Form 7: Why the Voter-List Objection Form Is at the Centre of a Karnataka SIR Row

Form 7 lets someone object to a person’s inclusion on an electoral roll or ask for that person’s name to be deleted. It does not delete anyone by itself: an Electoral Registration Officer (ERO) must scrutinise the objection before taking action. The current Karnataka controversy concerns a reported surge in such applications, including a striking concentration in Babaleshwar—not a confirmed count of voters removed.

What Form 7 does—and what it does not do

The Election Commission of India (ECI) provides Form 7 for an objection to a person’s inclusion in an electoral roll or a request to delete a name. The grounds include death, permanent shifting, and duplicate enrolment. An objection is made to the ERO and must be accompanied by relevant proof, according to the ECI’s Form 7 guidance.

A submitted form is a request for scrutiny, not a finding that the named elector is ineligible and not a deletion order. The form’s existence therefore cannot establish that a voter’s name was removed or that a stated ground is valid.

What was reported in Karnataka

The Hindu, in reporting recounted by Scroll, said more than 4,000 Form 7 deletion applications had been filed across Karnataka during the Special Intensive Revision (SIR). That is a reported application count, not the number of completed deletions.

The Babaleshwar cluster

The same report said 1,373 applications were filed in Babaleshwar on September 22, and 1,363 of them were attributed to ten people. The report described the targeted voters as largely Muslim and said many were outside the filers’ own polling stations. It also raised questions about forms with pre-printed voter details and about the named objectors.

These reported patterns and paperwork anomalies warrant scrutiny, but they do not by themselves prove that the voters were ineligible, that names were removed, or that anyone acted unlawfully. Officials told the newspaper the objections would be scrutinised before action and that baseless claims could invite punishment.

What the official process says should happen

The Karnataka SIR booklet describes publication of claims and objections, weekly sharing of those lists with political parties, supervisory checks, and an appeal from an ERO decision to the District Magistrate, followed by a further appeal to the Chief Electoral Officer. A July 2026 Lok Sabha reply from the Ministry of Law and Justice also describes the ECI’s stated safeguards and appeal route nationally. These are descriptions of the official process; they do not independently confirm how each disputed Karnataka application was handled.

The district SIR portal links to draft rolls, objections, notices and press notes, but the portal page itself does not settle individual cases. For current information, check the relevant district or Karnataka Chief Electoral Officer channel and the ECI’s official voter services. The ECI’s Form 7 guidance explains the form and prescribed process.

What is known, and what remains unresolved

Established by the available reporting

  • A large number of deletion objections was reported across Karnataka.
  • In Babaleshwar, most of the reported applications came from a small group of filers, and the report described the targets as largely Muslim.
  • Some paperwork raised questions, and officials said the applications would be scrutinised.

Not established in the available evidence

  • How many applications were accepted or rejected, or whether any particular eligible voter was removed.
  • Whether an investigation found fraud, coordination or unlawful conduct.
  • The identities or political affiliations of those responsible for the anomalous paperwork.

The figures should not be used to infer a statewide or community-wide deletion rate. The accessed reporting does not establish an overall error rate, a wrongful-deletion rate, or final outcomes for the applications. It also describes applications in both Congress- and BJP-held constituencies; it does not establish party responsibility.

How to check your own voter-list status

  1. Use the ECI’s official voter services to check your enrolment and the relevant electoral-roll details.
  2. For a notice or objection connected to the SIR, consult the current claims-and-objections materials and notices on the relevant district or Karnataka CEO channel.
  3. If an ERO issues a decision affecting an entry, consult the stated appeal route and applicable notice for the next step.

The Press Information Bureau’s July 25, 2026 Lok Sabha reply, attributing the position to an ECI press note, states that “no eligible elector is left out.” That is the government’s stated objective, not an independently verified finding about the challenged applications.
