For a free VPN with European servers, the key question is whether you can choose the country—not simply whether the provider operates servers there. Proton VPN, Windscribe and hide.me publish free-plan details relevant to Europe, but their location choice, data rules and device limits differ. This comparison uses provider statements and clearly attributes independent testing; it does not claim that five services were tested for this article.
What is the best free VPN for Europe?
There is no single best option for every use. If you need a specific EU country, check whether the free plan lets you select and retain that country. If you mainly want an always-on connection without a monthly data cap, Proton VPN and hide.me advertise uncapped free plans, but Proton’s free connection rules do not reliably let you pick a particular country. Windscribe lists several EU locations and country selection, but its free data allowance is capped.

“Europe” and “EU” are not interchangeable. France, Germany, the Netherlands, Poland and Romania are EU member states; Norway and Switzerland are European countries outside the EU. A server in Norway or Switzerland may meet a Europe-location need, but not a requirement to appear to be in an EU member state.

Can you choose a European country on a free VPN?
Proton VPN: European servers, but no reliable country selection
Proton lists free servers in the Netherlands, Romania, Poland, Norway and Switzerland, among other locations. However, the provider says, “If you’re on our Free plan, we’ll first connect you to the fastest free server for your location.” If you change servers, Proton says the next server is selected randomly. Its support page describes a 45-second cooldown before the first change and ten-minute intervals for subsequent changes. That makes the plan suitable for uncapped browsing when the exact exit country is flexible, but a poor fit when you must consistently appear in one specified EU country. Proton’s free-plan support page.
Windscribe: a published country list and a monthly cap
Windscribe lists ten free country locations, including France, Germany, the Netherlands, Norway, Romania and Switzerland. Its page says the monthly allowance is 10 GB when you provide an email address and 2 GB without one. The EU locations in its list are France, Germany, the Netherlands and Romania; Norway and Switzerland are European but non-EU. These are Windscribe’s own plan claims, not independent server measurements. See Windscribe’s plan details.

hide.me: confirm the location list before relying on it
hide.me advertises eight free server locations and a choice among them, but the cited page does not name all eight in its free-plan section. The available information therefore does not establish that a particular EU country is included. Check the current app or plan page for the country you need before relying on it. hide.me free-plan details.

Which free VPN fits your use?
- You need a particular EU country: Favor a plan whose current free location list names that country and allows you to select it. Based on the provider information here, Windscribe publishes the clearest relevant EU country list; its allowance is limited to 10 GB per month with email or 2 GB without.
- You want no monthly data cap: Proton VPN and hide.me advertise no cap. Proton’s free server assignment is not reliable for country selection; hide.me’s current list of eight locations needs checking for EU coverage.
- You need multiple devices: Windscribe advertises unlimited devices. hide.me allows one simultaneous device, and the cited Proton plan details do not establish a device allowance.
- You want streaming: A free server in Europe does not establish reliable access to a particular streaming catalog. Proton says it does not block streaming but guarantees access only on paid plans; hide.me reserves streaming-optimized servers for Premium. No current catalog-specific result is established here.
What “tested” means—and what it does not mean here
This comparison does not present hands-on measurements by its author. TechRadar describes its own 2026 testing of VPNs, including checks of Windscribe’s listed server locations and access to sites known to block VPNs. Top10VPN says its 2026 comparison examined 150 free VPNs and involved more than 30,000 hours of testing; those are that publisher’s reported totals and evaluations, not an audited industry census or testing conducted for this article. Because the intended fifth provider in the original “5 Tested” framing is not identified and this article has no documented five-provider test, it would be misleading to invent a fifth entry or label the services tested here.

Check these details before installing
- Confirm whether the country you need is an EU member state or simply somewhere in Europe.
- Check that the current free plan names that country and lets you select it, rather than assigning a server automatically.
- Read the current data limit and any connection or cooldown rules; these can affect frequent location changes.
- For streaming or other location-sensitive services, do not treat a country list as proof that a particular service will work.
- Review the provider’s current terms and privacy information. The plan details compared here do not, by themselves, establish equivalent independent privacy audits or protections.
