Yes. Evidence from retraction studies shows that commercial paper mills can manufacture or sell manuscripts, manipulate references and peer review, and leave unreliable findings in the citation record. Most measured contamination is uncommon, but detected paper-mill papers continue to be cited after retraction and have entered systematic reviews that may influence clinical practice and policy.

What a paper mill is—and how citations become part of the business

A paper mill is a commercial operation that produces or sells scientific manuscripts, authorship positions, data, or related publication services. Services described in a 2022 BMJ study include fabricated databases, falsified peer review and citation services. The result can be a manuscript that looks like ordinary research while its data, authorship or review history has been manufactured.

Citation manipulation is not limited to adding one inaccurate reference. A paper mill can supply references designed to promote other questionable papers, arrange reciprocal or inappropriate citation requests, or produce clusters of papers that cite one another. Once one of these articles is indexed, later authors may copy its references without checking the underlying paper or its current status.

A 2024 analysis of references and citations connected to retracted paper-mill papers examined those inter-relationships as a way to identify suspicious networks. A dense cluster is a warning signal, not by itself proof of misconduct: legitimate research communities can also cite one another heavily.

How unreliable findings travel through the literature

  1. Manufacture or sale: A commercial service supplies a manuscript, data, authorship or references, sometimes together with compromised peer review.
  2. Publication and indexing: If editorial checks do not detect the problems, the article enters journal and bibliographic databases.
  3. Secondary citation: Authors may cite the article because it appears in a database, reference list or search result, without reading it or checking for an expression of concern or retraction.
  4. Network amplification: Reciprocal citations and related papers make the finding appear repeatedly in the literature, creating a misleading impression of independent support.
  5. Evidence synthesis: A systematic review or meta-analysis can include the article. Its result may then be cited in guidelines, clinical decisions or policy discussions.

Retraction does not automatically remove every copy of an article, its references or the reviews that used it. A citing paper published after the retraction date is therefore an important sign that the citing authors or database workflow may not have checked the article’s status.

What the measured cases show

Source and date Population or event Finding How to interpret it
BMJ cross-sectional study, 2022 1,083 retracted paper-mill papers 93.8% had received at least one citation; the median was 11 citations, with an interquartile range of 5–22. These were detected, retracted cases, not an estimate of all paper-mill output. Citation counts describe what happened before or around detection and do not prove that every citation endorsed the result.
IOP Publishing investigation, 2022 Publisher retractions 494 articles were retracted as likely paper-mill products. The scale reflects one publisher’s investigation, not the total number of affected articles across science.
JAMA Network Open cross-sectional study, 2025 200,000 life-science systematic reviews published from 2013 through 2024 299 reviews (0.15%) incorporated at least one retracted paper-mill article. Among 385 citations, 124 (32.2%) were made after retraction, including 13 more than 500 days later. Oncology represented 48 of the 299 contaminated reviews (16.1%), the largest field share. The indexed sample indicates uncommon but consequential contamination. Systematic reviews can feed clinical decisions and policy, so a small percentage can still matter.
medRxiv preprint, 2024 100,000 life-science systematic reviews from 2013 through 2023 0.179% were reported as contaminated by paper-mill articles. This is a preliminary, non-peer-reviewed estimate based on detected retractions and may be incomplete.

The JAMA study’s authors described continued citation after retraction as evidence of a need for rigorous screening. The measured rates should be treated as lower bounds: undiscovered paper mills and articles that have not been flagged in retraction databases cannot appear in these counts.

Why a retracted paper can keep influencing research

Retraction changes the formal status of an article, but it does not instantly change every database record, downloaded PDF, reference manager library or published review. A review may have been completed before the retraction, or its authors may have missed a later correction. In other cases, a citation is copied from an earlier paper without examining the cited study.

That persistence matters because a systematic review combines many individual results into an apparently authoritative conclusion. If a retracted paper-mill article contributes data, the review may need a new risk-of-bias assessment, a recalculated analysis or a correction. The JAMA authors recommend citation-screening tools and coordinated correction when such contamination is found.

