The standard discount is up to $9.25 per month for internet or bundled service, or up to $5.25 for phone-only service; eligible residents of qualifying Tribal lands may receive up to $34.25 per month. A provider may offer a phone or a no-cost plan, but neither is promised by the program. Check eligibility, apply through the appropriate route, then confirm current plans and device terms with a participating provider.
What Lifeline covers—and what it does not
The Universal Service Administrative Company (USAC), which administers Lifeline, describes it as a federal program that lowers the monthly cost of phone or internet service. The benefit is a service discount, not a federal phone giveaway. The maximum monthly support is up to $9.25 for internet or bundled service and up to $5.25 for phone-only service. Qualifying residents on Tribal lands may receive up to $34.25 per month. These are maximum discounts; they do not guarantee a free plan, a free handset, or a particular provider. USAC’s Lifeline overview explains the benefit.

Providers set their own offers and device terms, and availability can differ by location. Use USAC’s Companies Near Me lookup as a starting point, then contact providers to verify participation, service in your area, current plan details, and any phone offer.
Who may qualify in 2026?
You may qualify through participation in certain assistance programs, household income at or below 135% of the Federal Poverty Guidelines, or a separate pathway for qualifying survivors. A dependent’s participation in a qualifying program may count. Eligibility and documentation requirements depend on the route you use; see USAC’s eligibility guidance.

- 【Strong Adsorption】The inspiration of the silicone phone suction case comes from the adhesive force of the octopus. Each suction cup phone mount is 3.15 inches long and 2.17 inches wide, with 24 independent suction cups providing a stronger and more stable suction force, so you don't have to worry about your phone falling during use.
- 【Back of Phone Suction Grip】Remove the adhesive film on the phone suction cup and stick it on the phone case. You can then fix the phone on any smooth surface, which is very convenient. (The phone suction cup cannot be removed and reused after being attached to the phone case. It is recommended to attach it to a regular phone case, not a valuable one.)
- 【Widely Used】Our non-slip silicone phone sticky grip mount attaches to almost any flat phone case and make it compatible with common mobile phones such as iPhone and Android. You can shoot, watch videos or video calls in the kitchen, gym, dance studio, bathroom and other places.
- 【Capture the Wonderful Picture】Whether you are a TikTok creator or just like to share videos and photos, this phone suction cup can help you hands-free capture wonderful videos and photos for sharing with friends.
- 【Note】You can fix the phone suction cup on a smooth surface such as a mirror or glass. If necessary, wipe the suction cup with a damp cloth to obtain stronger suction. Before releasing your hand, make sure the phone is firmly fixed. (Not applicable to rough walls, wooden surfaces, and other uneven surfaces)
Qualifying programs
USAC lists Medicaid, SNAP, Supplemental Security Income (SSI), Federal Public Housing Assistance, and Veterans Pension and Survivors Benefit. Additional Tribal assistance programs can qualify eligible people who live on qualifying Tribal lands. A separate Lifeline pathway is available for qualifying survivors of domestic violence, human trafficking, or related crimes; it has specific requirements, described below.
2026 income limits
The income route uses 135% of the Federal Poverty Guidelines. The following figures are USAC’s 2026 thresholds:
Rank #2
- SUPERIOR COMFORT — Unlike traditional circular ear buds, the design of EarPods is defined by the geometry of the ear. Which makes them more comfortable for more people than any other ear bud–style headphones.
- HIGH-QUALITY AUDIO — The speakers inside EarPods have been engineered to maximize sound output and minimize sound loss, which means you get high-quality audio.
- BUILT-IN REMOTE — EarPods with USB-C plug also include a built-in remote that lets you adjust the volume, control the playback of music and video, and answer or end calls with a pinch of the cord.
- COMPATIBILITY — Works with all devices that have a USB-C port.
- INTEGRATED MICROPHONE — A built-in microphone precisely captures your voice while you’re on the phone, taking a FaceTime call, or summoning Siri — so you’re always heard loud and clear.
| Location | One-person household | Each additional household member |
|---|---|---|
| 48 contiguous states, District of Columbia, and territories | $21,546 | $7,668 |
| Alaska | $26,933 | $9,585 |
| Hawaii | $24,786 | $8,816 |
These thresholds are for 2026 and may change in later years. Check USAC’s official income table for the full household-size schedule and current figures rather than relying on an older amount.

