The figures describe different things: approximately $1.66 million was Salah’s reported personal share, while more than $10 million was reimbursed to the Stigma-Free sites. The larger site-wide amount should not be described as money Salah personally received.
What role did Stigma-Free International play?
According to court documents as reported by FOX 9, Salah acquired Stigma-Free International after Minnesota’s Department of Education announced it would stop approving meal sites operated by restaurants and other for-profit companies. He later transferred ownership to co-conspirators, who used the organization to open Federal Child Nutrition Program sites in Willmar, Mankato, St. Cloud, Waite Park, and St. Paul.

The report says the co-conspirators submitted claims for meals at those sites. It also says Salah created and used multiple shell companies to receive and launder his share, and used the funds to buy homes, other real estate, and businesses. These details are reported from court documents; the amount attributed to Salah remains separate from the reimbursements paid to all the sites.
What did Salah’s lawyer say about the sentence?
Defense attorney Brian Toder said he was surprised by the prison term because the plea agreement treated Salah as a minimal participant. Toder also said the judge emphasized Salah’s government employment. A plea agreement reflects the parties’ agreement and does not itself determine the sentence; Toder acknowledged that the judge was not bound by it. FOX 9’s account does not include a direct statement from the judge explaining the sentence.

The U.S. Department of Justice said on March 20, 2026, that prosecutors had obtained 63 convictions across the broader scheme at that time and announced that five more defendants had pleaded guilty. That is a dated case-wide snapshot, not a verified total as of Salah’s October 2026 sentencing. The DOJ announcement concerns other defendants and the wider case.
Separately, DOJ reported that another Minneapolis defendant was sentenced to 43 months in April 2026. That was a different defendant’s case and does not by itself establish equivalent conduct or culpability.
