France enters 2026 with a much heavier public-debt burden than Germany, while the European Commission expects Germany to grow faster in both 2026 and 2027. France’s debt ratio is also still rising in the latest available outturn. The borrowing-cost question needs more care: the published French and German 10-year yields available here come from different years, so they cannot produce a valid current spread.
The comparison below keeps actual data separate from forecasts, identifies the period behind every debt number, and explains what a defensible France-minus-Germany yield comparison would require.

The headline comparison
France and Germany share the euro and are both major European economies, but their fiscal positions are notably different. France’s latest cited general-government gross-debt observation is 117.6% of GDP at the end of the first quarter of 2026. Germany’s cited figure is 63.5% of GDP at the end of 2025. Those observations are not quarter-matched, yet they show the scale of the difference: a simple subtraction gives 54.1 percentage points, with the important qualification that the two figures refer to different dates and publishers.

What the debt ratios measure
Debt is a stock divided by annual output
General-government gross debt is the accumulated face value of public liabilities covered by the general-government definition, expressed as a percentage of GDP. It is a stock: a position measured at a point in time. GDP is an annual flow. Dividing the two makes debt easier to compare across economies of different size, but the ratio is not the amount of euros owed and it is not net debt after subtracting public financial assets.
“General government” includes more than the central government. Depending on the statistical framework, it covers central, state or regional, and local government, as well as social-security funds. A central-government debt figure therefore should not be substituted for the general-government ratio in the table.
France: the latest cited outturn
Eurostat reported French general-government gross debt at 117.6% of GDP at the end of 2026 Q1, up 1.9 percentage points from 2025 Q4. This is an outturn, not a projection. The quarter-on-quarter increase says that the stock-to-GDP ratio rose over that interval; by itself it does not identify how much came from borrowing, valuation effects, cash management, or the GDP denominator.
Germany: a lower starting point, with a forecast rise
The European Commission’s Spring 2026 country material put German general-government debt at 63.5% of GDP at the end of 2025. In the same Commission material, Germany’s debt ratio was forecast at 65.8% for 2026 and 68.0% for 2027. That path is upward, but it remains far below France’s latest cited ratio. Because France’s 117.6% is a first-quarter 2026 observation and Germany’s 63.5% is an end-2025 figure, a strict same-date ranking would require matched national or Eurostat releases.
Why a debt ratio can rise even when the economy grows
The ratio depends on both the numerator and the denominator. New deficits add to debt; nominal GDP growth (real growth plus price changes) can make a given stock smaller relative to GDP. If borrowing and interest accumulation outpace the denominator’s growth, the ratio increases. Conversely, a country can run a deficit and still see its ratio fall temporarily if nominal GDP expands sufficiently. This is why the debt percentage cannot be interpreted without the fiscal balance, interest bill, and growth assumptions.

Growth: Germany is forecast to recover faster
The European Commission’s Spring 2026 forecast gives Germany the stronger near-term real-growth profile. It projects German real GDP growth of 1.2% in 2026 and 1.4% in 2027, compared with 0.8% and 1.1% for France. These are forecasts for changes in inflation-adjusted output, not measurements of what has already happened.
| Commission Spring 2026 forecast | 2026 | 2027 |
|---|---|---|
| France real GDP growth | 0.8% | 1.1% |
| Germany real GDP growth | 1.2% | 1.4% |
| Germany minus France | 0.4 percentage points | 0.3 percentage points |
The arithmetic gap is modest in each year, but compounding matters: faster growth enlarges the denominator used in the debt ratio and can improve revenue performance if other conditions are similar. It does not automatically repair a fiscal balance, because spending, tax policy, transfers, and interest costs may move at the same time.

The International Monetary Fund’s July 2026 France consultation table is a different forecast vintage. It projects French real GDP growth of 0.6% in 2026 and 1.2% in 2027, and French gross government debt of 118.5% and 120.3% of GDP in those years. The Commission’s Spring 2026 forecast instead used 0.8% growth in 2026 and a 2025 annual French debt value of 115.6%, with a 2026 debt projection of 118.1% in its published material.
Those numbers should not be averaged into a single “consensus” figure. They were produced by different institutions, on different publication dates, with potentially different assumptions. When comparing a forecast with a later outturn, label the institution, release date and forecast year so a reader can tell whether the difference reflects a miss, a revised estimate, or simply a newer information set.
France’s deficit and interest burden
The Commission’s French projections show why a high debt ratio can continue rising even with positive growth. It forecasts a general-government deficit of 5.1% of GDP in 2026 and 5.7% in 2027. It also forecasts interest payments of 2.6% and 2.8% of GDP in those years.

