Former freelancers quickly find employment, often in another sector, DNB finds

More than half of Dutch workers who leave self-employment find paid work within three months, according to a De Nederlandsche Bank (DNB) analysis published on 15 October 2026. Only 7% become unemployed. The results indicate that the Netherlands is seeing labour-market reallocation rather than a sharp rise in joblessness among former freelancers.

What happened to the Netherlands’ former freelancers?

The number of self-employed workers fell by about 131,000 between the end of 2024 and mid-2026. Self-employment had peaked at almost 1.3 million people at the end of 2024. DNB’s analysis of Dutch administrative and labour-market data shows that most people leaving self-employment quickly move into another form of paid work.

DNB’s central finding is that “more than half of those who leave self-employment find paid work again within three months.” The analysis covers transitions out of self-employment; it does not establish why an individual stopped freelancing or whether the change improved that person’s income or working conditions.

How quickly do ex-freelancers find work?

Within three months, more than half of former self-employed workers are in paid employment. The remainder includes people who may have started another business, remained outside paid work, or moved into other labour-market statuses. DNB reports that only 7% become unemployed, a share comparable with previous years.

“Permanent” in this comparison includes a current permanent contract and positions that offer a prospect of one. Flexible work covers jobs without that level of security, so the headline re-employment figure should not be read as proof that most former freelancers immediately obtain permanent positions.

Which sectors recruit former freelancers?

Almost half of former self-employed people who find new work move into a different sector. DNB identifies healthcare and social care, government and education, and retail, transport and hospitality as prominent destinations. Employment agencies and trade can also act as stepping stones into another sector.

Transitions are especially common between self-employment and employment in healthcare, construction, facility services and business services. These areas are also central to debates about false self-employment, where someone is formally independent but works in conditions resembling an employee. The data show movement between statuses, but they do not determine whether a particular job was falsely classified.

Does changing sector mean changing occupation?

Not necessarily. Nearly 40% of former freelancers are recorded in a different occupational category three months later. Statistical sector and occupation codes can change when an employer, contract or reporting system changes, even if the person continues to use related skills. DNB therefore treats the figures as evidence of frequent movement, not as proof that every worker made a complete career change.

How unusual is this mobility?

DNB’s broader analysis of Statistics Netherlands (CBS) microdata for 2011–2025 provides context: about 17% of employees change employer each year, and 57% of people who move directly from one job to another also change sector. Former freelancers therefore show substantial mobility, but sector changes are not unique to people leaving self-employment.

What the figures do—and do not—prove

  • They show: rapid movement into paid work, a low observed unemployment share and frequent sector changes after self-employment ends.
  • They do not show: how earnings, productivity, job quality or financial security develop after the move.
  • They cannot establish: whether the end of the enforcement moratorium on false self-employment, or subsequent enforcement, caused the decline in self-employment.

DNB does not record the reason each person left self-employment. A worker may have chosen employment, lost a contract, closed a business, reached retirement or responded to changing regulations. The aggregate data cannot distinguish those pathways.

What this means for workers and employers

For former freelancers

The three-month figure suggests that leaving self-employment does not usually lead straight to prolonged unemployment. However, the likely destination may be flexible work rather than a permanent contract, and moving sector can require recognition of transferable skills, new qualifications or a temporary stepping-stone role.

For employers and policymakers

The results point to a supply of experienced workers moving through sectors with persistent demand, including care, education, public services, logistics and hospitality. Better matching may depend on making skills visible across occupational classifications and ensuring that flexible jobs provide a realistic route to stable employment.

The bottom line on ex-freelancer employment

Former freelancers in the Netherlands generally find another form of work quickly: more than half do so within three months, while 7% are unemployed. About one-third enter permanent or permanent-track roles, and a similarly large group takes flexible work. Sector switching is common—almost half of re-employed people change sector—but classification changes do not always represent a wholly new occupation. The evidence supports a story of labour-market movement, not a surge in unemployment, while leaving the causes and longer-term quality of these transitions unresolved.
