PDFShift advertises up to 50 monthly credits on its free plan, subject to file-size and timeout limits. CloudConvert documents an unlimited sandbox for development and integration testing, not free unlimited production use. Browserless accepts a URL or raw HTML at a token-authenticated PDF endpoint, but its standard endpoint has a specific long-page limitation. Choose by testing your actual content and checking the current quota, output behavior, and limits—not by assuming the providers render identically.
What a hosted HTML-to-PDF API does
A hosted converter accepts a webpage URL, HTML, or both, renders it, and returns PDF output. The supported input depends on the service: CloudConvert documents URL and HTML-file input, while Browserless accepts a url or html request field. That distinction matters if your source is a file or a string generated by your application rather than a public page. See the CloudConvert HTML-to-PDF API and Browserless PDF API documentation.
This is different from running a browser-rendering stack yourself. A hosted API handles the conversion endpoint; self-hosting means you operate the browser environment and its surrounding infrastructure. The sources here describe hosted services and do not establish a self-hosted setup or its costs, so the comparison below is limited to hosted options.
Free HTML-to-PDF APIs compared
| Service | What the published material says | Limits or qualification |
|---|---|---|
| PDFShift | Free plan advertises up to 50 credits per month. It supports CSS and JavaScript injection, headers and footers, encryption, and watermark options. | One credit is counted per 5 MB of generated PDF data. The free plan lists a 15 MB maximum file size and a 30-second timeout. Check the current PDFShift pricing and FAQ before relying on those terms. |
| CloudConvert | Uses Chrome-based rendering, accepts URLs or HTML files, and documents synchronous or asynchronous jobs, selector waits, page options, and object-storage integrations. | The product page lists a vendor-stated starting price of $0.008 per converted file; this is not a universal quote. The unlimited sandbox is restricted to whitelisted files and intended for development and integration tests, not evidence of free production conversion. See the API page and the sandbox documentation. |
| Browserless | Token-authenticated POST to /pdf; accepts a URL or raw HTML and returns application/pdf. Its documentation exposes Puppeteer-style options including format, margins, landscape, and print backgrounds. |
A token is required. The standard REST endpoint cannot make one continuous long-page PDF of an entire webpage. Browserless directs users needing that output to a custom-function approach. See its PDF API documentation and REST overview. |
These are vendor documentation and pricing claims, not results of a controlled comparison. They do not establish which service is faster, more accurate, more private, or more reliable in your particular workflow.

How to choose the right free tier
Estimate the real quota, not just the headline number
PDFShift’s “up to 50 credits per month” needs to be evaluated alongside its credit accounting: one credit per 5 MB of generated PDF. A page that produces a larger file can consume credits differently from a small document. The published free-plan limits also include a 15 MB maximum file size and a 30-second timeout. Confirm that your expected outputs fit both limits, and recheck the pricing page because plan terms can change.
CloudConvert’s sandbox is useful for development and integration testing under its whitelisted-file restriction. Do not treat its unlimited sandbox jobs or tasks as a free production quota. Its page lists conversion pricing starting at $0.008 per file, but the price is a starting figure rather than a guaranteed quote for every conversion.
For Browserless, the cited PDF documentation establishes the endpoint’s input and output behavior, but does not establish a free quota or price. A token is required; check current plan and usage terms before designing around it.

Match the renderer and controls to your document
Dynamic pages can depend on JavaScript, fonts, external assets, and content that appears only after a delay. CloudConvert documents Chrome-based rendering and custom selector waits. Browserless exposes PDF layout controls such as page format, margins, landscape mode, and print backgrounds. PDFShift advertises CSS/JavaScript injection and header/footer options. Those differences are a reason to test the actual page—not proof that one service will render it better.

