Swadeshi Jagran Manch (SJM), an economic offshoot of the Rashtriya Swayamsevak Sangh (RSS), has urged India’s Union government not to authorize Starlink’s commercial satellite-broadband service. In a report published on October 13, 2026, Hindustan Times said the group is pressing national-security, traffic-routing and trade arguments. The report does not show that Starlink has been formally rejected, nor does it establish the company’s final licensing or security-compliance status.

What SJM is asking the government to do

SJM wants New Delhi to withhold permission for Starlink to begin commercial satellite internet service in India. The group’s national co-convenor, Ashwani Mahajan, presented the request as a security issue rather than a simple commercial dispute.

The intervention follows Elon Musk’s allegation that “certain oligarchs” were blocking Starlink in India. Hindustan Times reported that the Indian government rejected that characterization and described the country’s satellite-communications regulatory framework as “fair and non-discriminatory.” The newspaper account does not link to the original government statement.

SJM’s national-security case

Domestic gateways and lawful monitoring

Mahajan said the government wants Indian internet traffic to pass through gateways located inside India. SJM argues that routing traffic through foreign infrastructure could bypass domestic gateways and make lawful monitoring or enforcement more difficult.

Bundle: for STARLINK Gen 3 Standard Satellite Internet Setup – Advanced Dish - Wi-Fi 6 Router + 150FT Extension Cable – High-Speed, Low-Latency Connection
  • Gen 3 Satellite Dish: Third-generation antenna delivers a stronger, more stable signal and faster performance.
  • Wi-Fi 6 Router: Modern router technology supports faster speeds, increased device capacity, and better efficiency.
  • Extra 150FT Cable Included: Extended reach for more flexible installation in large spaces or hard-to-access locations.
  • High-Speed, Low-Latency Internet: Stream HD content, video conference, or work remotely with confidence.
  • Ideal for Rural and Remote Areas: Perfect for homes, cabins, RVs, boats, and off-grid setups where wired internet isn’t available.

That is the group’s stated concern, not an independently verified finding about Starlink’s network in India. The available report does not specify the gateways Starlink would use, the technical architecture proposed for the Indian market, or whether the company has accepted a particular routing requirement.

Emergency restrictions

SJM also argues that Starlink should be able to restrict service precisely when the government directs it to do so, including during security emergencies. Mahajan said Starlink had not committed to that condition, or that its technology might not permit it. Hindustan Times presents this as Mahajan’s claim; it does not independently confirm Starlink’s capabilities or compliance position.

Risk of misuse by hostile or criminal groups

Mahajan characterized satellite internet as a potential communications channel for hostile actors, smugglers or insurgent groups operating outside conventional telecom networks. SJM referred to Ukraine, Iran, Russia, China and Taiwan as case studies relevant to its security analysis.

The report supplies no comparative data showing that those examples establish a Starlink-specific threat in India. They are part of SJM’s argument for strict controls, not proof that unlawful use would occur or that Starlink is uniquely difficult to regulate.

How the competing positions look

Issue SJM’s position What the reported record establishes
Traffic routing Indian traffic should use gateways within India. Mahajan made this claim; the report does not identify Starlink’s proposed Indian routing arrangement.
Lawful monitoring Foreign infrastructure could make monitoring and enforcement harder. This is SJM’s stated concern, not an independently verified assessment.
Emergency shutdowns or restrictions Starlink should restrict service at the government’s direction during security emergencies. The report says Mahajan questioned Starlink’s commitment or technical ability; no direct Starlink response is included.
Regulatory fairness The dispute is framed as a case for denying authorization. The government reportedly called India’s framework “fair and non-discriminatory” and rejected Musk’s oligarch allegation.
Trade and competition Blocking a US entrant could signal a response to tariffs, while India could offer lower-cost satellite internet even if domestic services arrive later. The report provides no cost study, prices or launch timetable.

The trade-policy argument

SJM’s case is not limited to security. Mahajan said refusing Starlink could send a message to US trade partners after tariffs on Indian imports. He also argued that India could provide satellite-based internet at lower cost, even if indigenous services were delayed.

No figures accompany those claims in the reported account. There is no supplied comparison of Starlink’s expected pricing with Indian alternatives, and no schedule showing when a domestic service would launch. Those points therefore remain political and strategic arguments rather than demonstrated cost or availability advantages.

Is Starlink blocked in India?

The available reporting does not answer that question definitively. It records SJM’s request that authorization be denied and the government’s description of its rules as fair and non-discriminatory. It does not establish whether Starlink currently holds an Indian license, whether the company has formally accepted every security condition, or what final decision and timetable the Union government has set.

There is also no direct Starlink response in the report and no original SJM statement linked in the available account. Readers should distinguish between a political demand to block the service and a formal licensing refusal.

What happens next

The decisive issues will be documented licensing conditions and their enforcement, rather than the competing public claims alone. A final decision would need to clarify at least:

  • where customer traffic must enter and exit India;
  • how lawful interception and other enforcement requests would work;
  • whether authorities can require geographically targeted restrictions during emergencies;
  • whether the same conditions apply to every satellite-internet provider; and
  • whether any decision is based on security evidence, trade policy, competition, or a combination of them.

Until those conditions and a government decision are published, SJM’s intervention shows that Starlink faces political and regulatory opposition, not that its Indian launch has been conclusively blocked.
