it retrieve information, invoke services, or take actions beyond generating text. NIST describes this relationship in its August 5, 2025 article, “Lessons Learned from the Consortium: Tool Use in Agent Systems,” and argues that clearer capability descriptions could help people across the AI supply chain understand what systems can do.

That chain can include the model, agent runtime, tool definitions, MCP servers, skills, plugins, connectors, SDKs, and their dependencies. A model’s reputation cannot certify the safety of those components. A tool description can influence which operation an agent chooses; a server can expose data or perform actions; and a compromised dependency can change a component’s behavior.

Trust is therefore an operational judgment, not a badge attached to a model or package. The practical question is whether each component is understood, appropriately limited, maintained through a process you accept, and monitored in use.

Where risk enters the agent supply chain

MCP provides an interface for AI applications to connect to tools, data sources, and services. Those connections make useful actions possible, but they also create new places for failures or attacks to affect an agent. OWASP’s MCP guidance identifies risks including software supply-chain attacks and dependency tampering, contextual prompt injection, and shadow MCP servers.

Risk area How it can affect an agent Review question
Component or dependency compromise A server, connector, SDK, plugin, or library may introduce altered behavior or hidden functionality into a trusted execution path. Can you identify the publisher, version, source, and dependencies, and track material changes?
Untrusted context and tool descriptions Content returned by a tool, or information describing a tool, can influence the model’s choices. Untrusted text should not silently authorize a separate action. Are inputs and outputs handled as data to validate rather than instructions to obey?
Excessive authority A tool with access beyond the task’s needs can read, alter, transmit, or trigger more than intended if it is misused or compromised. What is the worst plausible impact under the permissions granted?
Unmanaged integrations An unapproved or poorly inventoried server can operate outside the organization’s review and governance. Do you know which servers and extensions are deployed, and can you detect configuration changes?

In its May 20, 2026 announcement of “Model Context Protocol (MCP): Security Design Considerations for AI-Driven Automation,” the NSA highlighted serialization, trust boundaries, and agent misuse. It also noted that familiar controls—authentication, authorization, and input validation—remain necessary, even as dynamic tool invocation and implicit trust relationships introduce additional concerns.

Review each component before trusting it

Apply the same review dimensions to a model-adjacent component whether it is an MCP server, plugin, skill, connector, or supporting package. The answers should be specific enough for someone else to understand the component’s authority and the consequences of its failure.

1. Establish identity and provenance

Record who publishes and maintains the component, where the artifact came from, and how its identity and changes can be verified. An expected publisher or source is useful evidence, but it is not proof that the artifact is safe. Note who inside your organization approved its use and who is responsible for reviewing future changes.

2. Make capabilities explicit

Describe what the component can do, which data it can see, and whether it can change state. Distinguish read operations from write, delete, send, or execute operations wherever possible. NIST’s proposed tool-taxonomy approach is aimed at improving how capabilities and limitations are communicated; even without a universal classification, clear descriptions make reviews more meaningful.

3. Map dependencies and changes

Identify the SDKs, libraries, connectors, and other packages in the component’s trusted execution path. OWASP’s MCP supply-chain guidance recommends maintaining software or cybersecurity bills of materials (SBOMs or CBOMs) for MCP server and plugin packages and reviewing material changes. An inventory improves visibility; it does not establish that a listed package is safe, free of vulnerabilities, or uncompromised.

Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.

4. Scope permissions to the task

Grant only the access the task requires. OWASP’s AI Agent Security Cheat Sheet recommends scoping permissions per tool, separating tool sets for different trust levels, and requiring explicit authorization for sensitive operations. If an agent only needs to search records, for example, its search integration should not also have permission to edit or delete them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Protect invocation and context boundaries

Treat tool descriptions and returned content as inputs that may shape model behavior. Validate inputs and outputs, and do not let text returned by a tool silently expand the task or authorize an unrelated operation. Keep authorization decisions in explicit controls rather than relying on the model to infer that a consequential action is permitted.

6. Set approval and monitoring for real-world impact

Consider what a malfunctioning or compromised component could read, alter, transmit, or trigger with its current access. Require human approval when an action could have meaningful consequences. Monitor tool invocations and configuration changes so unexpected activity or unapproved deployments can be identified.

Compare integrations on the dimensions that affect risk

When choosing between MCP servers, plugins, skills, or integration approaches, compare how each is maintained and governed—not just its advertised features. Use the same questions for each option so a familiar publisher or polished description does not substitute for examining capabilities and consequences.

Comparison dimension What to establish
Provenance and maintenance Who publishes and maintains it, how artifacts are obtained, and how updates are handled.
Capability transparency What operations it supports, what information it can access, and which operations can change state.
Dependency visibility Whether dependencies are inventoried and whether material changes can be reviewed.
Permission scope Whether its access is limited to its task and separated from tools with different trust levels.
Change control and auditability Whether updates, configuration changes, and invocations can be reviewed and traced.
Failure impact What could be read, changed, transmitted, or triggered if the component malfunctioned or were compromised.

These dimensions are a practical review framework, not a validated scoring rubric. The cited guidance does not establish universal weights for them or certify that any one control removes risk. Use the comparison to expose trade-offs and identify missing evidence, then decide whether the remaining risk is acceptable for the intended task.

Keep trust under review

A one-time approval cannot account for every later change to a component, its dependencies, its permissions, or the environment in which it runs. Keep inventories and capability records current, review material updates, and monitor deployment and invocation. OWASP describes its MCP Top 10 as a living document; that framing reflects a threat environment in which the risks and relevant controls can change.

NIST’s article puts the goal plainly: “Such a taxonomy could enable actors across the AI supply chain to more clearly share information about system capabilities and considerations.” Clearer descriptions help teams make better trust decisions, but they do not replace permission controls, dependency review, or oversight of actions.
