Forest Carbon Storage vs. Soil Carbon Storage: What’s the Difference?

Forest carbon storage is the larger category; soil carbon storage is one of its pools. A forest inventory can count carbon in living trees and other plants, roots, dead wood, litter, and soil organic carbon. Soil carbon can also be measured outside forests, so the two terms overlap rather than describe two separate, competing stores.

The useful comparison depends on what you are measuring: a stock (the amount held at a point in time) or sequestration (the change in that stock over a period). Forest type, climate, soil, disturbance history, sampling depth, and accounting boundaries can all change the result.

Start with the boundary: “forest carbon” is an umbrella term

Forest carbon storage

Forest carbon storage means the carbon retained in a forest ecosystem within the pools included by a particular inventory. A comprehensive forest accounting commonly separates:

  • Aboveground live biomass, including trunks, branches, foliage, shrubs, and other vegetation.
  • Belowground live biomass, especially roots.
  • Dead wood, such as standing snags and fallen logs.
  • Litter, including leaves, needles, small twigs, and other recently fallen material.
  • Soil organic carbon and, where the method includes it, carbon associated with mineral soil.

Because the boundary can include all of these pools, a number labeled “forest carbon” is incomplete unless it says which pools were counted, the area covered, and the date or observation period.

Soil carbon storage

Soil carbon storage is the carbon held in soil. It includes partially decomposed organic matter, microbial and root-derived material, and carbon associated with soil minerals. Soil carbon occurs under forests but also under grasslands, croplands, wetlands, and other land covers. A soil-only estimate therefore does not automatically describe the carbon in the whole forest above it.

Why the terms should not be treated as opposites

If a forest carbon inventory includes soil organic carbon, then soil carbon is already part of forest carbon. The meaningful question is usually either “How does soil carbon compare with tree and dead-wood carbon?” or “How does total forest-ecosystem carbon compare with soil carbon?” Stating that boundary prevents a category error in which one pool is compared with the collection of all pools.

How carbon moves among forest pools

Photosynthesis removes carbon dioxide from the atmosphere and converts the carbon into living plant tissue. Growth adds carbon to trunks, branches, foliage, and roots. Mortality, pruning, and litterfall transfer some of that material to dead wood, litter, and eventually soil. Respiration by plants and microbes, fire, harvest, erosion, and decomposition return carbon to the atmosphere or move it elsewhere.

USDA Forest Service guidance defines carbon sequestration as “the uptake and storage of carbon as carbon dioxide is removed from the atmosphere and converted into living biomass during photosynthesis.” In practice, whether a forest is a net sink over a selected interval depends on the balance between uptake and all of those losses. A pool can be large without currently increasing quickly, and a pool can be small while changing rapidly.

Stock and sequestration are different measurements

A stock is the quantity of carbon held in a pool at a specified time or inventory date. A sequestration rate is a change in stock expressed per unit of area and time, such as metric tons of carbon per hectare per year. Stock and rate answer different questions and cannot be substituted for one another.

Term What it tells you Typical reporting form
Carbon stock How much carbon is present in a defined pool and area Mg C/ha, metric tons C per hectare, or a total mass
Sequestration rate How the stock changes over a stated interval Metric tons C/ha/year or another mass-per-area-per-time unit
Net sink or source Whether gains exceed losses over the selected period A positive or negative change after included fluxes are balanced

For example, a mature forest may contain a substantial soil stock that changes little from year to year. Conversely, a recently disturbed site may have a smaller stock but a noticeable short-term gain or loss. A comparison that places a stock beside an annual rate without labeling the units creates a false ranking.

What the available estimates show about relative amounts

Temperate forests often hold a large share of carbon in soil

The USDA Climate Hubs publication Forest Soil Carbon and Climate Change says that, in temperate forest ecosystems, carbon in soils is often greater than carbon in aboveground living and dead biomass. The same source reports an average aboveground stock of 55 Mg carbon per hectare for U.S. forests. It also notes much greater variation in belowground stocks among forest types, even when the comparison is limited to the top metre of soil.

