Benjamin Davis, formerly the Food and Agriculture Organization of the United Nations (FAO) Director of Rural Transformation and Gender Equality, says his contract was not renewed because he criticized Israeli policies in Gaza. His contract ended on 30 September 2026, but the motive remains disputed: reporting also describes an FAO concern about impartiality and leadership standards. The cited reports do not establish that Davis committed misconduct or independently verify why the contract was not extended.
What happened to Benjamin Davis at FAO?
Davis’s account is that his contract decision was connected to two Gaza-related activities: weekly moments of silence among staff and a brief on food availability and international humanitarian law. The New Humanitarian reported that he had worked at FAO for 26 years. That biographical detail does not resolve the disputed reason for his departure.

According to Davis, a memo he received on 1 July 2026 extended his contract through 30 September but said it would not be extended beyond that date. He said the memo cited a lack of confidence in his senior-management performance under impartiality and leadership standards. The New Humanitarian reported that he left FAO’s Rome headquarters when the contract ended. The available reporting describes a contract non-renewal, not an independently established disciplinary firing.

Why does Davis say his contract was not renewed?
Moments of silence among staff
Davis told AFP, in remarks published by Al Jazeera, “They accused me of organising these moments of silence on the situation of starvation and famine in Gaza,”. He disputes that characterization. In an interview with The New Humanitarian, he described the weekly observances as an informal staff activity coordinated with security, rather than an event he personally organized. He said the first took place on 22 May 2025.

A brief on food availability and humanitarian law
Davis said a brief combining analysis of food availability or caloric availability with international humanitarian law was published in May 2025. He told AFP, “We were told to take it down,” and added, “We weren’t allowed to make any references to humanitarian law.” Davis said the legal office directed that the brief be removed because it went beyond FAO’s mandate. The brief itself and a formal instruction to remove it are not among the cited materials, so those circumstances remain his account.
What rationale is attributed to FAO?
The reports describe the stated concern as alleged failures to meet impartiality and leadership standards. That is a reported rationale, not a proven or adjudicated finding of misconduct. The cited coverage does not include the July memo, and FAO did not respond to requests for comment in the reports reviewed. That lack of response in those articles does not establish whether FAO has commented elsewhere or since.
Rank #2
Al Jazeera also reported remarks by FAO Director-General Qu Dongyu that appeared to warn staff against human-rights advocacy, quoting him as saying, “we don’t allow you to play the game here of human rights”. Those remarks provide context reported by the outlet; by themselves, they do not prove why Davis’s contract was not renewed.

FAO’s 2023 materials provide historical context, not a measure of current conditions and not evidence of the reason for Davis’s contract decision:

- FAO said close to 60 percent of households in Gaza were considered food insecure or vulnerable to food insecurity before the escalation. FAO, 2023.
- FAO, citing an IPC report, said at least one in four households—more than half a million people—faced catastrophic acute food insecurity conditions in Gaza. FAO, 2023.
Has Davis appealed the decision?
Reuters reporting reproduced by MarketScreener on 2 October 2026 said Davis had appealed the decision. No appeal outcome is established in the cited reporting, and the materials do not include an appeal filing or decision. The status of the appeal therefore remains unresolved.

What is established—and what remains disputed?
| Issue | What reporting says | What is not established |
|---|---|---|
| Contract | Davis said a 1 July memo extended his contract through 30 September 2026 without a further extension; The New Humanitarian reported that he left when it ended. | The memo is not included in the cited reporting. |
| Reason for non-renewal | Davis says his Gaza-related criticism and activities were connected to the decision; reports also describe an impartiality and leadership rationale. | The motive has not been independently established, and the reported concern is not an adjudicated finding of misconduct. |
| Staff observances and brief | Davis says the observances were an informal group activity coordinated with security and that the legal office ordered the brief removed as beyond FAO’s mandate. | The cited coverage does not include the brief or a formal removal instruction. |
| FAO response and appeal | FAO did not respond to requests for comment in the reports reviewed; Reuters reported that Davis appealed. | No appeal result is established, and the cited lack of response does not rule out a later or separate FAO comment. |