Decide how the result should arrive
If your application needs a result immediately, check whether the chosen service’s synchronous path fits its timeout behavior. If you can process a job later, CloudConvert documents both synchronous and asynchronous processing, along with object-storage integrations. For Browserless, the documented REST endpoint returns PDF content. Confirm the complete response and storage workflow in each provider’s current documentation before integrating; the listed capabilities alone do not specify every authentication, retry, or storage detail.
Check the page-length requirement explicitly
“PDF of a webpage” may mean normal paginated paper pages or one tall continuous page. Browserless is explicit that its standard endpoint does not create the latter: “The /pdf REST API doesn’t support creating a single long-page PDF file that captures an entire webpage as one page.” If a continuous page is mandatory, investigate its documented custom-function direction rather than assuming a format or margin setting will change the endpoint’s behavior.

A practical evaluation workflow
- Prepare representative inputs. Use the actual URL or HTML type your application will send. Include examples with your real CSS, fonts, JavaScript, images, and longest expected page. A simple static sample will not expose every production issue.
- Write down the required output. Decide whether you need standard paginated PDF or one continuous page, which paper size and orientation are required, and whether backgrounds, margins, headers, or footers matter.
- Verify input and rendering controls. Confirm that the provider accepts your source form—URL, HTML, or HTML file—and whether it offers relevant waits or layout options. CloudConvert documents selector waits; Browserless documents Puppeteer-style PDF options.
- Check the current free or paid terms. For PDFShift, compare your expected output size with its credit rule, 15 MB maximum, and 30-second free-plan timeout. For CloudConvert, separate sandbox testing from production conversion and verify the current quote. For Browserless, check plan availability and usage terms directly.
- Run the same sample through the candidate workflow. Inspect page breaks, missing content, fonts, images, and layout against your requirements. No cited source provides a controlled cross-provider quality or speed test, so your own representative input is the relevant acceptance test.
- Exercise failure and recovery paths. Test what your application does when conversion exceeds a timeout, input is too large, or the result is not the expected PDF. Review provider documentation for current status, retry, and job-retrieval behavior before relying on assumptions.
Common problems and what to check
The free allowance runs out sooner than expected
For PDFShift, calculate usage from generated PDF size rather than treating one conversion as necessarily one credit: its pricing page says one credit covers each 5 MB of generated PDF data. Check the current terms and your output sizes before estimating monthly volume. CloudConvert’s unlimited sandbox is for whitelisted development and integration tests, not a substitute for production quota.
A conversion fails on a large or slow document
On PDFShift’s published free plan, the listed maximum file size is 15 MB and timeout is 30 seconds. If a document is close to those boundaries, test a representative case and verify the plan’s current limits. The cited material does not provide equivalent Browserless file-size or timeout figures, so check its current documentation and account terms rather than assuming they match another service.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe PDF omits content that appears in the browser
Check whether the page’s content depends on JavaScript or appears only after a specific element becomes available. CloudConvert documents Chrome rendering and selector waits; Browserless documents browser-based PDF controls. Test the output with your real page and confirm how to configure waits in the provider’s current API documentation.

The result is paginated when one continuous page was expected
This is a documented constraint for Browserless’s standard /pdf REST endpoint, not merely a margin setting issue. Its documentation points to a custom-function approach for a single long-page capture. Confirm that this alternate route meets your needs before choosing the standard endpoint.

ScreenshotNeo is a website screenshot API and MCP server, not a substitute for a dedicated HTML-to-PDF workflow when you specifically need PDF conversion. If a clean screenshot of a public page is sufficient—or you also need page captures alongside your PDF workflow—one GET request can return PNG, JPEG, WebP, or PDF. It accepts cookie and consent banners as a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each cleanup step can be turned off. Bot checks/CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers report the page verdict and billing status. AI agents can use its MCP tools, including take_screenshot, get_page_info, and capture_pdf.

FAQ
Can I use an API to convert HTML I generate in my application?
Yes, depending on the provider’s supported input. Browserless accepts a raw HTML request field, and CloudConvert documents HTML-file input. Confirm the exact request format and limits in the relevant API documentation.
Does an HTML-to-PDF API guarantee the PDF will match every browser view?
No such guarantee is established by the cited provider pages. Rendering depends on the page and its assets, so compare output from representative inputs against your requirements.