That finding is a temperate-forest observation, not a universal soil-to-forest ratio. Tropical, boreal, dry, wetland-influenced, managed, and recently disturbed forests can have different distributions. Soil depth, bulk density, and whether dead roots or coarse fragments are included also affect the apparent share.

A national accounting example separates stock from annual change

The USDA Forest Service record for Woodbury, Smith, and Heath’s 2007 article reports that, in its 2005 U.S. forest-sector accounting, forest soils contained 48% of total carbon stocks, while forest soils accounted for 2% of sequestration. The two percentages describe different denominators: one is a share of the amount stored, and the other is a share of the change attributed to sequestration. They are historical, study-specific U.S. estimates, not current global shares.

EPA’s rate includes five forest pools

The U.S. Environmental Protection Agency calculates average annual U.S. forest sequestration of 0.58 metric tons of carbon per hectare per year for 2014–2022. That series uses state-level Forest Inventory and Analysis data and includes aboveground biomass, belowground biomass, dead wood, litter, and soil organic and mineral carbon. It is a national average across those pools, not a soil-only rate and not an estimate for every individual forest. EPA cautions that national values conceal substantial geographic variation.

Why soil-carbon stocks differ from one forest to another

Inputs and losses set the balance

Plants add carbon to soil through dead leaves, fine roots, root exudates, and other organic inputs. Decomposition, microbial respiration, erosion, leaching, fire, and physical removal reduce or redistribute that stock. The balance between inputs and losses determines whether soil carbon accumulates, remains relatively stable, or declines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Climate controls both production and decomposition

Temperature and moisture affect plant growth and the activity of decomposers. A warm, wet environment can support high plant inputs but also rapid decomposition; a cold or waterlogged environment can slow decomposition and allow organic material to persist. The direction and size of the net effect depend on the entire site, not on temperature or rainfall considered in isolation.

Soil, geology, and terrain matter

Texture and mineralogy influence how strongly organic compounds bind to mineral surfaces. Parent material determines the minerals from which soil develops. Elevation, slope, drainage, and local hydrology affect water movement, erosion, oxygen availability, and the depth at which organic matter accumulates. Two stands with similar tree cover can therefore have very different soil-carbon stocks.

Vegetation and management history leave a record

Species composition, root distribution, litter chemistry, stand age, harvest, grazing, fire, road building, and other disturbances alter both carbon inputs and losses. USDA research describes forest soil organic carbon as dynamic and reports that spatial variation associated with parent material, climate, and vegetation can exceed temporal variation over management-relevant periods, except where damaging disturbance depletes stocks.

Regional illustration: coastal and interior forests

USDA Climate Hubs uses wet, mild coastal forests and dry interior forests to illustrate why regional conditions matter. Coastal sites may receive consistent plant inputs to both aboveground and soil pools under relatively reliable moisture. Dry interior forests experience different moisture constraints and decomposition conditions. These are regional examples, not rules that apply to every coastal or interior forest.

How forest and soil carbon are measured

Define the inventory boundary first

Before collecting or comparing numbers, specify whether the estimate covers trees alone, all living biomass, dead wood and litter, soil organic carbon, mineral-associated carbon, or the complete set of recognized forest pools. Also state the geographic boundary: a plot, ownership, watershed, state, country, or biome.

Specify soil depth and sampling method

Soil carbon is commonly reported by depth, and changing the sampled depth changes the stock being estimated. A shallow sample cannot be compared directly with a profile extending to one metre or deeper. Bulk density, coarse fragments, laboratory method, and whether concentrations are converted to an area-based stock all affect the result. The USDA Climate Hubs discussion emphasizes that tool choice and depth can change observed estimates.

Match units and time periods

Stocks should use compatible area and mass units. Rates must include a time unit. A figure from one year should not be treated as a trend unless repeated measurements or a modeled time series support that interpretation. When a source reports a national average, retain that geographic qualification instead of applying it to an individual stand.

