Free NuGet Packages for Converting HTML to PDF in C#

If you need a genuinely free, direct HTML-to-PDF converter and can deploy on Windows with a five-page limit, start with Select.HtmlToPdf Community Edition. For other requirements, the right choice depends on what “free” means to your project and whether you need a browser renderer or can build the document layout in C#. DinkToPdf wraps the older wkhtmltopdf/WebKit engine; QuestPDF is primarily a code-first layout library; and IronPDF is a commercial product with an evaluation key, not an unrestricted free package.

The SelectPdf Community Edition is the clearest match if the input is existing HTML, a URL, or an HTML file, and both Windows deployment and the five-page ceiling work for the document. SelectPdf’s official Community Edition page says it can convert any URL or HTML file and is free for any use, including commercial use; its NuGet listing documents the Windows and page-count limits. Those limits are decisive: a free license does not make it a fit for a longer PDF or a non-Windows deployment.

For a legacy project already built around wkhtmltopdf, DinkToPdf may be relevant. It is a wrapper, not a newer rendering engine: its underlying renderer is WebKit. The available information does not establish a current cross-package performance or fidelity ranking, so choose it for compatibility with an existing workflow rather than assuming it will handle modern pages better.

QuestPDF makes sense when you can describe the document in C# instead of needing a browser to interpret arbitrary HTML and CSS. The official licensing page sets the free community eligibility terms; the NuGet package profile describes QuestPDF as a code-first alternative to HTML-to-PDF. Treat those as two separate checks: whether the document model fits, and whether your organization qualifies for the free license.

QuestPDF.HTML is a separate extension, not the same thing as the core QuestPDF package. Its MIT license and net8.0/net9.0 targets may suit teams already comfortable with QuestPDF’s document model. IronPDF is worth considering if Chrome-based HTML, CSS, and JavaScript rendering is a requirement, but its free developer key is an evaluation, not a promise of continued free production use.

What “free” means for each option

Package availability on NuGet and permission to use a package without paying are different questions. Check the terms for the particular package, edition, and intended use before shipping. In particular, distinguish a page-limited community edition, a license with eligibility thresholds, an MIT-licensed extension, and an evaluation key. They are not interchangeable forms of “free.”

  • SelectPdf: a community edition with a five-page cap and Windows-only support; the vendor states commercial use is allowed.
  • QuestPDF: free for the groups and organizations specified by its official license page, including organizations under $1 million in annual revenue. Larger organizations need the appropriate paid license.
  • QuestPDF.HTML: the extension itself is MIT-licensed. That does not remove the need to check the license terms that apply to the QuestPDF package and your use of it.
  • DinkToPdf: the package is published on NuGet, but confirm the license and dependency fit for your project rather than treating NuGet availability as proof that every use is free.
  • IronPDF: the developer key is for evaluation; the product is commercially licensed.

License details can change. Read the package’s current license and the vendor’s terms that apply to your deployment before relying on a free tier, especially for commercial software or an organization near a stated revenue threshold.

Choose by rendering model, not just package name

Existing HTML or a web page must be rendered directly

Start with SelectPdf if its Windows requirement and five-page maximum fit. It is the most direct free option in this group for converting HTML or a URL. If you need Chrome’s rendering behavior, IronPDF is the named Chrome-based choice, but budget for a commercial license after evaluation. The available facts do not establish that either renderer will reproduce every page exactly; test the HTML, CSS, fonts, scripts, and deployment environment your application actually uses.

The application can define the document in C#

Consider QuestPDF when you can build the PDF as a code-first document instead of preserving a web page’s layout. It is not a drop-in browser for arbitrary HTML and CSS. QuestPDF.HTML may help with HTML-related workflows, but it remains an extension used with the QuestPDF model, and its stated target frameworks are net8.0 and net9.0.

An existing application depends on wkhtmltopdf

DinkToPdf is relevant when retaining that integration matters. Its WebKit basis is an architectural trade-off: do not select it on the assumption that it is equivalent to Chrome-based rendering. No authoritative cross-package benchmark is established here, and there is no evidence-based speed winner to name.

