What matters most is how the fish was handled, whether it stayed cold, how soon you will use it, and how you thaw and cook it. Properly handled frozen fish can be a good-quality, convenient choice; fresh fish is a good choice when it is properly chilled and used promptly.
Fresh vs. frozen: the practical differences
| What matters | Fresh fish | Frozen fish |
|---|---|---|
| Best fit | Cooking soon, provided the fish has been kept properly chilled. | Keeping portions for later; freezing slows or stops microbial growth while the fish remains frozen. |
| What to check | Proper refrigeration or a thick bed of fresh ice, a mild smell, and appropriate firmness and appearance. | Intact packaging and fish that is hard frozen; avoid packages with frost or ice crystals, damage, or fish that is soft or bendable. |
| Quality | A recently caught or well-handled product may have qualities a cook prefers. “Fresh” seafood can also have been previously frozen. | Freezing and thawing can affect texture and appearance. Quality depends on the fish’s condition before freezing, packaging, storage, and thawing. |
| Food safety | Perishable and not bacteria-free just because it is called fresh. Keep it cold, avoid cross-contamination, and cook appropriately. | Still perishable after thawing. Freezing does not guarantee fish is free of pathogens. |
| Nutrition | The cited FDA and NOAA guidance does not establish a general nutritional advantage over frozen fish. | The FDA says freezing causes little change in a food’s protein value; that does not establish that every nutrient in every frozen fish is identical to its fresh counterpart. |
NOAA Fisheries notes that fresh catch is often processed and frozen soon after it is caught. Freezing preserves the fish’s condition; it does not improve fish that was already poor quality. A “fresh” label alone also does not prove that fish was never frozen or caught locally. Check the product description and handling information.

How to choose fish at the store
Fresh fish
- Choose fish kept refrigerated or displayed on a thick bed of fresh ice.
- Look for a fresh, mild smell—not a sour, rancid, or strongly fishy odor. FDA guidance says color alone is not a reliable indicator of freshness.
- If it is labeled “previously frozen,” it may not have every visual trait of never-frozen fish; it should still smell fresh and mild.
Frozen fish
- Choose packages that are intact and fish that is hard frozen.
- Avoid open, torn, or crushed packages, as well as frost or ice crystals that may indicate long storage or thawing and refreezing.
For either type, NOAA advises buying from a knowledgeable, reputable dealer and avoiding a counter or case that smells fishy.
How long fish keeps and how to store it
Keep seafood at 40°F or below. FDA guidance recommends using refrigerated seafood within two days of purchase or freezing it. NOAA gives two days as a general fresh-fish rule and notes that shelf life varies by species.

If you will not use the fish within that refrigerated window, wrap it tightly in moisture-proof material and freeze it. Do not leave seafood unrefrigerated for more than two hours—or more than one hour when the surrounding temperature is above 90°F.
How to thaw frozen fish safely
- In the refrigerator: Thaw the fish overnight in the refrigerator.
- In cold water: Seal the fish in a plastic bag and immerse it in cold water.
- In a microwave: Use the defrost setting only if you will cook the fish immediately afterward.
Once thawed, treat fish as perishable. Keep raw seafood separate from ready-to-eat food, and wash your hands, utensils, cutting boards, and counters after handling it.

Cook fish to a safe temperature
FDA consumer guidance recommends cooking most seafood to an internal temperature of 145°F. A food thermometer is the reliable way to check the temperature; visual signs can help when one is unavailable, but are less precise.
What if you plan to eat fish raw?
For fish intended to be eaten raw, FDA describes previously frozen fish as a rule of thumb because freezing can kill parasites that may be present. Freezing does not kill all harmful germs, so it does not make raw fish risk-free. Thorough cooking remains the safest way to reduce food-safety risks.

The FDA’s June 2022 Fish and Fishery Products Hazards and Controls Guidance lists specific parasite-destruction treatments, including holding fish at -4°F or below for seven days, as well as commercial rapid-freezing schedules at colder temperatures. These are controlled time-and-temperature conditions, not a casual instruction to rely on an ordinary home freezer when preparing raw fish.