Use this six-part reporting checklist

  1. Stock or rate: Label whether the value is an amount held or a change over time.
  2. Pools: List every included pool, especially whether soil and dead material are counted.
  3. Boundary: Name the geography and ecosystem boundary.
  4. Soil depth and method: Give the sampled depth, bulk-density treatment, and principal measurement approach when available.
  5. Period: State the inventory date or the years used to calculate a rate.
  6. Disturbance context: Identify fire, harvest, conversion, compaction, erosion, or other management factors that could change the stock.

How to compare two carbon figures without being misled

When two sources appear to disagree, check whether they are answering the same question. The following comparison axes usually explain the difference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis Questions to ask Why it changes the result
Pool boundary Is one value soil only and the other all forest pools, or are both tree biomass estimates? Adding or excluding pools changes the total and the percentage share.
Stock versus rate Is the unit a mass per area or a mass per area per year? A large standing stock does not establish a large annual gain.
Forest type and climate Are the sites temperate, boreal, tropical, wet, or dry? Production, decomposition, and persistence differ by environment.
Soil depth and method Do both samples cover the same depth and use compatible bulk-density and laboratory methods? Deeper profiles and different conversions can produce different stocks.
Disturbance and management Have either sites been burned, harvested, compacted, eroded, or otherwise disturbed? Disturbance can rapidly remove or redistribute carbon.
Geographic scale and period Are the values from the same area and observation years? National averages can hide local variation, and stocks change over time.

A practical comparison proceeds in order: align the units, align the years, align the geography, align the pool definitions, then check depth and method. If any of those remain different, report the values as separate estimates rather than forcing a single ranking.

What the distinction means for forest management

Protecting an existing stock is not the same as increasing it

A management action can avoid releasing carbon from an existing soil or biomass pool without creating a rapid new accumulation rate. Conversely, a site may show short-term accumulation while still holding less total carbon than an older, undisturbed forest. Decisions should therefore state whether the objective is to preserve a stock, increase a stock, reduce emissions, or measure net change.

Physical disturbance can affect soil carbon

The USDA Climate Hubs material notes that avoiding physical disturbance such as compaction may help protect soil carbon, particularly in some clay-rich soils. Roads, heavy equipment, altered drainage, and erosion can change pore space, oxygen conditions, water movement, and the location of organic matter. The effect is site-specific, so a management claim should identify the soil and disturbance context rather than promise the same outcome everywhere.

Soil-focused outcomes are less certain than simple tree counts

Tree inventories can often measure stems and growth directly, while soil carbon estimates depend on depth, bulk density, spatial heterogeneity, and laboratory methods. USDA Climate Hubs characterizes soil-carbon improvement as less certain than tree-focused strategies. That does not make soil carbon unimportant; it means that claims require careful baselines, repeated measurements, and explicit uncertainty.

Worked examples of correct interpretation

Example 1: A soil stock versus an annual forest rate

Suppose a report gives soil carbon in Mg C/ha and another gives forest sequestration in metric tons C/ha/year. The first describes an amount already present in soil; the second describes an annual change across multiple forest pools. They cannot be compared as “which is larger” until the question is rewritten and compatible measurements are selected.

Example 2: A deeper sample appears to contain more carbon

If one study samples only the surface layer and another samples to one metre, the deeper study may report a larger area-based stock simply because it includes more soil. That difference does not prove that one forest stores carbon more efficiently. Depth and method must be aligned first.

Example 3: A national average is applied to one stand

A national EPA rate summarizes many locations and years. Applying it to a particular stand ignores local climate, soil, stand age, disturbance, and management. The national figure is useful context, but a stand-level claim needs measurements or a model calibrated to that site.

Bottom line

Forest carbon storage is the ecosystem-wide accounting category, while soil carbon storage is one pool within it and can also occur outside forests. In temperate forests, soil may hold more carbon than aboveground living and dead biomass, but no universal ratio applies. Always separate stocks from sequestration rates and report the pool boundary, geography, soil depth, method, time period, and disturbance history before drawing a comparison.