How to check whether a paper may be from a paper mill

  1. Check the article’s status and dates. Search the DOI or exact title in Retraction Watch and in the publisher’s article record. Record the publication date, any expression of concern, the retraction date and the stated reason. A citation made after retraction is a clear warning that status checking may have failed, although it is not conclusive proof that the citing authors acted improperly.
  2. Inspect authorship and affiliations. Look for implausible combinations of institutions, repeated author groups across unrelated subjects, unexplained changes in affiliations or authors who appear in unusually large clusters of similar papers. These patterns justify editorial review; they do not establish fraud on their own.
  3. Compare text, figures and references. Repeated wording, identical or near-identical figures, the same unusual reference sequence, image anomalies or manuscripts that appear to come from one source despite different listed authors are high-value leads. In the IOP case, whistleblower Nick Wise identified similarities suggesting a common source across papers with different author lists.
  4. Examine peer-review evidence. Fake or compromised peer review is a documented paper-mill service and should be assessed separately from ordinary scientific error. Editors should verify reviewer identities, institutional addresses, conflicts of interest and unusual review timing where records permit.
  5. Check the surrounding citation network. Look for reciprocal citations, references to papers that are themselves retracted or expressions of concern, and clusters in which supposedly independent articles repeatedly cite one another. Network anomalies should trigger human investigation rather than automatic rejection.
  6. Document the decision. Preserve the article version, database checks, dates and correspondence. If evidence supports a problem, contact the journal or review authors through the publisher’s integrity channel and distinguish confirmed retraction information from unresolved suspicion.

Warning signs are not automatic proof

  • A high citation count can reflect genuine importance, controversy or textbook use; it is not evidence that a paper is fabricated.
  • Shared phrases or similar figures may arise from a common protocol, template or legitimate collaboration. Investigators need source files and contextual comparison.
  • Author or affiliation irregularities can result from transliteration, name changes, large collaborations or incomplete metadata.
  • Retraction databases are essential but incomplete. An article not listed there is not automatically reliable, especially when a publisher has posted a newer correction or expression of concern.

How editors and researchers can compare safeguards

No single screening method detects every form of manipulation. A practical evaluation should cover the following dimensions.

Safeguard Coverage to ask about Timing Useful signals False-positive handling Maintenance
Retraction and correction checks Which journals, databases and retraction reasons are included? Pre-publication screening and repeated post-publication checks Retraction dates, expressions of concern and corrected records Human confirmation of the publisher’s notice and article identity How quickly new notices propagate to local records
Citation-network analysis Which references, citing papers and time windows are analyzed? Usually post-publication, with some pre-publication triage Reciprocal citations, dense clusters and citations after retraction Editorial review of legitimate field-specific clusters Updates as indexing and retraction metadata change
Text and image comparison Which article versions, languages and image types are searchable? Primarily pre-publication, with retrospective investigations Repeated wording, duplicated figures and shared source material Author explanation, source-data inspection and specialist review Version control and refreshed similarity indexes
Authorship and peer-review audit Are reviewer identities, affiliations, conflicts and author histories available? Mostly pre-publication, with post-publication audits Implausible author combinations, reviewer anomalies and unusual timing Direct verification and an appeal route Prompt updates when identities, affiliations or editorial records change
Human adjudication Can specialists combine multiple signals and contact authors? Both before publication and during correction Context that automated checks miss A documented investigation, proportional action and appeal Clear ownership for follow-up and correction notices

Guillaume Cabanac and Cyril Labbé, creators of Problematic Paper Screener, said that correcting the record is essential so readers and artificial-intelligence systems performing literature-based discovery do not build on unreliable papers and spread errors. They also argued that filtering problematic or fraudulent papers before publication should be a top priority for publishers and reviewers.

What to do when a contaminated review is discovered

  1. Verify the article identity and retraction reason with the publisher and an independent retraction record.
  2. Check whether the review used the article in eligibility screening, qualitative synthesis, meta-analysis or only background discussion.
  3. Re-run the analysis without the article where possible and report how conclusions, certainty ratings and recommendations change.
  4. Ask the review journal to publish a correction, update or retraction notice and alert downstream guideline or policy groups that relied on the review.
  5. Update local evidence databases and reference-management records so the retracted item is not silently reused.

The central lesson is practical rather than numerical: citation counts and database presence are not substitutes for checking a paper’s status, provenance and relationships with other papers. Retractions are necessary corrections, but screening before publication and repeated checks afterward are what prevent a manufactured citation trail from becoming accepted evidence.