How to apply and enroll
Applying for Lifeline and signing up for a service plan are separate steps: after you apply, you still choose a participating phone or internet company and enroll with it. Oregon and Texas applicants should use their state’s application process rather than the standard federal route. USAC lists these options for other applicants:

- Apply with a provider: Ask a participating phone or internet company whether it can help you apply and enroll.
- Apply by mail: Follow USAC’s paper application instructions and send the completed materials as directed.
- Choose and enroll with a company: Find possible companies through USAC’s lookup, confirm they serve your location, and review their current terms before signing up.
Applications and instructions are available in English and Spanish, with online and paper instructions in additional languages. If you need help, USAC lists the Lifeline Support Center at (800) 234-9473 and [email protected]. Its stated hours are seven days a week, 9 a.m. to 9 p.m. ET. Details are on USAC’s contact page.
Documents and identity information to prepare
USAC may request documents to verify program participation, income, identity, or address. What you need depends on your eligibility route and the information requiring verification. Examples include a record showing participation in a qualifying program, a tax return, or consecutive pay stubs. Review USAC’s document guidance and provide the evidence requested for your application; a document that works for one route may not establish eligibility through another. USAC also explains identity information in its application FAQ.

How to compare local plans and phone offers
USAC’s provider lookup can help identify companies by ZIP code or city and state, but USAC cautions that results may not include every company. The lookup is not a complete catalog of nearby plans or phones. Confirm local participation and service directly with each provider, and compare the terms that matter to your use:
- Coverage and participation: Confirm the provider serves your address and is currently participating in Lifeline there.
- Service type: Ask whether the offer covers phone, internet, or a bundle.
- Usage and features: Check voice minutes, monthly data, hotspot availability, and any plan limits.
- Costs beyond the discount: Ask about taxes, fees, top-ups, or other charges before enrolling.
- Handset terms: Find out whether a phone is included, optional, or separately priced, and whether you can use your own device.
- Compatibility: Confirm that the exact handset works with the provider’s network and service before buying or bringing it.
USAC sets minimum standards for Lifeline mobile service: at least 1,000 voice minutes, or mobile internet at 3G or better with at least 4.5 GB of monthly usage. For data plans, the provider must have at least one hotspot-enabled device available. These are program minimums, not a promise that every plan includes a particular allowance, hotspot device, or handset. See USAC’s Lifeline service standards and ask the company for the details of its current offer.

Household limits and keeping the benefit
Only one Lifeline discount is allowed per household. USAC defines a household as people who live together and share income and expenses, so the rule is not simply one discount per person or address. You may change providers, but USAC says you may need to reapply to confirm eligibility. Report certain changes, such as moving or no longer qualifying, to your provider within 30 days. Annual recertification is required; Oregon and Texas handle it through their states. If you pay nothing out of pocket for Lifeline service each month, you must use the service at least once every 30 days to keep it. See USAC’s recertification information and its benefit FAQ.
Additional Lifeline protections for qualifying survivors
USAC has a separate eligibility pathway and additional protections for qualifying survivors of domestic violence, human trafficking, or related crimes. The pathway has specific application and documentation requirements, and support may last up to six months. Because the process is distinct, do not assume the standard application covers every survivor case. For confidential, route-specific information, consult USAC’s survivor guidance.
If a Lifeline phone is lost, broken, or unsuitable
Contact the phone or internet company that provides your Lifeline service about a lost or broken handset and ask what replacement options it offers. If you are considering buying a different phone, confirm the exact model’s compatibility with the provider before purchase. Lifeline eligibility or a provider’s hotspot-device requirement does not establish that any particular unlocked phone will work on its network. USAC’s contact guidance directs customers with handset problems to their provider.