A practical evaluation workflow

  1. Write down the input. Decide whether the source is a URL, an HTML file, an HTML string, or a document your C# code can lay out natively. A code-first library is a different kind of solution from a browser renderer.
  2. Check deployment and page needs. Eliminate SelectPdf if Windows-only deployment or the five-page maximum conflicts with the application. Check QuestPDF.HTML’s listed target frameworks against the project’s target.
  3. Resolve licensing before implementation. Compare the actual project and organization to the current terms for the selected edition or package. An evaluation key, community license, and MIT extension each have different conditions.
  4. Build a representative test set. Include the longest document, the most complex layout, pages using fonts or scripts, and the URLs most likely to vary. Compare page count, layout, text, and expected content in the PDF; a successful conversion alone does not establish fidelity.
  5. Test in the deployment environment. A local development result does not prove the same package and renderer will work in the production operating environment. Exercise the actual runtime and inputs before committing to the package.
  6. Recheck terms and package details at release time. Confirm the current license, edition, and supported target before deploying, particularly if the product’s commercial use or organization eligibility is material.

C# sample for a direct conversion

The following illustrates the typical SelectPdf conversion flow: provide HTML, convert it, save the PDF, then close the document. SelectPdf’s edition and deployment limits still apply. The current Community Edition package documentation does not specify a package version or verify a version-specific API signature, so confirm it before treating this as a version-pinned production sample.

For a URL or file, use the corresponding conversion entry point documented for the installed SelectPdf package. Do not assume that a sample for one package or edition can be copied unchanged to DinkToPdf, QuestPDF, or IronPDF: their rendering models and APIs differ.

Performance, fidelity, and operating cost

There is no authoritative benchmark here comparing these packages on the same HTML, machine, runtime, and output settings. A claim that one is universally faster or produces the most faithful PDF would therefore overreach. Benchmark with the documents and production environment that matter to your application.

Measure both the output and the operating implications: conversion time for representative pages, successful completion on repeated runs, output consistency, memory behavior under your workload, and any deployment or licensing cost. Those are project-specific measurements, not established package rankings. If the HTML includes CSS, fonts, or JavaScript, include those dependencies in the test instead of evaluating only a minimal static page.

For SelectPdf, the practical cost constraint can be the five-page maximum or Windows requirement rather than a per-conversion fee. For QuestPDF, licensing eligibility matters. IronPDF requires a commercial license beyond evaluation. DinkToPdf’s suitability depends in part on accepting its wkhtmltopdf/WebKit dependency. QuestPDF.HTML’s MIT status applies to that extension; check the core library terms separately.

The PDF has more than five pages

SelectPdf Community Edition is not a fit for that output under its documented five-page limit. Choose another solution whose license and rendering model meet the requirement rather than assuming the cap can be bypassed.

The application does not run on Windows

The documented SelectPdf Community Edition is Windows-only. Evaluate a package with a deployment model compatible with the target environment, and test it on that environment before release.

The PDF does not match the source page

First identify whether the selected package is a browser renderer or a code-first layout system. QuestPDF is not intended as a general browser renderer for arbitrary HTML/CSS; DinkToPdf uses WebKit, while IronPDF uses Chrome. Reproduce the issue with the actual HTML, styles, scripts, and fonts, then test a renderer whose model suits those inputs.

A project assumes QuestPDF is automatically free

Check the official license terms against the organization and project. Free community eligibility is conditional; organizations above the stated revenue threshold need the appropriate paid license.

A team plans to use IronPDF indefinitely on its evaluation key

The evaluation key is not the same as a permanent free license. Treat IronPDF as a commercial option and confirm licensing for production use.

A NuGet install is being treated as proof of suitability

Package presence alone answers neither whether the renderer matches the desired HTML behavior nor whether the license permits the intended use. Verify the package’s own current terms and test the generated PDF in the actual runtime.