| France, European Commission Spring 2026 forecast | 2026 | 2027 |
|---|---|---|
| General-government deficit | 5.1% of GDP | 5.7% of GDP |
| Interest payments | 2.6% of GDP | 2.8% of GDP |
The Commission attributes the projected French debt rise mainly to high primary deficits and increasing interest payments. Those forces more than offset the debt-reducing effect of nominal growth in its scenario. A primary deficit is the fiscal shortfall before interest costs; it indicates that revenues are not covering non-interest spending. When that shortfall persists, debt can rise even before refinancing costs are considered.
Interest payments are not the same as the latest bond yield
An interest-payment ratio measures what the government’s budget is expected to pay on its existing debt during a year. A 10-year government-bond yield is a market price for borrowing at a particular maturity and observation time. The two are related but not interchangeable.
A rise in market yields does not instantly reprice every outstanding fixed-rate bond. Existing securities generally retain their contractual coupons until maturity. The budget effect accumulates as maturing debt is refinanced and as new borrowing is issued. The speed depends on the maturity profile, issuance schedule, debt-management operations, and the level of new deficits.
Borrowing costs: what is established and what is not
The available IMF tables contain historical 10-year government-bond yields, but not a same-date pair suitable for a current France–Germany spread. The France table lists 3.0% for 2023; the Germany table lists 2.4% for 2024. Subtracting those values would mix countries, years and market conditions, so it would not be a valid spread.
| Country | 10-year yield reported in cited IMF table | Year | Can it establish a current spread? |
|---|---|---|---|
| France | 3.0% | 2023 | No |
| Germany | 2.4% | 2024 | No |
A defensible current comparison needs one data provider, one observation date, the same maturity, and the same averaging convention. A suitable calculation would be:

France-minus-Germany spread = French 10-year yield − German 10-year yield
Both yields must be either daily observations taken at the same time or monthly averages for the same month. The definition also needs to be explicit: benchmark government bond, generic 10-year yield, or another standardized series. A spread is a market price that changes continuously; it is not the average interest rate on all debt outstanding.

Without contemporaneous matched yields, it is not possible to quantify today’s France–Germany difference from the figures above. The economic mechanisms behind a spread are nevertheless clear.
Debt supply and fiscal risk
Investors consider how much new debt a government must issue and how credible its medium-term fiscal path appears. A larger debt stock, persistent primary deficits, or a rising interest bill can increase the compensation investors demand, all else equal. These are risk channels, not proof that a particular day’s yield difference was caused by one statistic.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteGrowth and the debt denominator
Stronger expected nominal growth can support debt sustainability by expanding the tax base and GDP denominator. Weaker growth does the opposite. The Commission’s forecast gap favors Germany in real growth for 2026 and 2027, but real growth alone does not determine borrowing costs; inflation expectations, fiscal policy and market conditions also matter.

Market structure and liquidity
Government bonds differ in outstanding volume, benchmark status, investor base and trading liquidity. Investors may accept a lower yield for a more liquid or more widely used benchmark. A comparison therefore has to use genuinely comparable securities rather than any two bonds labelled “10-year.”
Shared monetary policy, different sovereign credit
France and Germany use the euro and share the European Central Bank’s monetary-policy setting, so their sovereign yields reflect many common interest-rate forces. Their fiscal positions, issuance needs and market conventions remain national. A spread isolates the relative market pricing of those national factors only imperfectly, which is another reason to state the date and series definition.
How to read the comparison without misleading yourself
- Start with the period. Put “2026 Q1,” “end-2025,” or the forecast year beside every debt figure.
- Separate outturns from forecasts. Eurostat’s French 117.6% is an observed quarterly result; Commission and IMF numbers for future years are scenarios.
- Keep stocks and flows distinct. Debt is accumulated stock; the deficit and interest payments are annual flows expressed relative to GDP.
- Check the definition. Confirm that both debt figures are general-government gross debt, not central-government debt or net debt.
- Match market data. For a yield spread, use the same date, maturity, provider and daily-or-monthly convention for both countries.
- Interpret refinancing gradually. A new-market yield affects the budget as debt rolls over, rather than repricing the entire outstanding stock immediately.
What the evidence supports
Three conclusions are robust. First, France has a substantially higher general-government debt ratio than Germany in the cited observations, even though the dates are not perfectly aligned. Second, the European Commission’s Spring 2026 scenario has Germany growing faster than France in both forecast years. Third, the Commission’s French projections combine large primary deficits with rising interest payments, leaving nominal growth insufficient to stabilize the debt ratio in that scenario.
The borrowing-cost conclusion is deliberately narrower. The historical IMF yields supplied for France and Germany are not contemporaneous, so they cannot show a current spread or prove that France currently pays a particular premium. Any article, chart or investment decision that makes that claim needs a fresh, matched pair of market observations and a clearly stated yield definition.
