Former NSA Chief Nakasone Says Agency Overhaul Is “Probably Needed”

Former NSA Director and U.S. Cyber Command chief Paul Nakasone said a reported overhaul of the National Security Agency is “probably necessary,” but stressed that its success will depend on how leaders put it into practice. The five-part organizational design has been reported by The Washington Post; CyberScoop’s October 6, 2026 account does not cite an NSA announcement confirming it or establish that the changes are complete.

What Nakasone said about changing the NSA

Speaking Tuesday at VulnCheck’s ThreatCon1 conference, Nakasone argued that the agency cannot stand still as cyber threats, artificial intelligence and competition with China change. “I think that the world has changed so dramatically, so it’s hard to imagine [the NSA] not changing,” he said, with the bracketed words identifying the subject of his remark.

His support for change came with a qualification: organizational redesign is not automatically effective. “When you’re a big bureaucrat, how effective is that change? I think it depends,” he said. “It’s not necessarily the change, because I think that’s a good thing. I think it’s how you implement the change.” CyberScoop’s account of his remarks was reported by Greg Otto on October 6, 2026.

What the five reported NSA mission areas are

CyberScoop described a plan, attributed to a Washington Post report from the preceding month, to create five organizations led by mission directors:

  • Artificial intelligence
  • China
  • Cybersecurity
  • Combat support
  • Global intelligence

This is a reported design, not a confirmed account of a completed reorganization. CyberScoop’s report does not cite an NSA announcement validating the structure or say that implementation is finished.

Why cyber response speed figures in the debate

Nakasone cited CrowdStrike data indicating that adversary lateral movement—movement from an initial point of access through other parts of a network—took hours in 2018 and averaged 29 minutes in 2025. CyberScoop does not provide the dataset’s methods, sample or scope, so the 29-minute figure should be understood as an attributed average, not a universal timeline for intrusions.

He also argued that an older defensive planning rule—one minute to recognize an incident, 10 minutes to decide what to do and 60 minutes to act—is no longer adequate. The figures describe the rule he referenced, not a measured response time or a guarantee that every organization can meet it.

What Nakasone means by a “defender’s window” in AI

Nakasone described a current opportunity for defenders before adversaries fully apply AI against critical infrastructure and sensitive organizations. “I think there’s a defender’s window right now within AI that really our adversaries haven’t caught up and used the capacity that really could be utilized against our critical infrastructure and most sensitive organizations.”

That is his assessment of the balance today, not a measured finding or assurance that defenders will retain an advantage. The practical implication is that he sees urgency in strengthening defenses while that window remains open.

Why workforce capacity is part of the overhaul question

Nakasone cited national security workforce figures of an average age of 47, half older than 50, 10% younger than 30, and 13.5% eligible to retire immediately. CyberScoop does not identify the underlying dataset, the population boundaries or when the figures were collected, so they should remain attributed to Nakasone rather than treated as independently verified workforce statistics.

He argued that government must make public service feel valued and compete with private employers for technical talent: “I think our government has to create the atmosphere that wants to make sure that people see that their work for the government is valued.” CyberScoop also mentions separate DefenseScoop reporting about possible pay cuts for federal cybersecurity employees, but does not develop that issue or connect it to a confirmed NSA restructuring decision.

How to judge whether a reported reorganization works

Nakasone’s remarks point to implementation as the central test. The reporting does not establish outcomes, but the stated mission areas suggest practical questions to watch as details emerge:

  • Are responsibilities clearly assigned across the five reported areas?
  • Does coordination improve where intelligence, cyber defense and military support overlap?
  • Can response capacity keep pace with the faster timelines described by Nakasone?
  • Can the agency recruit and retain the technical workforce needed to carry out its missions?
